The People's Council of Hung Yen province recently issued a resolution to support preschool and primary school teachers recruited into public educational institutions in the area from August 1.
Primary school teachers are supported with 108 million VND and preschool teachers with 162 million VND/person. This amount is given directly in a one-time form and is not used to calculate social insurance contributions and benefits or other allowances.
The province also sets out the condition that teachers receiving support commit to teaching at public educational institutions under the People's Committees of districts, towns, and cities for at least 10 years from the date of recruitment.

The People's Council of Hung Yen province explained that the issuance of this resolution aims to promptly ensure the quantity requirements and improve the quality of preschool and primary school teachers teaching at public educational institutions in the coming time. At the same time, the resolution contributes to motivating and encouraging groups and individuals to study enthusiastically and actively build their homeland and country.
Hung Yen estimates the budget at about 300 billion VND and the implementation period of this regulation is until December 30, 2030.
Phu Tho province also issued a policy to specially recruit qualified preschool teachers to work at public educational institutions in the area in 2023.
This decision was made by Phu Tho after the Ministry of Home Affairs assigned the province to recruit 816 preschool teachers in 2023. The Ministry of Home Affairs requested the province to prioritize the special recruitment of teachers who are working under labor contracts for teaching positions at public institutions, have signed labor contracts and paid social insurance before December 31, 2015, and have the capacity and qualifications suitable to the requirements of the position to be recruited.
Currently, the province has 896 contract teachers who are eligible for special recruitment according to the guidance of the Ministry of Home Affairs. To ensure teachers can work with peace of mind, the province has proposed a plan to specially recruit all 816 positions for contract preschool teachers who are eligible for special recruitment. The remaining 80 teachers will be specially recruited in 2024.

Tuyen Quang Department of Education and Training has also invited excellent graduates from pedagogical universities across the country to work with high incentives. Specifically, excellent and excellent pedagogical bachelors working at key high schools in the province will enjoy many incentives: recruitment through selection (no exam) and support policy (one time) with the level of 90 - 100 million VND/person.
In 2021, Tuyen Quang introduced a similar policy. Pedagogy students who graduate as valedictorians will receive support equivalent to 55 times the basic salary (the basic salary in 2021 is 1.49 million VND - equivalent to 81.95 million VND/month); excellent students will receive 50 times the support, and good students will receive 45 times the support.
Last July, the Politburo assigned an additional 65,980 positions for the education sector, of which 27,850 will be in the 2022-2023 school year. However, in early May 2023, according to the Ministry of Education and Training, localities had only recruited 15,540 teachers, bringing the total number of teachers nationwide to 1,234,124 (an increase of 71,927 compared to the 2021-2022 school year).
According to the set target, the whole country still lacks 118,253 teachers, an increase of 11,308 people compared to the 2021-2022 school year. Of which, preschool level increased by 7,887 teachers, primary level increased by 169 people, secondary level increased by 1,207 people, high school level increased by 2,045 people.
Experts say this is due to many reasons, in addition to unattractive salaries and high pressure, it is also due to inadequate demand forecasts and training plans for new programs, leading to a lack of resources for recruitment.
