Housing for low income people
Attracting investment, developing industry associated with ensuring social security, developing social housing for workers and low-income laborers so that workers can work with peace of mind and stay with the locality for a long time is a task that the province always pays special attention to.
Currently, the province has 17 industrial parks, of which 9 are in operation with high occupancy rates, over 260,000 regular workers, and a huge demand for social housing.
According to a survey, there are about 20,000 workers in the province staying in 2,074 boarding houses in Vinh Yen city, Phuc Yen city and Binh Xuyen district. Workers in industrial parks are living in privately built boarding houses, most of which are very cramped, with an area of only 3-5m2/person.
To meet the housing needs of workers, the province has called for investment in many social housing projects for workers. Currently, there are 13 social housing projects in the area, concentrated in large urban areas and districts with many industrial parks in the province (Vinh Yen, Phuc Yen, Binh Xuyen). The total land area of these projects is 65.4 hectares.
The total floor area of the houses is 961,378 m2, the total number of houses is 10,143, of which 732 are low-rise houses, floor area of 160,698 m2, 9,411 are apartments, floor area of 800,680 m2. These projects are all implemented in accordance with local construction planning, programs, and housing development plans.

According to the Government 's Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period", Vinh Phuc is assigned the target of investing in the construction of 28,300 social housing apartments for low-income workers and laborers. Of which, in the 2022-2025 period, the total number of houses to be deployed is 8,800; the remaining 19,500 apartments will be deployed in the 2026-2030 period.
To speed up progress and strive to complete the set goals, the province is resolutely directing departments, branches, districts, cities, and investors to synchronously implement many solutions. In particular, urgently complete the establishment of the Housing Development Program of Vinh Phuc province to 2030, with a vision to 2045; adjust the approved 5-year Housing Development Plan of Vinh Phuc province for the period 2021-2025; establish specific implementation plans for social housing projects, social housing projects in new urban areas, housing areas for each year and each phase from now until 2030 to ensure local needs.
To complete the set goals and plans, the Provincial People's Committee continues to study and perfect mechanisms, preferential policies and support access to credit for investors in the fields of construction of social housing projects and housing for workers in industrial parks; review and strictly control commercial housing investors to reserve 20% of land fund for social housing development; review and adjust industrial park planning to reserve land area for social housing development and trade union institutions for workers and laborers working in industrial parks.
At the same time, create conditions for foreign investors to participate in investing in the construction of housing projects, especially social housing; increase efficiency and transparency in the process of selecting investors.

Like many other localities, Vinh Phuc has had a strong change in thinking and approach to developing social housing; accordingly, priority must be given to social housing first and then to commercial housing, not that if commercial housing cannot be built, then social housing must be built.
Since the beginning of 2025, the province has started 2 projects and according to the plan, in 2025, it will start 6 social housing projects/constructions with a scale of 2,190 units. It is expected that from now until the end of August, the province will start one project each month. The province strives to complete the target assigned by the Prime Minister 1 year ahead of schedule.
As one of the projects to start construction in 2025, the social housing project in Nam Vinh Yen New Urban Area - Phase 1 is large-scale with 38 buildings, more than 5,300 apartments, a total floor area of nearly 190,000 m2 on a land area of 17 hectares, a total investment of more than 7,000 billion VND, expected to be completed before 2030.
The social housing project of Nam Vinh Yen New Urban Area is a concrete step to realize the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period of 2021-2030"; Decision No. 444 of the Prime Minister assigns the target of completing social housing in 2025 and the following years until 2030.
According to the approved planning, the scale of the social housing project in Nam Vinh Yen New Urban Area includes 38 apartment buildings 11-15 stories high, built on a land area of 17.08 hectares with a total floor area of 489,166 square meters and a total investment of 6,824 billion VND.
The buildings are located in the center of the urban area with full infrastructure connection, convenient transportation. The project has a modern design, constructed by semi-assembled beam floor method, using environmentally friendly materials, so the construction progress is fast and ensures quality and living space.
Mr. Nguyen Quang Tin, General Director of DIC Group said: "Currently, DIC Group has completed legal procedures and started to invest in the first phase of 5 buildings at Lot E4-29; the next 33 buildings will be invested by DIC Group in the period of 2025 - 2030.
Upon completion, the project will provide 5,320 apartments to the market, contributing to realizing the goal of developing social housing in Vinh Phuc province, completing the tasks assigned by the Party and the Government, meeting the urgent need for social housing development in the locality, ensuring housing for workers as well as solving the problem of stabilizing human resources for businesses in the area."
Mr. Tran Van Thuy, working at Exedy Co., Ltd., Khai Quang Industrial Park, said: His family of 2, wife, and 2 small children have rented a house for many years. The family of 4 living in a small room also has many inconveniences. The small living space means the children do not have their own room as well as comfortable learning conditions. Due to unstable income and high living expenses (about 10 million VND per month), the dream of owning a house is something he does not dare to think about.
However, after learning about the province’s social housing policy for workers, Mr. Thuy felt a sense of hope that one day his family would have the opportunity to rent or buy social housing. “I really hope that social housing projects for workers will soon be implemented so that low-income workers like us will have our own homes, thereby settling down and creating the best living environment for our children,” Mr. Thuy said.
Sharing the same wish as Mr. Thuy, Ms. Nguyen Kim Oanh, currently working at Haesung Vina Co., Ltd., Khai Quang Industrial Park, said: The early implementation of social housing construction for workers will create conditions for low-income workers from other provinces like her to have the opportunity to access social housing, thereby motivating workers to strive to improve their quality of life and try to contribute their efforts to the overall development of the enterprise.
