BHG - After more than 2 years of determination to implement Resolution 05 of the Provincial Party Committee on renovating mixed gardens (CTVT), developing household garden economy, creating livelihoods for people, and sustainably reducing poverty, thousands of barren lands have been helped to "blossom and bear fruit", bringing a prosperous life to the people in the northernmost border areas.

With the viewpoint of practical CTVT, not chasing after achievements, after more than 2 years, the whole province has over 5,400 households implementing with a total area of ​​renovated gardens of over 241 hectares, exceeding 192% compared to the target assigned for the whole period of 2021 - 2025 according to the CTVT Project of the Provincial People's Committee; of which, 2,325 households received loans according to Resolution 58 of the Provincial People's Council on specific policies to support the development of household garden economy and sustainable development of Sanh orange trees in the province, period 2021 - 2025. The total budget for implementing CTVT support for 2 years is over 78.2 billion VND; of which, the provincial budget is over 73.1 billion VND; socialization from organizations and individuals is over 5 billion VND. Assess the quality of renovated gardens and based on the criteria set out in the project of the Provincial People's Committee, localities will evaluate 1,242 gardens in 2022. Of which, 130 gardens meet 4/4 criteria; 151 gardens meet 3/4 criteria; 853 gardens meet 1-2/4 criteria; and 108 gardens have not met the criteria because they have just been renovated for planting and raising livestock, and have not yet generated income, so they have not been evaluated.

Director of the Department of Agriculture and Rural Development Hoang Hai Ly said: The most obvious effect after more than 2 years of CTVT is that the thinking and production habits of the people have gradually changed; the potential for developing household garden economy has been exploited, contributing to increasing the income value per unit of cultivated area, improving the material and spiritual life of the people. Garden space, planning of concentrated production areas with suitable crops, economic efficiency are reasonably arranged. Not only creating more income for the household economy, gradually forming model gardens but also contributing to improving the living environment, beautifying the rural appearance.

Closely following the objectives of Resolution 05 on CTVT, this year our province continues to mobilize the political system from the province to the grassroots; create unity, set out tasks and solutions for serious implementation, ensure efficiency, avoid achievements. Take the effectiveness of household economy as the basis for evaluating the results of leadership, direction, and implementation organization. Focus on disseminating good practices and effective CTVT models of localities to serve as places to visit and learn from experiences. On the other hand, maintain and ensure the development of renovated gardens, in order to increase income, improve the quality of daily meals for families...

According to the plan, this year the whole province has 816 poor and near-poor households participating in the CTVT and benefiting from the support policy of the Provincial People's Council with a total budget of over 25.3 billion VND. For households not benefiting from the policy according to Resolution 58 of the Provincial People's Council, districts and cities will propagate and mobilize households with mixed garden areas to register to renovate model gardens associated with the construction of the New Rural Area. Strive for each district and city to have at least 10 households or more renovating model gardens, prioritizing the implementation of CTVT associated with tourism services; mobilize organizations and individuals to support and help households participating in renovating model gardens, making them destinations for sightseeing and learning.

Chairman of Meo Vac District People's Committee Nguyen Huy Sac shared: To ensure the effectiveness of the CTVT, the district has consolidated and maintained a working group to assist the Steering Committee and assigned specific tasks to responsible agencies and units to help poor and near-poor households access support policies; guide the CTVT, develop household garden economy in a "hands-on" manner to help people sustainably reduce poverty. At the same time, increase the application of information technology to guide, reflect, and remove obstacles in the implementation process. Propaganda to households to understand and follow before implementing the CTVT. In particular, enhance the responsibility to set an example; each cadre, party member, and union member is an exemplary and core factor in propaganda, mobilization, actively responding to and participating in the CTVT.

To avoid the situation of "elephant head, mouse tail" in the process of CTVT, localities in the province continue to prioritize agricultural, forestry and industrial extension work to transfer scientific and technological advances to households; introduce high-yield crop varieties suitable for natural conditions and soil for production. Pay regular attention to disease prevention and control on crops and livestock; apply safe production measures. Encourage forms of association and cooperation in the application of agricultural science and technology, build production models with high economic efficiency and sustainability. Provide training and guidance on CTVT techniques for all poor and near-poor households registered to participate in 2023 on how to identify and select crop and livestock varieties with short production cycles, economic value, and production according to safety standards to have a quick capital turnover time, contributing to promoting economic development, creating livelihoods to improve the lives of households.

With the determination, determination, and responsibility of the entire political system and the consensus and proactiveness of the people, barren lands have been and are being “revived”. Thousands of gardens have “fruited” meaning that thousands of households have improved their daily meals and have more income right from their family gardens. In the near future, we believe that more barren lands will be improved, contributing to making people’s lives more prosperous.
