Infrastructure connecting Dung Quat Economic Zone still has many problems
Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang pointed out many shortcomings and inadequacies in infrastructure investment and development, leading to the province wanting to develop but not being able to "go far".
The biggest bottleneck is the intersection connecting the Da Nang - Quang Ngai Expressway with Dung Quat Economic Zone. Meanwhile, this economic zone generates thousands of billions of VND in revenue each year and creates jobs for hundreds of thousands of workers.
Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang spoke at the meeting.
"This bottleneck leads to difficulties in attracting investment to Dung Quat Economic Zone because investors are hesitant to take a detour. Quang Ngai cannot maximize its advantages of deep-water seaports and abundant industrial land. It is recommended that competent authorities consider investing in completing the intersection to open the road," Mr. Giang suggested.
Sharing the same view, Deputy General Director of the Oil and Gas Group Le Xuan Huyen said that the unfinished expressway interchange affects the development and investment attraction of the oil refining industry. Meanwhile, the Prime Minister and ministries support the construction of Dung Quat to become a national energy center.
"To develop the energy complex as approved, I hope that Quang Ngai province and Vietnam Expressway Corporation will soon complete the intersection connecting with Dung Quat Economic Zone. Only then will it create momentum for development, turning the Central Government's policy into reality," Mr. Huyen hoped.
Tri Binh intersection connecting Da Nang - Quang Ngai expressway with Dung Quat Economic Zone is under construction.
Chairman of the Board of Members of Vietnam Expressway Corporation (VEC) Truong Viet Dong admitted that the biggest problem of the Da Nang - Quang Ngai Expressway project is the incomplete intersection connecting with Dung Quat Economic Zone.
Mr. Dong said that the Central Government allocated capital for VEC to invest in a road worth more than 30 trillion VND, but the Tri Binh - Dung Quat intersection only had 200 billion VND, so it could not be done. However, the problem here is that since 2019, VEC has been stopped, not allocated capital for the project, and since then it has not been resolved.
"To open the intersection soon, VEC has submitted a document to the Ministry of Transport for approval to adjust the total investment of the Da Nang - Quang Ngai expressway project. In which, there is a proposal to allocate capital to complete the Dung Quat intersection. However, to complete the adjustment, it will take a long time because it is necessary to consult with ministries and submit it to the Prime Minister for consideration.
At the same time, VEC will submit a document to the Ministry of Transport and the State Capital Management Committee at Enterprises to allow VEC to proactively arrange capital to complete the project while waiting for the policy to be approved. Because the effectiveness and urgency of this project are beyond question.
"I hope Quang Ngai will pay attention to coordinating with the Ministry of Transport to support the plan for VEC to proactively arrange capital to implement the project," Mr. Dong proposed.
Chairman of the Board of Members of Vietnam Expressway Corporation (VEC) Truong Viet Dong said he is seeking opinions from competent authorities to invest in completing Dung Quat intersection.
According to Mr. Dong, the intersection has completed the foundation, so the completion of the road surface and related items will not take long.
Regarding the rest stop, Mr. Dong said that VEC has reported to the Ministry of Transport on mobilizing capital to invest in the project itself. Therefore, he hopes that Quang Ngai will cooperate in land allocation.
Investing in runways and building new terminals at Chu Lai airport
Secretary of Quang Ngai Provincial Party Committee Bui Thi Quynh Van proposed that the Central Government consider investing in upgrading Chu Lai airport (Quang Nam) to create momentum to promote economic development, trade and travel, and attract investment.
Currently, Quang Ngai has established a plan to develop Dung Quat Economic Zone, including reserving about 1,000 hectares of land adjacent to Chu Lai airport to attract investors and build a logistics center.
Ms. Van recommended that the State Capital Management Committee at Enterprises direct water and road transport enterprises and other sectors and fields with investment projects in Quang Ngai to increase investment resources to complete the projects, especially the transportation system connecting to the expressway and Dung Quat deep-water seaport.
General Director of Airports Corporation of Vietnam (ACV) Vu The Phiet said that the unit will invest in upgrading Chu Lai airport.

Therefore, ACV's policy is to develop Chu Lai airport into a center for developing goods or maintaining and servicing aircraft.
"Currently, many investors are interested in this project," Mr. Phiet revealed and said that, from the perspective of the governing body, we will report to the Ministry of Transport to report to the Government. When the Government submits it to the Politburo for approval, it will be an opportunity for development.
"In the immediate future, ACV will invest in upgrading the runway because this runway has been invested in for a long time. Invest in a new terminal to attract more tourists.
Basically, the number of passengers traveling on flights departing from Chu Lai airport are Quang Ngai residents. Therefore, ACV will work closely with the Ministry of Transport and localities to upgrade Chu Lai airport as soon as possible after the Politburo approves," Mr. Phiet affirmed.
Fully exploit the advantages of deep-water ports and airports to form logistics centers
Discussing at the meeting, a representative of Sovico Group said that they want to invest more in Quang Ngai and hope the province will support them. In particular, Sovico will focus on investing in aviation fuel, reducing CO2 emissions. In particular, Sovico's biggest wish is to receive the transfer of Dung Quat Bio ethanol factory from the Oil and Gas Group.
Quang Ngai needs to fully exploit the advantages of Dung Quat deep-water port and Chu Lai airport to turn this place into a logistics center.
Regarding the development of Chu Lai airport, Sovico representative said that they will coordinate with ACV and relevant agencies to turn this airport into a logistics center.
Speaking at the meeting, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh acknowledged the achievements of Quang Ngai province in recent times, especially in investment in transport infrastructure.
The bright spot is that Quang Ngai has a good perspective from its advantages when it fully converges road, railway, aviation, waterway infrastructure... to be included in the provincial planning for the period 2021-2030 to create a basis to promote the development of industry, energy, transportation...
Mr. Anh requested that Quang Ngai should immediately allocate resources to develop a complete and synchronous infrastructure. Increase investment in logistics development. In particular, fully exploit the advantages of Dung Quat deep-water port and Chu Lai airport to build this place into a logistics center for the whole region.

Regarding the province's recommendations on the road connecting the Da Nang - Quang Ngai expressway with Dung Quat Economic Zone, Mr. Anh suggested that VEC take the initiative to quickly clear the bottleneck and connect the expressway with Dung Quat Economic Zone to increase the efficiency of investment capital and increase the advantages for businesses investing in Dung Quat Economic Zone. This will create a foundation for Quang Ngai to better attract investors and promote economic development.
