Promoting ethnic work in the new situation

With the characteristics of a mountainous and border province, ethnic minorities account for nearly 85% of the population. In recent years, the Party Committee and government of Lai Chau province have always paid attention to effectively implementing ethnic work.

Of the 20 ethnic groups, Lai Chau has 4 ethnic groups with specific difficulties (under 10,000 people): Mang, Cong, Lu, Si La; 8 ethnic groups still face many difficulties: Mong, La Hu, Ha Nhi, Kho Mu, Giay, Lao, Dao, Khang; there are 2 ethnic groups only found in Lai Chau: La Hu, Mang.
In recent years, the Provincial Party Committee and Party committees and authorities at all levels have promptly issued many documents to lead and direct the effective implementation of ethnic policies and guidelines in accordance with local realities, such as Resolution No. 10-NQ/TU, dated July 5, 2022, on strengthening the leadership of Party committees at all levels in implementing national target programs in the province for the period 2021-2030, Resolution No. 15-NQ/TU, dated December 22, 2023, on eliminating backward customs and practices, building a civilized lifestyle among ethnic people in Lai Chau province for the period 2024-2030... Promulgating specific policies to promote socio-economic development, improving the material and spiritual life of ethnic people in the province, such as: supporting food and accommodation for students of general schools in communes, villages and hamlets with special difficulties, supporting contributions to the national target programs in the province for the period 2021-2030, and supporting the implementation of policies on ethnic minorities in Lai Chau province for the period 2024-2030. health insurance...

Over the years, Lai Chau province has always paid attention to organizing many activities towards ethnic minority areas.

Focusing on implementing programs and policies to support economic development in ethnic minority areas, typically: implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, the province has implemented support for residential land for 7 households, housing for 921 households, production land for 298 households, distributed domestic water support for 1,763 households; centralized domestic water support for over 7,000 households in the whole province. Implementing Decision No. 2085/QD-TTg dated October 31, 2016 of the Prime Minister approving specific policies to support socio-economic development in ethnic minority and mountainous areas in the period of 2017 - 2020, the province has supported housing construction for 59 households, supported production development for 318 households with 10 livestock and crop models; supported preferential credit for many La Hu ethnic households in Muong Te district to borrow to develop production. Annually, it creates jobs for over 9,000 people, provides vocational training for over 8,000 workers, mainly ethnic minorities; and increases the rate of trained workers in the province to 60.4% in 2024.
Pay attention to the development of culture and society in ethnic minority areas. Consolidate and expand the system of ethnic minority boarding and semi-boarding schools to meet the learning needs of ethnic minority children. In the 2024-2025 school year, the whole province will have 9 ethnic minority boarding schools and 96 ethnic minority boarding schools; send 156 ethnic minority students to study at universities nationwide. The work of preserving and promoting the fine traditional cultural identities of ethnic groups has been focused on, restoring 12 traditional ethnic festivals, supporting the annual organization of 65 traditional ethnic festivals.
Party building, political system building, and building of cadres from ethnic minorities have always received special attention from Party committees at all levels. By August 31, 2024, the whole province had 17,208 ethnic minority party members, accounting for 54.8% of the province's party members, 247 ethnic minority cadres, civil servants, and public employees working in the provincial and district-level party and mass organizations, accounting for 33.4%; 100% of villages, hamlets, and residential groups have party cells and have party members participating in party cell activities, overcoming the situation of no party organizations and party members in villages and hamlets, especially ethnic minority party members.
Comrade Vu Manh Ha - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee said: In recent years, with the attention of the Central and the province, many programs and policies to support ethnic minority areas have been implemented, contributing significantly to fundamentally changing the face of ethnic minority and mountainous areas. The material and spiritual life of the people has improved significantly, the poverty rate has decreased rapidly, an average of 5%/year, by 2024 the poverty rate of the whole province will be 19.95%, of which the poverty rate of ethnic minority households accounts for 19.75%.
In addition to the achieved results, ethnic work in the province faces some difficulties such as: investment resources for socio-economic development in ethnic minority areas are still limited; the poverty rate of ethnic minority households is still high; some backward customs and practices still exist; hostile forces often take advantage of ethnic and religious issues to promote sabotage activities, dividing the great national unity bloc...
To continue to carry out ethnic work well in the new situation, in the coming time, the province will continue to promote economic development on the basis of exploiting the potential and strengths of the region, in accordance with the culture and customs of each ethnic group; preserving and promoting the culture of ethnic groups associated with tourism development; promoting vocational training associated with job creation, increasing income and sustainable poverty reduction for ethnic people. Prioritizing state resources to invest in developing socio-economic infrastructure in ethnic minority areas, especially roads, irrigation works, schools, medical stations, and cultural houses. Strengthening the fight against activities that take advantage of ethnic and religious issues to affect political security, order, and social safety. Strengthening the development of ethnic minority party members; paying attention to recruiting, using, and treating ethnic minority cadres.
