Discovered that the teacher did not have a high school diploma, had to hire a colleague to teach instead

The inspection team of the People's Committee of Chu Pah district concluded on violations at Ia Mo Nong Primary and Secondary School, including the case of Mr. Ro Cham Thom, a primary school teacher, who hired someone else to teach for more than a year, but the school still paid Mr. Thom's salary and allowances against regulations.

From September 2022 to December 2023, although he was assigned to teach class 5B (school year 2022-2023) and class 1B (school year 2023-2024), Mr. Ro Cham Thom hired Ms. BTH and Ms. TTT (with pedagogical qualifications) to teach in his place. Every month, this teacher paid a fee of 6.5 to 6.8 million VND for the substitute teaching.

Notably, during the above period, Mr. Ro Cham Thom was still paid a salary and other benefits by the school of 241 million VND, of which Mr. Thom paid the substitute teacher 78 million VND, and the remaining 163 million VND was used by Mr. Thom.

The inspection team affirmed that Mr. Ro Cham Thom's failure to perform his teaching duties as an elementary school teacher and hiring someone else to teach instead was against regulations.

Working with the inspection team, Mr. Thom said that he had bone and joint diseases and was often sick, so he proposed hiring Ms. Huong and Ms. Tam to teach instead, and the Board of Directors approved it, and all teachers and parents agreed. During the hiring process, Mr. Thom was always present in the classroom except for the days he went to see a doctor.

According to Mr. Thom, in addition to poor health and poor eyesight, he also does not have a high school diploma, so his ability is limited. Meanwhile, the 2018 education program is quite heavy, he cannot update new knowledge and teaching methods, does not know how to use computers to prepare lesson plans, cannot convey knowledge, affecting the quality of students, especially students in grades 1 and 15.

The results of the professional record check showed that Mr. Thom's teaching ability was not guaranteed. The observation sheets commented: "The teacher teaches haphazardly", "The teacher does not know how to convey the lesson to the students". In the 2021-2022 school year, many of his lessons were rated low. The end-of-year results showed that the rate of students completing the program was low, even in some classes, up to 61.9% of students did not meet the standards.

According to the inspection team, the above shortcomings were primarily caused by the school's Board of Directors and related individuals who did not promptly report to the District People's Committee and the Department of Education and Training to instruct the unit to organize an assessment of Mr. Thom's teaching capacity, but instead let Mr. Thom hire someone to teach instead.

Considering that Mr. Thom is an ethnic minority, has poor health, is often sick, and has many difficult family circumstances, the inspection team recommended that the District People's Committee consider not recovering the amount paid to Mr. Thom during the above mentioned period.

According to Mr. Pham Minh Phung, Vice Chairman of the People's Committee of Chu Pah district, the unit has directed relevant departments and offices to advise the District People's Committee to handle the responsibility of the Principal of La Mo Nong Primary and Secondary School according to the 2010 Law on Civil Servants and implementing documents.
