Preparing content for the 26th Session of the 10th Provincial People's Council

The Economic - Budget Committee, Provincial People's Council reported on the review of assigned draft resolutions.

At the meeting, the Provincial People's Council Committees reported on the examination of a number of submissions and draft resolutions, including:

Report on the review of the Draft Resolution on adjusting the civil servant payroll and the total number of employees receiving salaries from the state budget in Bac Kan province in 2025;

Report on the review of the Draft Resolution to abolish Resolution No. 01/2020/NQ-HDND dated May 5, 2020 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for a number of Group C projects using provincial budget capital;

Report on the review of the Draft Resolution regulating the collection, exemption, reduction, collection, payment, management and use of fees and charges in Bac Kan province;

Report on the review of the Draft Resolution on regulations on preferential land rent exemption for projects using land for production and business purposes in investment incentive sectors (investment incentive sectors and occupations) or in investment incentive areas as prescribed in Bac Kan province;

Report on the review of the Draft Resolution on adjusting local budget estimates and provincial budget allocation in 2025;

Report on the review of the Draft Resolution on allocation and adjustment of the 2024 regular expenditure estimates that have been transferred to 2025 and the 2025 estimates of the National Target Programs;

Report on the review of the Draft Resolution on adjusting the medium-term public investment plan for the period 2021 - 2025 using local budget capital (15th time);

Report on the review of the Draft Resolution on adjusting the 2025 public investment plan using local budget capital (first time);

Audit report Report on the proposed plan to adjust the capital plan in the district to pilot the decentralization mechanism in management and organization of implementation of national target programs for the period 2024 - 2025;

Report on the review of the Draft Resolution on stipulating specific expenditure levels for local industrial promotion activities in Bac Kan province;

Report on the review of the Draft Resolution on the level of support for agricultural production to restore production in areas damaged by natural disasters and plant pests in Bac Kan province;

Report on the review of the Draft Resolution on the list of land plots for bidding to select investors to implement investment projects using land in Bac Kan province (2nd time);

Report on the review of the Draft Resolution approving the policy of changing the purpose of forest use to other purposes to implement works and projects (supplementary) in 2025 in Bac Kan province;

Report on the review of the Draft Resolution on approving the list of additional works and projects requiring land acquisition; changing the purpose of using rice fields, protective forest land, and production forest land to be implemented in 2025; adjusting the names of investors of works belonging to the Bac Kan irrigation cluster project.

According to the reports, the Provincial People's Council Committees basically agreed with the contents submitted by the Provincial People's Committee, however, there are still some contents that need to be reviewed and edited to ensure that the issued resolution meets the requirements in the current period. Also at the meeting, the departments and branches discussed and agreed on the contents submitted to the 26th Session.

Concluding the meeting, Chairwoman of the Provincial People's Council Phuong Thi Thanh emphasized that the upcoming 26th meeting will take place in 1 day with many important contents, therefore, she requested the drafting agency, based on the verification reports of the Provincial People's Council Committees, to make a report explaining and receiving the opinions and sending it to the delegates to unify the contents presented at the meeting; requested the Provincial People's Committee to promptly adjust the contents of tasks under its authority; budget-using units proactively review the tasks and contents under the responsibility of the unit; the Provincial People's Council Committees take the time to proactively study carefully the contents presented by the Provincial People's Committee, synthesize the verification reports of the Committees presented at the meeting.

The 26th session (special session) of the 10th Provincial People's Council is scheduled to take place on April 3, 2025./.
