According to the instructions, for village and residential area Party cells, the maximum age of candidates for the first time to run for Party cell Secretary is 65 years old for men and 60 years old for women. The maximum age of re-elected comrades is 67 years old for men and 62 years old for women. Age is calculated at the time of the Party cell Congress.

For the 2022-2025 term, the province only stipulates that the age of personnel recommended to run for the position of Party cell secretary in general is no more than 65 years old. In special cases, in places with personnel difficulties, the age can be higher but must be approved by the standing committee of the district-level Party Committee.

According to the instructions, the process of preparing personnel for the Party cell, Secretary, and Deputy Secretary also has new points compared to the previous term. Specifically, step 3 of the personnel preparation process clearly states: "In case two or more people have the same number of votes, the Party's Election Regulations will be implemented". In the previous term, in case two or more people have the same number of votes, the personnel recommended by the Party cell secretary will be selected. Personnel expected to be recommended to join the Party cell, Secretary, and Deputy Secretary do not necessarily have to have the above positions planned...
