Reasonable regulation to avoid congestion of goods at border gates of northern provinces

The Department of Industry and Trade of Binh Thuan has just requested relevant departments, units and enterprises in the province to coordinate and implement a number of contents to ensure smooth export activities through the border gates of Lang Son province as well as the northern provinces, avoiding congestion of vehicles and goods causing damage to businesses and farmers.

Accordingly, the Department of Industry and Trade of Lang Son province recently issued an official dispatch on the congestion of goods waiting to be exported through Huu Nghi international border gate in the last days of May 2023. Specifically, from May 23, the number of vehicles carrying goods to the Huu Nghi international border gate area increased dramatically because Vietnamese durian for export is in the harvest season and this item can only be exported through the international border gate.

In the face of the above situation, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone has increased coordination with the functional forces at the border gate and the traffic police to regulate vehicles from the inland to the border gate. Focusing on maximizing the use of border gate infrastructure, limiting vehicles parking on the national highway but ensuring smooth customs clearance of goods. In addition, it has also discussed with the General Tax Board of Pingxiang China to agree to extend the customs clearance time to 8:00 p.m. (Hanoi time)...

However, at the end of this month, there were times when hundreds of vehicles had to wait to export through Huu Nghi international border gate, or stopped outside the border gate area stretching through Lang Son city. In the coming time, it is forecasted that vehicles carrying durian from localities across the country will continue to flock to Huu Nghi international border gate for export. Meanwhile, some other fruits such as lychee, mango, dragon fruit, jackfruit, etc. are in harvest season and are also brought to Lang Son province's border gates, which could cause prolonged congestion, loss of security and order, traffic safety, and environmental sanitation.

This also poses a potential risk of damage to businesses when in hot weather conditions, fruits ripen quickly and easily lose quality, if export quality is not guaranteed, they are forced to turn back... Therefore, in order to contribute to solving the congestion and regulating vehicles queuing on National Highway 1A, from 3:00 p.m. on May 27, 2023, all vehicles carrying goods waiting to be exported through Huu Nghi international border gate have been regulated into the Duty Free Zone to stop and park.

In order to ensure export activities, especially agricultural products as well as dragon fruit, the Department of Industry and Trade of Binh Thuan requested the Department of Agriculture and Rural Development, the Management Board of Industrial Parks of the province, the Provincial Cooperative Union, the People's Committees of districts, towns, cities, and the Binh Thuan Dragon Fruit Association to promptly notify the situation to enterprises and cooperatives. Thereby, proactively transport goods to the Northern border gates and Huu Nghi international border gate, strictly implementing the regulations on regulating vehicles carrying goods waiting for export of the Management Board of Dong Dang - Lang Son Border Gate Economic Zone to ensure security, order, and traffic safety at the border gate area.

Enterprises and cooperatives processing and exporting dragon fruit in Binh Thuan need to regulate goods to Huu Nghi international border gate in a reasonable manner to avoid additional costs for warehousing. At the same time, proactively monitor and grasp the customs clearance situation at Huu Nghi international border gate, other border gates in Lang Son as well as the northern provinces to regulate means of transporting goods and develop reasonable production and export plans. Consider choosing and converting other modes of transport and export besides road such as railway or exporting through border gates of Quang Ninh, Lao Cai, Cao Bang provinces to minimize the situation of long waiting, thereby minimizing the risk of damaged goods for businesses...

Regarding this issue, the Department of Industry and Trade of Binh Thuan also reminded enterprises and cooperatives to implement the following contents: Strictly comply with the regulation work of the functional forces in Lang Son to resolve the congestion situation. In addition, it is necessary to declare correctly and fully the customs clearance procedures according to regulations and ensure the quality of exported goods, effectively utilize the customs clearance time during the day (especially in the morning from 7-9am) to increase customs clearance efficiency.
