Stable apartment buildings thanks to the good role of party cells and party members

Ensure the legitimate rights of residents

In early February 2025, at the meeting of the Party Cell of residential area No. 10 - Thang Long Garden Apartment (No. 250 Minh Khai, Minh Khai Ward), in addition to thoroughly understanding the thematic content, 33 party members also contributed ideas for organizing the Party Cell Congress taking place at the end of this month.

In fact, establishing a Party cell in the apartment complex has brought many advantages to Party members. Previously, the management of the 2% maintenance cost between the investor and residents had not found a common voice, but since having Party members at the Party Committee level participating in the Management Board, the legitimate rights of residents have been guaranteed. During Party cell activities, Party members are publicly informed about the activities and work content of the Management Board about to carry out.

According to Nguyen Van The, Secretary of the Party Cell of Residential Area No. 10, during the 2014-2020 period, this apartment area was a Party Cell combined with other residential areas outside of the apartment building, so it was extremely difficult for the Party Committee to direct the apartment building's Management Board to operate in accordance with legal regulations. In many Party Cell meetings, when it came to resolving disputes between the investor and residents, some Party members who were not in the apartment building said, "Bring the apartment building issues back to the apartment building to discuss, the street Party Cell has nothing to do with them." This place has become a hot spot in the city, especially the situation of mass complaints that go beyond the level, disputes between the Management Board and the investor and between the Management Board and some residents, creating a three-way conflict.

However, since 2020, separated from Party Cell 7, Party Cell 10 has been "encapsulated" in the Thang Long Garden apartment building (residential group (TDP) No. 19, Minh Khai ward). The management of the apartment building has the advantage that the Party Committee is all party members and residents of the apartment building; the TDP is also "encapsulated" in the apartment building with 436 households. All resolutions of the Party Cell to direct mass organizations and propagate to the people have become more realistic, meeting the wishes of the residents, creating high consensus among party members, mass organizations, and residents.

"Since separating the Party cell and the residential area, and bringing comrades in the Party Committee into the Management Board, there has been a common voice between the Party Committee, the Party cell, the Management Board and mass organizations in resolving work in the area, following the motto of doing easy things first, solving difficult things gradually; clearly classifying which work belongs to which level to resolve. For problems that can be solved by the Party cell and residential area, they are solved from the beginning, not pushed up. On that basis, there is discussion and agreement between the Management Board and representatives of residents, with the Party cell as well as mass organizations to resolve problems in a way that harmonizes interests but must be in accordance with the law, with consensus between the investor and the Management Board as well as the local government. The community of residents realizes that the Party and the government are interested in resolving their petitions, so they are increasingly supportive, and there is no longer a situation of signing collective petitions of hundreds of households" - Mr. Nguyen Van The shared.

To achieve that, according to the Party Committee of Cell 10, first of all, the Party members and the Party Committee of the cell are the ones who really take the lead and have agreed to participate in the Management Board. In particular, this is one of the rare apartment buildings that has been able to build, sign, and implement the coordination regulations between the Party Committee, the Front's working committee, mass organizations and the Management Board in state management in the apartment building area.

Thanks to the proposal of the Ward Party Committee to establish a separate Party cell and a residential group in this apartment building, along with the idea of the local Party Committee to have the Secretary, the head of the residential group and some Party members participate in the Management Board, it has brought balance, the leadership role of the Party has become clearer, creating great convenience for the leadership and direction work at the apartment building. Internal conflicts among residents or between the Management Board and residents are resolved on the spot, from 2021 to now, the apartment building has no more petitions and complaints to higher levels.

In particular, the criteria set are very suitable to the wishes of the residents, so they are highly supported, the local movements are effectively implemented, the Party Cell "Excellently completed its tasks" for 2 consecutive years. In 2024, in just 1 week, TDP No. 19 called for nearly 50 million VND to support people affected by storm No. 3, with 100% of households supporting....

Thanks to the good leadership role of the Party Committee, from 2021 to now, the 250 Minh Khai apartment building (Hai Ba Trung District) has no more petitions and complaints beyond the level.

