Promote legal advice and legal aid

After 33 years of operation and development, under the leadership of the Provincial Party Committee, the Provincial People's Committee, and the professional guidance of the Central Committee of the Vietnam Lawyers Association, generations of lawyers in An Giang province (established on June 29, 1992) have continuously strived and grown up with the development of the locality. From a few initial members, there are now 11 district-level lawyers' associations and 132 affiliated lawyer associations, of which 53 associations are associated with commune-level authorities. With 198 grassroots lawyer associations, there are 123 commune-level associations, of which 65 associations are associated with communes that meet new rural standards, 100% of communes meet legal access standards. Newly developing 1,260 lawyer members, increasing the number of members to 2,757, of which 96% are party members holding important positions, accumulating valuable professional and practical experiences; Some members work in the legal sector, politics, economics, culture, society, national defense and security. Of these, 463 members are elected representatives at 3 levels, people's judges, 1 National Assembly representative, 2 monks in charge of pagodas.

Proactively grasp the situation, advise the Party Committee and authorities at all levels to resolve petitions, complaints and denunciations, do a good job of mediation at the grassroots level, ensure the legitimate rights and interests of the people, the Provincial Bar Association improves the quality of its activities, consolidates the Legal Consulting Center, and at the same time develops 30 community legal centers, community legal clubs in hamlets and villages, develops new branches of professional and local bar associations with a large number of ethnic minorities and religious people. On the basis of closely following the functions, tasks, principles and purposes of the Vietnam Bar Association, the political tasks of the locality, along with contributing to the development of draft laws, legal documents and general activities, the Provincial Bar Association promotes legal consulting and legal aid - considered a regular and important task. With 4 jurists (2 consultants, 2 lawyers), the Legal Consulting Center maintains the work of receiving citizens, receiving people's cases, providing legal advice, legal aid, and guiding "case paths" to meet the requirements of people and litigants. Thereby, contributing to improving citizens' understanding of the law and awareness of law compliance, preventing violations and negativity, promoting the spirit of struggle, effectively serving the work of preventing and combating crimes and other violations of the law, limiting complaints beyond the level, stabilizing politics and social order.

Along with regular activities, the Legal Advice Center proactively coordinates with the State Legal Aid Center and the Provincial Labor Federation to carry out many campaigns to disseminate, popularize, educate the law, provide legal advice, and provide legal aid to workers. Specifically, in 2024, 3 legal communication and advice campaigns were conducted for Khmer ethnic minorities in 2 communes of An Tuc, Co To and Tri Ton town (Tri Ton district), each with about 220 participants. With 10 members of the An Giang University Lawyers Association, including 6 provincial-level legal reporters and 3 people's judges. Most of the members teach general law courses, specialized economic, civil, and criminal law, and deploy various types of law to more than 10,000 students of the school's faculties and some schools outside the province, making an important contribution to legal education, legal advice, and legal aid for students and thereby spreading to the community. During the past term, through 26,849 legal consultations with 740,360 people; 14,708 legal aid sessions; 3,754 consultations to resolve complaints and denunciations, the Lawyers Association participated in resolving complaints and reflections from the people. Along with that, participating in mediation at the grassroots level in 7,117 cases, of which 6,338 cases were successfully mediated...

Chairman of the An Giang Provincial Bar Association Cao Thanh Son said that the Provincial Bar Association will continue to strengthen and improve the association, the Legal Advice Center, community law clubs and legal advice points to improve the quality of legal advice and legal aid for all members. The association will continue to closely coordinate with judicial agencies, the State Legal Aid Center, and relevant agencies to promote mediation at the grassroots level, striving to increase the successful mediation rate from 86.7% to over 90%. In particular, providing legal support to people, especially the disadvantaged, especially policy beneficiaries. In the context of judicial and administrative reform, the association focuses on giving opinions on administrative reform policies and monitoring law enforcement, proposing to simplify administrative procedures, public services and improve the capacity of civil servants. Celebrating the 70th anniversary of the Vietnam Lawyers Association, 100% of the units registered as active lawyer members, of which 90% of the members achieved the title of advanced workers. Continuing to be determined to contribute to building a rule-of-law state and protecting the legitimate rights of all people and successfully carrying out the tasks of 2025.
