Speaking at the discussion on the socio-economic situation in 2023, delegate Bo Thi Xuan Linh - National Assembly Delegation of Binh Thuan province affirmed that in 2023, many activities of the Government and the Prime Minister handled many specific cases quite promptly and decisively. The Prime Minister and Deputy Prime Ministers directly worked with leaders of central ministries and branches with many localities to gradually remove difficulties, obstacles, and bottlenecks in socio-economic development in localities, especially traffic bottlenecks such as the synchronous implementation of the entire North-South expressway in the East and other expressways.

However, according to delegate Bo Thi Xuan Linh, in addition to the basic advantages, our country's economy still faces great difficulties and challenges as the report has analyzed quite specifically. Delegate Bo Thi Xuan Linh expressed her interest and concern about factors related to institutions, infrastructure, high-quality human resources, science and technology; low GDP growth rate (9 months of 2023 reached 4.24%); administrative reform work has not been thoroughly decentralized to localities.... Regarding the above issues, the delegate suggested that the Government needs to fully analyze and clarify the subjective and objective causes of public investment disbursement and clarify the responsibilities of agencies. On that basis, thoroughly recognize the problems, thereby drawing experiences and proposing effective solutions in direction, operation and management.

Delegate Bo Thi Xuan Linh expressed her agreement with the 15 main targets and 5 major balances that the Government mentioned and presented in the report; especially highly appreciated the 6 guiding viewpoints of the Government and the Prime Minister in 2024 with 12 main tasks and solutions that will create new momentum in the country's socio-economic development, national defense and security.

In 2024, to promote GDP growth, delegate Bo Thi Xuan Linh proposed that the Government prioritize solutions to stimulate domestic consumption to promote economic growth. In particular, it is recommended that the Government, ministries, branches and localities need to synchronously implement solutions such as reducing personal and corporate income tax; increasing consumer loans, at the same time implementing debt deferral and increase social security support, especially direct subsidies for the poor, expanding unemployment insurance, reducing tuition and hospital fees; boosting domestic purchasing power, effectively implementing domestic market trade promotion programs, promoting the distribution of goods through digital platforms, e-commerce to expand domestic consumption... At the same time, effectively promoting the campaign "Vietnamese people prioritize using Vietnamese goods".

On the other hand, according to the delegate, cadres, civil servants and non-professional cadres at the commune level are happy and excited when the minimum wage is raised in July 2023, which will help cadres stabilize their lives and feel secure in their work. However, compared to the current price level, it does not meet the requirements. The number of cadres and civil servants at the commune level, especially non-professional cadres, who are currently resigning tends to increase because their salaries do not meet their current living standards while there is a lot of work at the grassroots and in residential areas. Therefore, the delegate suggested that the National Assembly and the Government pay attention to appropriate policies and solutions such as policies to send non-professional cadres for training and development, responsibility training regimes, salary increases, and allowance increases for non-professional cadres at the commune level so that they can feel secure in their work and serve the people.

In the field of transportation, the delegate said that in recent times, the National Assembly and the Government have focused on investing in putting into use many expressways, including the Dau Giay - Phan Thiet and Phan Thiet - Vinh Hao expressways, which have contributed to removing traffic congestion and promoting local socio-economic development. However, during the construction process, many roads serving the construction were seriously degraded, and the residential access roads were not completed, affecting the traffic of local people. Therefore, the delegate suggested that the Government pay attention and provide early direction. On the other hand, the Phan Thiet - Vinh Hao expressway was designed with only 2 lanes, without an emergency lane, so a number of accidents have occurred in the past. The delegate suggested that the Government pay attention and consider expanding it to ensure traffic safety.
