Proposal to support 5 million VND/month for people working in digital transformation and cybersecurity

Why is there a need for a mechanism to support specialized personnel in digital transformation and cybersecurity?

The Ministry of Home Affairs is currently soliciting comments to complete the draft Decree regulating the level of support for people working full-time on digital transformation, safety, and network security.

One of the bases for the Ministry of Home Affairs to propose the development of this Decree is the task and solution of "Having specific policies to attract, recruit, and retain human resources in science, technology, and digital transformation to work in agencies of the political system" as determined in Resolution 57 dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.

Referring to the necessity of the Decree, the Ministry of Home Affairs analyzed that currently, the construction of e-Government, moving towards digital Government, is being vigorously implemented, initially achieving many positive results.

With the development of telecommunications infrastructure, the digital economy has been formed and developed to become an increasingly important part of the economy.

However, the national digital transformation process is still slow and lacks initiative due to limited service infrastructure; many businesses are still passive, the capacity to access, apply and develop modern technology is still low; the digital economy is still small in scale; the fight against crime and ensuring network security still face many challenges.

The draft report of the Ministry of Home Affairs also stated that digital transformation, safety and network security are three independent activities, regulated by the 2006 Law on Information Technology, the 2015 Law on Network Information Security and the 2018 Law on Network Security, but are closely linked to each other.

In particular, the "National Cyber Security Strategy, proactively responding to challenges from cyberspace to 2025, vision 2030" identified: "Cyber Security is the focus of the digital transformation process, an important pillar to create digital trust and prosperous development in the digital age".

To promote digital transformation, the requirement for highly qualified IT human resources, along with raising awareness of the entire political system and increasing financial resources is urgent.

However, the highly qualified IT human resources are increasingly shifting from the public sector to the private sector, mainly due to the inadequate working environment and salary and income policies for this group.

In fact, currently, the team of cadres, civil servants, public employees and those working in the armed forces performing the task of managing digital transformation data systems are identified and arranged according to job positions.

Because there is no separate code and title, the regulation of allowance regime (attached to current salary) for these subjects is very complicated.

“The above issue will be studied and considered when reforming salary policy (in the direction of having separate titles and codes for these subjects). During the time when salary policy reform according to 27-NQ/TW has not been implemented, it is feasible and appropriate to stipulate support levels for these subjects,” the Ministry of Home Affairs explained.

Proposing a mechanism to attract and retain human resources to serve digital transformation

In the draft submission to the Government, the Ministry of Home Affairs stated that the purpose of developing a Decree regulating the level of support for people working full-time on digital transformation, network safety and security is to create a mechanism to encourage and attract human resources to serve the work of digital transformation, network safety and security; effectively implement the policies of the Party and State on digital transformation, application of information technology in state management and administrative reform.

The draft Decree stipulating the support level for people working full-time in digital transformation, safety and network security proposes to apply a support level of 5 million VND/month for people working full-time in digital transformation, safety and network security according to job positions approved by competent agencies and individuals.

Specifically, people working full-time on digital transformation and network security include: Cadres, civil servants, and public employees holding specialized positions in IT (IT industry, IT application, digital transformation), network information security or information security; electronic transactions according to regulations on shared professional job positions and specialized job positions of competent authorities; professional officers and non-commissioned officers; technical professional officers and non-commissioned officers of the People's Public Security; officers, professional soldiers, defense officials of the People's Army; people working in cryptography in the People's Army receiving salaries from the state budget, currently serving in the army according to their job positions.

In addition, the draft Decree also proposes regulations on the time that subjects are not eligible for support, including: Time off work without pay continuously for 1 month or more; time off work to receive social insurance according to the provisions of the law on social insurance; time of temporary detention, temporary detention, temporary suspension from work or suspension from work for 1 month or more; time being mobilized by competent authorities to go on business trips, study, work without directly doing specialized work continuously for 1 month or more.
