Accelerating digital transformation, creating advantages on the information "front"

Implementing Resolution No. 03-NQ/TU dated October 26, 2021 of the Standing Committee of the City Party Committee on Digital Transformation of Hai Phong City to 2025, with a vision to 2030 and Plan No. 12/KH-UBND dated January 12, 2023 of the People's Committee of Hai Phong City on the digital transformation plan of Hai Phong City in 2023 and 2024, the Propaganda and Mass Mobilization Department of the City Party Committee has completed three digital transformation tasks, put into use software, and gradually digitized propaganda work.

After one year of implementation, there have been positive changes in the work of monitoring the implementation of resolutions in the field of science and education; building an electronic database, digitizing the history of the City Party Committee to serve the work of propaganda, historical education for the young generation, cadres, party members and the masses; monitoring and managing information on the internet, social networks, domestic and foreign press to serve the work of research and orientation of public opinion.

Along with the development and use of information technology software, the Propaganda and Mass Mobilization Department of the City Party Committee has focused on supplementing and equipping new knowledge and approaches; taking advantage of and promoting the positive aspects of the internet, social networks and artificial intelligence to serve the work of the propaganda staff in line with the digital transformation trend; contributing to diversifying media products to promote propaganda and promotion of the city and localities and units; enhancing positive information, creating a "green data warehouse" to serve the task of protecting the Party's ideological foundation, fighting against the wrong views of hostile forces.

Deputy Head of the Propaganda and Mass Mobilization Department of Hai Phong City Party Committee Dao Van Hoan said: Hai Phong City Party Committee has issued Action Program No. 89-Ctr/TU of the Standing Committee of the City Party Committee on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation (Resolution No. 57) and a number of key tasks in the coming time.

The Steering Committee for the implementation of Resolution No. 57 of the city will research and develop a framework plan for agencies, units and localities on science and technology development, innovation and digital transformation in accordance with the direction of the Central Government and the city according to the motto of 5 clear, including: clear work, clear leading unit, clear products, clear progress and clear resources.

Right in 2025, the city will select and solve very fundamental and practical issues to create a foundation for the 2026-2030 period, creating a boost for new labor productivity and creating trust for society. Action Program No. 89-Ctr/TU is a testament to Hai Phong city's determination to "consider science, technology, innovation and digital transformation as key driving forces" - which General Secretary To Lam has assessed as "a vital factor to overcome the middle-income trap and the risk of falling behind".

It can be affirmed that the results of digital transformation in recent times have helped the city solve pressing issues that people are concerned about, contributing to the implementation of the local socio-economic development plan. Notably, in the field of press information work, the Propaganda and Mass Mobilization Department of the City Party Committee coordinates with party agencies, government agencies, and mass organizations to periodically organize press conferences and provide press information twice a month, with the participation of the spokesperson of the City People's Committee and leaders of various sectors.

With many rich and diverse forms of propaganda through a system of propagandists at all levels (direct and online), information on social networking platforms... the city promptly and proactively provides early orientations, guidelines and policies in leadership and direction of site clearance, implementation of major projects, social security policies; contributing to creating consensus among the people, promptly preventing and avoiding hot spots, ensuring political security, order and safety, promoting the city's socio-economic development.

The Steering Committee of 35 cities has issued Plan No. 08-KH/BCĐ dated August 20, 2024 to strengthen official and positive information in newspapers, electronic information pages on the internet, and social networks for the period 2024-2025 to promote the strengths and effectiveness of local media in "greening" and spreading with the motto of obtaining official information, actively pushing back negative information, and strengthening ideological and political unity within the entire Party.
