According to the leader of the Chi Linh City Party Committee's Organizing Committee, up to now, 371/371 party cells under the grassroots party committees in Chi Linh have completed organizing congresses.

Through monitoring, the grassroots Party cell congresses were organized in accordance with regulations. The Party cells proactively prepared for the congresses. The political reports and the Party cell review reports focused on collective intelligence and closely followed the outline. The political reports of the congresses assessed the practical situation and basically determined the major goals and orientations of the new term. The work of preparing Party cell personnel was carried out closely step by step. The superior Party committees always accompanied and directly directed the organization of the grassroots Party cell congresses. The grassroots Party cell congresses in Chi Linh have truly become political festivals in localities and units.

The Chi Linh City Party Committee selected the Pha Lai Ward Party Committee and the City Government Party Committee as two units to organize the grassroots-level model congress for the 2025-2030 term. According to the plan, the grassroots-level model party congress will be held from February 15 to 20, 2025.
