Hoa Binh speeds up progress to complete new rural construction by 2024

By the end of September 2024, the whole province of Hoa Binh had 80/129 communes meeting new rural standards, reaching 62%; the average new rural criteria of the whole province reached 16.2 criteria/commune; the whole province had 30 advanced new rural communes, 1 commune meeting model new rural standards, 75 model residential areas, 258 model gardens. Hoa Binh city completed the task of building new rural areas in 2018, Luong Son district met new rural standards in 2019, Lac Thuy district met new rural standards in 2020.

The number of district-level units implementing new rural construction is 10/10, of which 3 district-level units have been recognized as meeting standards/completing the task of new rural construction.

In general, the effective implementation of the new rural development program has contributed to improving the quality of life of rural people; developing basically synchronous and modern socio-economic infrastructure, ensuring rural-urban connectivity; continuing to effectively restructure the agricultural sector, developing the rural economy; reducing poverty and ensuring sustainable social security, especially in ethnic minority and mountainous areas.

The quality of education, health care and health care for rural people is well implemented; the quality of cultural life of rural people is improved; traditional cultural values ​​are preserved and promoted in a sustainable manner associated with the development of rural tourism economy; environmental quality is improved, the rural clean water supply system is strengthened; the rural landscape is built to be bright - green - clean - beautiful, safe; the image and traditional landscape of the countryside are preserved and restored.

To speed up progress and strive to complete the goals of new rural construction in 2024, recently, the Department of Agriculture and Rural Development of Hoa Binh issued Official Dispatch No. 3333/SNN-PTNT requesting the Vietnam Fatherland Front Committee of the province; departments, branches, sectors and People's Committees of districts and cities to implement the following contents:

Research and implement Official Dispatch No. 7598/BNN-VPDP dated October 9, 2024 of the Ministry of Agriculture and Rural Development on accelerating progress and striving to complete the goals of new rural construction in 2024.

Improve the quality of local inspection and appraisal work to meet new rural standards, advanced new rural standards, and model new rural standards and complete the task of building new rural areas according to the authority delegated in Decision No. 18/2022/QD-TTg and Decision No. 03/2024/QD-TTg dated March 7, 2024 of the Prime Minister.

For districts and cities that propose to consider and recognize meeting new rural standards, advanced new rural standards, and completing the task of building new rural areas, it is necessary to review to ensure the quality of commune and district-level criteria, especially criteria on planning, environment, clean water and production organization in rural areas.

Strengthen inspection, supervision and urging of the implementation, maintenance and improvement of the quality of criteria and indicators for communes, districts and cities (especially strengthening inspection after recognition of meeting new rural standards, advanced new rural standards, model new rural standards and completing the task of building new rural areas).

Promote the role of social supervision and criticism of the Vietnam Fatherland Front, socio-political organizations and the supervision of the community in maintaining and improving the quality of new rural criteria in the area. Pay attention to the results of collecting people's satisfaction in considering and recognizing new rural standards; have solutions to each specific problem that many people are interested in and reflect.

 

In the last 3 months of the year, Hoa Binh province strives to complete the target of the Plan to implement the National Target Program on New Rural Construction of the province in 2024.

According to the direction of the Provincial People's Committee, in the last months of 2024, localities need to focus on implementing 6 groups of key tasks and solutions. In particular, paying attention to implementing some criteria that are still at a low level; prioritizing resources to support the development of collective economic models, production linkage models according to value chains to create jobs and increase income for rural residents; continuing to complete essential works to meet production development requirements.
