First, we need to auction 3 land lots, including 2 lots in functional area number 1 (symbols 1-2, 1-3) and lots 3-5 in functional area number 3.
After successfully auctioning these 3 plots of land, experience will be drawn to continue auctioning 7 plots of land, including: 3 plots in functional area number 3 (symbols 3-8, 3-9, 3-12), 4 plots in functional area number 1 (symbols 1-5, 1-6, 1-9, 1-10), lot 7-1 in functional area number 7.

For 6 plots of land in the 2C sports and entertainment complex, the Department of Natural Resources and Environment proposed that the City People's Committee assign relevant departments to adjust the planning to suit the auction or bidding options.
For the 2 land lots (coded 1-12, 1-20), the Department of Natural Resources and Environment proposed that the Ho Chi Minh City People's Committee assign the Thu Duc City People's Committee to coordinate with the Thu Thiem New Urban Area Investment and Construction Management Board to complete compensation and site clearance to include in the auction plan.
Among the lots to be auctioned this time are 4 lots in functional area 3 that the city had successfully auctioned in December 2021, with a winning bid of VND 37,346 billion. However, the winning companies then turned around and withdrew their deposits, not continuing to sign land purchase contracts.
In addition, 3,790 resettlement apartments in Thu Thiem were also auctioned.
As for 3,790 apartments in plots (R1, R2, R3, R4, R5) in the resettlement area of 12,500 apartments, the city has also auctioned them many times but failed. This time, to auction them, the Department of Natural Resources and Environment advised the Ho Chi Minh City People's Committee to direct relevant agencies to carry out tasks such as: determining the authority to decide on the auction; converting the target from the resettlement housing fund to commercial; establishing state ownership of common use works, stairs, walkways, corridors, parks, etc.
According to the Department of Natural Resources and Environment, the auction plan aims to restart the real estate market, speed up the auction process, and collect the budget soon. At the same time, it implements the inspection conclusions of the Government Inspectorate, the State Audit, and the policy of the Ho Chi Minh City Party Committee.
