"Hanoi University is carrying out procedures to revoke the bachelor's degree in foreign languages, English, distance learning program granted to Mr. Vuong Tan Viet (Thich Chan Quang), " said Dr. Nguyen Tien Dung, Vice President of Hanoi University.
Mr. Viet studied English Language, distance learning program at the University of Foreign Languages (now Hanoi University) from 1994 to 2001. This was also the first university to award a bachelor's degree in English to Mr. Vuong Tan Viet.
Hanoi University is carrying out procedures to revoke the bachelor's degree of Mr. Thich Chan Quang.
Recently, the Ministry of Education and Training has reviewed the training process and coordinated with relevant agencies to verify Mr. Thich Chan Quang's qualifications following a thorough, careful process, in accordance with legal regulations. The results determined that Mr. Thich Chan Quang used an illegal high school diploma, and Mr. Thich Chan Quang also admitted this.
The Ministry of Education and Training has requested relevant higher education institutions to urgently revoke the diploma granted to Mr. Thich Chan Quang according to the law, and at the same time review the training organization process to avoid similar cases.
Previously, on July 30, the Department of Education and Training of Ho Chi Minh City had a working session with the inspection team of the Government Committee for Religious Affairs - Ministry of Home Affairs through the letter of introduction to verify the learning process of Mr. Thich Chan Quang. Through the working session, the Department of Education and Training of Ho Chi Minh City coordinated with the inspection team to review all records including the list of candidates who graduated from supplementary high school and the list of names and scores of all candidates who took the exam on June 6, 1989.
At the end of the inspection process, the Department of Education and Training of Ho Chi Minh City confirmed that Mr. Thich Chan Quang was not on the list of candidates and the score sheet of the 1989 high school supplementary graduation exam of the Department of Education and Training of Ho Chi Minh City. At the same time, Mr. Thich Chan Quang's name was also not on the list of high school supplementary graduation certificates issued on June 6, 1989 by the Department.
Mr. Thich Chan Quang once caused a stir in public opinion when he successfully defended his doctoral thesis at Hanoi Law University in a period of 2 years and 3 months. Before graduating with a doctorate, Mr. Thich Chan Quang had a bachelor's degree in English (in 2001) at the University of Foreign Languages (now Hanoi University); graduated with a bachelor's degree in Law in 2019 at Hanoi Law University (second degree, part-time program).
According to Article 25 of Circular 21/2019/TT-BGDDT on regulations on management of junior high school diplomas, high school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, university education diplomas and certificates of the national education system, diplomas and certificates are revoked or canceled in the following cases:
- Committing fraud in admission, studying, taking exams, defending projects, graduation theses, dissertations, or committing fraud in preparing documents to obtain degrees or certificates
- Granted to ineligible people
- Issued by unauthorized person
- Erased, corrected
- For others to use
- Due to the fault of the competent authority issuing the diploma or certificate.
In this case, the person granted the diploma or certificate must return the diploma or certificate to the competent authority within 30 days from the date of receipt of the revocation decision.
In case of loss of diploma or certificate, a written commitment must be made about the loss of diploma or certificate and the applicant must be legally responsible for the content of the commitment.
