This afternoon, February 19, in Hanoi, the Central Committee of the Vietnam Fatherland Front held the 2nd Conference of the Presidium, 10th tenure.
The Conference was chaired by: Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee member, Permanent Deputy Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Vice President-General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha; Vice Presidents of the Central Committee of the Vietnam Fatherland Front.
Also attending were: former member of the Party Central Committee, former Vice President, non-professional Vice President of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Doan; Deputy Head of the Central Committee for Propaganda and Mass Mobilization Nguyen Lam; Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations Tran Thang; Member of the Party Central Committee, President of the Vietnam Women's Union Nguyen Thi Tuyen; members of the Party Central Committee, alternate members of the Party Central Committee who are members of the Presidium of the Central Committee of the Vietnam Fatherland Front; members of the Presidium of the Central Committee of the Vietnam Fatherland Front.
Enhancing the role and quality of the Party's leadership in the political tasks of the Vietnam Fatherland Front
Opening the Conference, Chairman Do Van Chien emphasized that the 2nd Conference, 10th tenure of the Presidium of the Central Committee of the Vietnam Fatherland Front was held at a very important time when the entire Party, people and army are striving to successfully implement the goals and tasks set out in the Resolution of the 13th National Congress of the Party.
In particular, the Conference was held on the occasion of the Politburo's decision to establish the Party Committee of the Vietnam Fatherland Front and Central mass organizations (with 22 Party Committees and affiliated Party cells) to enhance the role and quality of the Party's leadership and direction in the political tasks of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State, meeting the requirements of gathering and promoting the tradition and strength of great national unity in the era of striving to build a strong, prosperous and developed country in the coming time.
Mr. Do Van Chien said that at this Conference, the Presidium focused on discussing and agreeing on: Draft Regulations on the operations of the Central Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029; Draft Working Program for the entire term of the Presidium and the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029; giving opinions on the report of the Standing Committee on the establishment of Advisory Councils of the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029; contents on personnel work according to authority; Program of the 3rd Conference of the Central Committee of the Vietnam Fatherland Front, term X; reflecting the thoughts, aspirations, and opinions of all walks of life.
At the Conference, Vice President-General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha presented a report asking for opinions on the Operating Regulations of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029.
Accordingly, the draft Regulations are based on the Charter of the Vietnam Fatherland Front, 10th tenure (amended and supplemented); the policies and resolutions of the Party, the regulations of the State and competent agencies, and the practical situation and activities of the Presidium, the Central Committee, and the Standing Committee of the Vietnam Fatherland Front, 9th tenure. At the same time, it inherits the content of the Regulations on the activities of the Committee, the Presidium, and the Standing Committee of the Vietnam Fatherland Front, 9th tenure. This draft Regulation consists of 6 Chapters and 20 Articles, an increase of 1 Chapter and 1 Article compared to the Regulations on the activities of the 9th tenure.
Referring to the specific contents amended and supplemented in the draft Regulations, Ms. Nguyen Thi Thu Ha informed that the draft Regulations update a number of new provisions of the revised Charter of the Vietnam Fatherland Front on the meeting regime of the Central Committee: "The Central Committee of the Vietnam Fatherland Front holds regular meetings twice a year, special or extraordinary meetings at the request of the Presidium"; supplement the content on the form of organizing meetings of the Central Committee (in Article 6): "In special cases where a meeting cannot be held, written opinions will be requested"; supplement the relationship with the Party Committee according to current regulations (in Article 16)...
Key points in the full course program
Also at the Conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy presented a report asking for opinions on the full-term working program of the Presidium and the Central Committee of the Vietnam Fatherland Front, 10th tenure, 2024-2029 term.
Accordingly, regarding the expected number of Conferences, for the Conference of the Presidium, the draft Program expects 15 conferences, including conferences to give opinions on the contents submitted to the conference of the Central Committee of the Vietnam Fatherland Front, 10th tenure; 3 conferences on election work (in 2026, following the consultation steps). At the same time, according to the provisions of the Charter of the Vietnam Fatherland Front, every year, periodically before each session of the National Assembly, the Presidium will meet or give opinions in writing to approve the report summarizing the opinions and recommendations of voters and the People.