“Minh Khai is the first ward in Hai Ba Trung District to implement this model. I think it should be replicated in other areas with apartment buildings throughout the city. Thanks to the model, people are very unanimous, the apartment buildings are well managed, and all aspects of operation are in order. It can be said that this place, which did not have a "common voice", has now made great strides,” said Mr. Nguyen Van The.

Pioneering leadership to create "livable apartments"

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Minh Khai Ward, Le Thanh Vinh, said that before 2020, high-rise apartment buildings in the ward were very complicated, with frequent disputes between residents and investors and the Management Board, even within the Management Board. 2021 was the "peak" time, with 5 apartment buildings in the ward being 5 hot spots for fighting between the parties, sometimes even with red flags flying all over the building.

Faced with these outstanding issues, the Party Committee and the Ward People's Committee determined that the foundation for ensuring stability in apartment buildings is to build a strong enough political system to lead, regulate relationships, and handle arising conflicts, and that system is under the firm leadership of the Party Committee.

“At that time, the Party cells in high-rise apartment buildings were still immature and unstable, unable to adjust the people's forces and the political system at the grassroots level, so when an incident occurred, the parties kept fighting each other, and the grassroots Party Committee and authorities could not resolve it. After the Party Committee and the People's Committee of the ward determined to get involved, they proposed solutions to gradually remove the obstacles; the Party cell led the gathering of forces to ensure smooth communication and support when the Party cell put forward policies. At the same time, the People's Committee of the ward advised the Party Committee of the ward to issue a Special Topic associated with Program 01 of the City Party Committee and the District Party Committee on promoting the leadership role of Party Committees in residential areas, to have a support mechanism to promote the role of Party Committees more strongly" - Mr. Le Thanh Vinh said.

Every month, in addition to leading the Party cell to carry out its tasks, the Party Committee also chairs meetings in residential areas, with all the heads of the residential group and heads of the mass organizations, to discuss and assign forces to coordinate the implementation of tasks; identify Party members as the core in implementing policies and tasks, and focus on resolving any difficulties. Thanks to that, unity has gradually been created in handling issues.

Each high-rise apartment building that goes into stability contributes to the overall stability of the locality. Minh Khai ward is continuously ranked as an excellent unit of Hanoi city.

In parallel with such Party cell activities in high-rise apartment buildings, the People's Committee of Minh Khai Ward has proposed to build a model of "Cultural, safe, livable apartment buildings", which is essentially a synthesis of all regulations, rules, and conventions in the Housing Law, Circulars of the Ministry of Construction, regulations of the City as well as the wishes of the people. The model is built on 15 criteria on safety, culture and livable apartment buildings, applied to apartment buildings in the area, and all people respond.

To implement the model, the residential area Party cell was identified as the pioneer organization, leading the implementation. The Party Committee and the Ward People's Committee directed Party Cell No. 10 to be a typical example at Apartment 250 Minh Khai, in which the Party Cell assigned Party members, cadres, and core forces to monitor different criteria of "culture", "safety", "livability"... The Party Cell has a very clear division of labor, through resolutions, and monthly inspections of implementation.

Since then, the forces of mass organizations have gradually become stronger; the criteria have been implemented, contributing to the stable operation of the entire apartment building; problems have been discussed and resolved in a constructive spirit, resolving all conflicts. Apartment 250 Minh Khai has become a bright spot in the local emulation movement. After 1 year of implementing the model, it has been recognized as meeting the criteria of "Cultural, safe, livable apartment building". In 2024, the ward will have Apartment 124 Minh Khai recognized as meeting this criterion. Other apartment buildings are also striving to follow the model.

"We are determined to continue building Party cells with strong enough leadership to organize and assign Party members to participate. When there are good Party members, they will be the nucleus to pull mass organizations and forces to unite and focus on achieving the set goals" - the Chairman of the Ward People's Committee affirmed.

Each stable high-rise apartment building contributes to the overall stability of the whole locality. From 2021 to now, Minh Khai ward has been continuously ranked as an excellent unit of Hanoi City, receiving 3 Certificates of Merit and 2 Emulation Flags of the City.
