As a province with a strategic location in the Central Highlands region, Lam Dong possesses many advantages in terms of large area and good natural conditions. The weather is mild and cool all year round, with temperatures ranging from 18-25°C and an area of 9,781.20 km2. Lam Dong has many famous scenic spots, beautiful and poetic natural scenery; possesses many valuable intangible cultures (Central Highlands Gong Cultural Space, Nguyen Dynasty Woodblocks, Langbiang World Biosphere Reserve and traditional cultural activities of ethnic minorities). The socio-economic center of the province is the "city of thousands of flowers" Da Lat.

Located in the Southern key economic region - a dynamic region with high economic growth rate and a market with great potential, Lam Dong has many potentials and strengths for socio-economic development.

5 strategic breakthroughs

To realize the goal of rapid, comprehensive and sustainable development, making Lam Dong a fairly comprehensively developed province in the country and with a vision to 2050, Lam Dong province meets the standards to become a modern, green, smart, unique and livable centrally-run city by 2045, the province has proposed 5 development breakthroughs.

Firstly , investing in building synchronous and modern infrastructure associated with exploiting and effectively using land funds and social resources; strengthening links with provinces in the Central Highlands, Southeast, North Central and Central Coast regions.

Second, administrative reform, improving competitiveness and attracting investment in large production and business projects from economic sectors to create a turning point in shifting the economic structure towards modernization.

Third, organize and rationally rearrange socio-economic space; divide functional zones; plan, construct, manage and sustainably develop the urban system associated with building new rural areas in an advanced and exemplary direction.

Fourth, preserve and promote the value of historical - cultural and natural heritages; protect the environment; protect forest land funds and water resources, especially in the upstream areas of river basins; proactively prevent and combat natural disasters and effectively respond to climate change.

Fifth, train and develop human resources in line with the economic restructuring process; meet the needs of developing green economy, circular economy, digital economy, digital transformation and urban economy... to promote rapid and sustainable socio-economic development in the 4.0 Revolution.

Regarding development space, Lam Dong will organize a model consisting of 3 inter-district economic sub-regions, 5 economic corridors and 2 growth poles. Accordingly, Lam Dong province has 2 main dynamic regions: Da Lat city and its vicinity; Bao Loc city and its vicinity. The province will complete the planning and structure of the two dynamic regions; plan and build economic corridors connecting dynamic regions, especially the East-West corridor along the Dau Giay - Lien Khuong, Da Lat, Nha Trang expressways linked to National Highway 20, and expand National Highway 20.

To create a new look, Lam Dong Provincial People's Committee has just issued Plan No. 8358 "Implementing the arrangement of district and commune-level administrative units in the period of 2023-2025 in the province". Accordingly, at the district level, Lam Dong will merge the entire natural area and population of 3 districts including Da Huoai, Da Teh and Cat Tien into 1 district, named Da Huoai district. At the same time, the entire natural area and population of Lac Duong district, which is a rural administrative unit, will be merged into Da Lat city (urban administrative unit) to expand Da Lat urban space. At the same time, the administrative boundaries of 5 communes including Loc An, Loc Tan, Loc Nam, Loc Thanh and Tan Lac of Bao Lam district will be adjusted into Bao Loc city to expand Bao Loc urban space.

The goal set by Lam Dong is to arrange reasonably, in accordance with the reality and situation of the locality; ensure the completion of institutions on administrative units, organizational apparatus, streamlined political system, effective and efficient operation; contribute to promoting all resources to promote socio-economic development, improve people's lives in the province, ensure national defense and security; maintain political security and social order and safety.

Particularly in Da Lat City, the “city of thousands of flowers” has been actively implementing investment in urban transport infrastructure systems in recent times to improve infrastructure quality, better serving the increasing travel needs of residents and tourists.

The City's goal for the 2023-2026 period is to upgrade and expand Tran Le, Hoang Van Thu, Phu Dong Thien Vuong and Tran Quoc Toan streets with a total cost of more than 400 billion VND. In addition to traffic projects, the People's Committee of Da Lat City is also planning to install traffic lights and upgrade and renovate 10 key intersections with a total investment of more than 119 billion VND to be implemented in 2023 to organize reasonable and effective traffic flow, avoiding conflicts and traffic jams during peak hours in residential areas and crowded vehicles.

The efforts to upgrade, renovate, expand and perfect the city's transportation system aim to build a civilized and friendly city, meeting the needs of socio-economic development, promoting tourism attraction, bringing Da Lat closer to the image of a smart, friendly and modern city.

Increase investment attraction

Promoting policies to attract and facilitate businesses and investors to invest and implement projects locally is one of the policies that Lam Dong province is actively implementing. The Provincial People's Committee has directed sectors and levels to implement many solutions to remove difficulties and obstacles in the process of business operations and project implementation; speed up the promotion and attraction of non-budgetary investment projects in the province. Localities have proactively reviewed land funds and areas with the potential to attract investment in the province to propose projects or make plans (for areas without plans).

In the past time, in parallel with the work of reviewing, urging, and removing difficulties in mechanisms and policies for investors in project implementation, Lam Dong province has continued to effectively shape the synchronous development of all fields, helping projects after completion to operate smoothly. Along with that, the locality has reviewed and inspected the implementation status of projects, and terminated projects that are behind schedule and not implemented according to the approved plan. Of which, 4 projects with a total registered capital of 350 billion VND have been revoked and terminated.

Lam Dong province has issued many decisions approving the list of projects calling for investment in the province in many different fields. According to Decision No. 184/QD-UBND dated January 27, 2022, the province has called for investment in 142 projects, including fields such as residential areas, urban areas, housing, industry, tourism, water supply and drainage, waste treatment and technical infrastructure works, trade, services, culture, sports, health, education, training, agriculture, etc.

In 2024, Lam Dong province will focus on promoting investment in the fields of tourism, services, industry - handicrafts, agriculture, infrastructure, housing and urban areas. In the tourism sector, the province will promote the development of modern and synchronous infrastructure to serve tourism development, especially in Tuyen Lam Lake National Tourist Area and other areas with tourism potential in the province. In addition, Lam Dong will also attract investment in building large, modern entertainment areas, high-class restaurants and hotels.

In the service sector, the province will focus on attracting investment in banking, commercial finance, logistics, postal, telecommunications, information technology – electronics and tourism projects. At the same time, the province will also create favorable conditions for the construction of high-end commercial centers, large and modern service centers and international conference centers in Da Lat city.

Regarding infrastructure, Lam Dong will focus on investing in key transport projects such as the Dau Giay – Lien Khuong Expressway, National Highways 27, 55, 27C, and restoring the Phan Rang – Thap Cham – Da Lat railway. At the same time, the province will also seek major domestic investment partners such as Vingroup, Sungroup, Sovico, Hung Thinh, Him Lam, Bitexco, and Becamex to jointly promote the local economic development process.