Regarding the Conference of the Central Committee, the draft Program is expected to have 13 conferences, of which 2 conferences have taken place; The 13th Conference (mid-2029) will approve the final contents of the Documents submitted to the 10th Congress of the Vietnam Fatherland Front; 10 periodic conferences will review the first 6 months of the year, summarize the work of the Front for the year and approve the coordination program, unify actions for the following year. Regarding the content, the conferences of the Presidium and the Central Committee will give opinions on the contents periodically.
Regarding the working program of the Presidium, according to Mr. Hoang Cong Thuy, it will focus on the contents through documents to be presented to the Central Committee Conference; reflecting the opinions and recommendations of voters and the People to the National Assembly; and implementing the steps of election consultation.
Along with the regular work of the Front, the conferences of the Presidium and the Central Committee of the Vietnam Fatherland Front also give opinions on the contents of the preliminary and final summaries of the Party and State documents on great solidarity, the work of the Vietnam Fatherland Front and the resolutions and conclusions of the Presidium; discuss some thematic contents. At the same time, there are expected to be 6 thematic reports summarizing and finalizing the Party and State documents on great solidarity and the work of the Front.
At the conferences taking place in the early part of the term, 4 topics will be discussed and opinions will be given on the following contents: the draft Joint Resolution regulating the responsibilities of agencies and organizations in receiving and responding to supervision and social criticism opinions of the Vietnam Fatherland Front and socio-political organizations; the policy of proposing the development of the Law on People's supervision activities (on viewpoints, basic contents, proposals).
Building an Advisory Council to expand the scope of participation
At the Conference, presenting the report on the establishment of the Advisory Councils of the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029, Vice President of the Central Committee of the Vietnam Fatherland Front To Thi Bich Chau stated that the Advisory Council is a non-professional organization of the Central Committee of the Vietnam Fatherland Front, with the function of advising the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front on matters related to the fields of activities of the Vietnam Fatherland Front.
At the same time, inheriting the organization, quantity, and composition of the Advisory Council (term IX), building the Advisory Council (term X) in the direction of expanding the participants to include members of the Presidium, members of the Committee, Chairmen of the Fronts of provinces and cities; experts, scientists in various fields... with prestige and dedication to the work of the Front. The Advisory Council operates publicly, democratically, in accordance with the operating regulations and provisions of the Charter of the Vietnam Fatherland Front.
Accordingly, the 10th Advisory Council consists of 7 Councils: Advisory Council on Democracy and Law, Advisory Council on Economy, Advisory Council on Culture-Society, Advisory Council on Ethnicity, Advisory Council on Religion, Advisory Council on Foreign Affairs of People and Overseas Vietnamese, Advisory Council on Science, Technology and Digital Transformation (Term IX is the Advisory Council on Science-Education and Environment).
The Council's structure includes: The Chairman of the Council is a member of the Presidium of the Central Committee of the Vietnam Fatherland Front; each Council has 3-4 Vice Chairmen, including 1 leader of a specialized department of the Central Committee of the Vietnam Fatherland Front related to the Council's field of operation; the Council has from 20-45 members.
Regarding the personnel participating in the Advisory Councils, according to Ms. To Thi Bich Chau, based on the personnel introduction of the Board of Directors of the Advisory Councils (of the 9th term) and the specialized Boards of the agency, the Standing Committee selected and made a list of personnel participating in the Advisory Councils of the Central Committee of the Vietnam Fatherland Front, term X, with the number of 187 people/7 Advisory Councils.
Also at the Conference, delegates focused on discussing and giving opinions on the contents of the Regulations. According to the opinions, the Regulations need to study and adjust a number of articles and contents to ensure the leadership of the Party over the Front, the provisions of the Constitution, laws, the Law on the Vietnam Fatherland Front and the Charter of the Vietnam Fatherland Front; review and adjust appropriately the contents on meeting regulations; the authority and principles of operation of the Standing Committee; the relationship between the Standing Committee at the central level and the local level...
