'Training talents to their heart's content, then studying abroad afterwards'

On the morning of November 27, the National Assembly discussed in the hall the draft revised Capital Law. One of the policies that many delegates were interested in was attracting and promoting talents.

Working environment is more important than compensation policy

Delegate Pham Van Hoa (Dong Thap delegation) expressed his agreement with the provisions in Article 17 of the draft revised Capital Law, which regulates the issue of attracting and employing talented people.

Mr. Hoa said that Hanoi is in dire need of specific policies, similar to Ho Chi Minh City, to create a good and open mechanism corridor, thereby attracting talented people to serve the capital.

However, the delegate commented that the provisions in the draft are still somewhat general and do not explain the legal basis for training certain groups such as students...

"What special mechanisms and regimes will these subjects have, and how will they study?", Mr. Hoa asked, and cited stories that happened recently in some localities such as Da Nang or Ho Chi Minh City.

"Train them to their heart's content, then go abroad after finishing their studies, or if they return, they will not serve state agencies but serve private enterprises, while the city budget spends money to train them," Mr. Hoa said and suggested that there must be clear regulations and binding obligations for policy beneficiaries.

Discussing further, delegate Duong Khac Mai (Dak Nong delegation) stated that in order for regulations on attracting and using talents for the capital to be feasible, it is necessary to empower the Hanoi People's Council to issue more specific documents for the subjects that need to be attracted. Along with that, it is necessary to classify talents in order to have appropriate recruitment, appointment and treatment policies.

According to Mr. Mai, to attract and retain talented people, some other conditions need to be noted such as building a working environment, encouraging dynamism, creativity, and innovation; creating conditions for talented people to contribute; promotion is a decisive factor in retaining and promoting the potential of talented people.

The Dak Nong province delegate said that an environment where talented people can assert themselves, show their abilities and strengths, and be respected and appreciated is the most important factor; even more important than the remuneration system.

"We must go find talented people, not wait for talented people to come to us."

Also interested in the content of attracting and using talents, delegate Nguyen Manh Hung (Can Tho delegation) said that, in the current context, this is an extremely important policy. If done well, it will help the capital develop strongly, make breakthroughs, and achieve the set goals.

Mr. Hung cited reality, showing that countries that have overcome the "middle-income trap" and become developed countries (Japan, South Korea, Singapore, China...) rely very little on resources and must focus on the talent factor.

However, the current regulations in the draft on this content are unclear and incomplete and need to be improved for feasible implementation.

The representative of Can Tho City presented some data that he had looked up. In the period 2013 - 2022, Hanoi only attracted 55 talented people who were university valedictorians. Similarly, Ho Chi Minh City has many policies to attract talented people, but in the period 2018 - 2022, it only attracted 5 talented people.

One issue that Mr. Hung is very concerned about is that attracting talent cannot be based solely on offering some preferential policies and waiting for talented people to come to you, but must be proactive in searching, discovering, and then attracting them.

Mr. Hung gave an example: Governments of many countries, corporations, large enterprises... have proactively sought and discovered talents very early, when they are still students; are willing to support tuition fees, pay salaries; and sign recruitment commitments before graduation.

"That shows that attracting and promoting talent is not enough, but there needs to be a policy to search for and discover talent," said Mr. Hung.

The delegate also suggested clarifying the concept of "talent". According to him, a talented person does not mean the smartest person, the one with the most degrees, the highest academic degree, but must be the person who is most suitable for the job, achieves the best results when assigned a task, has vision and the ability to develop in the future.