Opinions also suggested reviewing and supplementing a number of specialized conferences to discuss and contribute ideas to national development, especially issues related to national development in the new era of the nation; the issue of streamlining the organization of the apparatus for effective and efficient operation; implementing Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation...
Notably, the delegates voted to approve the personnel proposal to introduce the Central Committee of the Vietnam Fatherland Front to consult and elect Ms. Nguyen Thi Tuyen - Member of the Party Central Committee, President of the Central Committee of the Vietnam Women's Union and Mr. Dinh Cong Thuc - President of the Vietnam Fatherland Front Committee of Phu Tho province to join the Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front.
Improve the substance of Front work activities
On behalf of the chairman, in the closing speech of the Conference, based on the opinions discussed at the Conference, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien mentioned 4 contents mentioned by the delegates.
In particular, the Regulations on the operation of the Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front are extremely important documents, stipulating the principles, working regime, powers and responsibilities of the Committee, the Presidium and the Standing Committee according to the Law on the Vietnam Fatherland Front and the Charter of the Vietnam Fatherland Front in order to meet the requirements of strongly innovating the content and methods of operation on a practical basis.
“With rich practical experience, enthusiasm and responsibility, you, the elders, the gentlemen and the comrades have contributed many valuable ideas. The Standing Committee will direct the reception and completion of the Regulations, ensuring that the activities of the Committee, the Presidium and the Standing Committee are carried out in a synchronous, smooth and effective manner, in order to improve the substance of the Front's work in the coming time,” Mr. Do Van Chien emphasized.
Regarding the full-term working program of the Presidium and the Central Committee of the Vietnam Fatherland Front, according to the Chairman of the Central Committee of the Vietnam Fatherland Front, this is an important guiding document for the activities of the Fatherland Front in the 2024-2029 term. The full-term program is of a framework nature, and the operation process will be adjusted and supplemented to suit the common tasks of the Party and State in each period.
Regarding the establishment of Advisory Councils of the Central Committee of the Vietnam Fatherland Front, 10th tenure, 2024-2029, the Presidium assigned the Standing Committee of the Central Committee of the Vietnam Fatherland Front to select and decide on the establishment of Advisory Councils and promulgate the Regulations on the organization and operation of the Councils, creating the most favorable conditions for the Advisory Councils to operate with increasingly high requirements.
“The Standing Committee will study and issue policies appropriate to the activities of the Advisory Council, so that the activities of the Council must be linked to the activities of the Standing Committee of the Vietnam Fatherland Front Central Committee, of the specialized committees and help the committees carry out their political tasks; linked to the activities of the Standing Committees of the Vietnam Fatherland Front Committees of the provinces, cities and of the member organizations. The members of the Advisory Council are all experienced, dedicated, objective and honest people - if these strengths can be combined and exploited, the Vietnam Fatherland Front will complete the assigned political tasks" - Mr. Do Van Chien affirmed.
In particular, referring to the content of Resolution 57-NQ/TW of the Politburo, Mr. Do Van Chien proposed clarifying the mission of the Vietnam Fatherland Front in implementing the Resolution and whether or not to launch the campaign "All people march into science and technology", because the content of the Resolution is a strong driving force, a breakthrough for the country to transform and enter a new era.
“At the 9th Extraordinary Session, the National Assembly voted to pass a Resolution supplementing the 2025 socio-economic development plan with a growth target of 8% or more. With its responsibility, what must the Vietnam Fatherland Front do to help the country achieve its set goals and achieve double-digit growth in the coming time?” - Mr. Do Van Chien shared, at the same time suggesting a number of topics such as: "The Vietnam Fatherland Front contributes to the documents of the 14th National Party Congress", "The Vietnam Fatherland Front implements the strategy of great national unity in the era of striving, building a rich and prosperous country"...
In that spirit, the Chairman of the Central Committee of the Vietnam Fatherland Front proposed that in the second quarter of 2025, the Central Committee of the Vietnam Fatherland Front will organize a Workshop with the participation of the Standing Committee and leaders of the Advisory Councils to discuss and develop methods with the hope that the Advisory Council will have practical contributions to the content of these topics.
