Not yet at peak time
Vehicle registration congestion is still a nightmare for drivers.
Mr. Huynh Son Thach, residing in Binh Thanh District (HCMC), shared: "My car is a service car, it is not extended, so when the deadline comes, I have to go for inspection. I heard a lot of information predicting that the inspection situation will be congested, so I took the opportunity to bring the car for inspection nearly a month earlier. I didn't expect that I could finish it in a short time this morning, without any congestion."
Mr. Nguyen Minh Thong, residing in District 12 (HCMC), also said: "My pickup truck is used to transport equipment, and it will be due for inspection in December. Although I heard about the forecast of traffic jams at the end of the year, I am not in a hurry to get it inspected because I still have to calculate the road maintenance fee; and if there is traffic jam, I will take the opportunity to have it inspected in another province while on a business trip."
According to the Vietnam Register's TTĐK application, the registration for inspection services at the TTĐK centers in Ho Chi Minh City is also easy, and there are many vacant positions. Responding to Thanh Nien reporters, Mr. Huynh Van Thiet, Director of TTĐK 50-02S, District 11 (HCMC), said: "Since the beginning of October, the number of vehicles coming for inspection has increased, but in the past few days it has been quiet again, the center's operating capacity is only about 60 - 70%". According to Mr. Thiet, many vehicles when the inspection deadline in June 2023 was automatically extended for 6 months according to new regulations, so it will not be until December 2023 that non-commercial cars with less than 9 seats in this category will have to return for inspection.
"Not all types of vehicles are automatically renewed. According to regulations, the subjects that are automatically renewed are passenger cars with up to 9 seats that are not used for transportation business, with a production time of up to 7 years and a production time of 13-20 years that have been issued with an inspection stamp before March 22, 2023 and are valid until July 1, 2024. Thus, passenger cars with up to 9 seats used for transportation business such as taxis and technology taxi service vehicles will not be automatically renewed. Non-commercial vehicles with an age and model that are too old will also not be automatically renewed. Vehicles that are not subject to the above regulations need to be carefully researched to avoid confusion. Some people who are certain that their registration will be automatically renewed may not go for inspection on time and may be fined," Mr. Huynh Van Thiet shared.
Unpredictable developments
Regarding the possibility of congestion at the Registration Center, according to a survey by Thanh Nien reporters, some leaders of the Registration Center in Ho Chi Minh City said that with the current inspection capacity, the motor vehicle registration system can fully meet the inspection needs of people and businesses nationwide in the last months of 2023 and in 2024.
"Every year, the demand for vehicle inspections often increases at the end of the year, when people buy new cars to celebrate Tet. This year is no exception, but it is unlikely that traffic jams will be as severe as last year's Tet if the current capacity and human resources are maintained," said the leader of a testing center. Mr. Nguyen Van Hung, Permanent Vice President of the Binh Duong Automobile Transport Association, also affirmed: "Comparing the capacity and capacity of current testing centers with the demand for vehicle inspections due for the number of vehicles shows that there is not much difference, the level of congestion is not yet serious. However, in the short term, vehicle owners should proactively arrange time for inspections, avoiding congestion on the last days, which may cause congestion, affecting business operations."
Mr. Le Trung Tinh, Chairman of the Ho Chi Minh City Automobile Transport Association, commented: "The issue of too low inspection fees has been raised by us since last year. This is a fundamental measure to retain human resources, motivate inspection staff to work well and increase revenue to avoid negativity. The remaining issue is the responsibility of management agencies."
According to the Vietnam Registration Department, there are currently about 700 vehicle inspectors (VICs) at the VICs being prosecuted for violations, of which most of the VICs have been prosecuted. The majority of the prosecuted VICs are on bail to continue supporting motor vehicle inspection activities (nearly 300 VICs). Meanwhile, a large number of VICs are worried and see an uncertain future, so they have resigned or voluntarily quit their jobs. With about 300 VICs being prosecuted above, they are working at 81 VICs in 31 provinces and cities (not counting the number of VICs being prosecuted and detained among the 17 VICs that are currently suspended), when brought to trial, 21 VICs in 9 provinces and cities will be suspended. Due to the large number of violating vehicle inspection agencies that will be brought to trial in the coming time, many provinces and cities will not be able to meet the vehicle inspection needs of people and businesses, while additional training of vehicle inspection agencies will require time due to the specific nature of the vehicle inspection field.
Because of this development, the mood of the prosecuted (released on bail) vehicle inspection agencies is currently extremely uneasy and they cannot concentrate on their work. The Vietnam Register believes that in order to limit damage to people and businesses, avoid serious impacts on socio-economic development, and help the vehicle inspection agencies with minor violations have the opportunity to correct their mistakes, continue to serve the inspection sector, and at the same time, to remove difficulties in revenue sources for the inspection agencies, the Vietnam Register requests the Ministry of Transport to issue a written report to the Government and competent authorities for consideration and appropriate solutions.
Enhanced security of inspection equipment software
The Vietnam Register has just sent a document to the following companies: MAHA VN Co., Ltd.; Viet Net Co., Ltd.; Tan Phat Equipment Technology Joint Stock Company; Hoang Hoang Anh Co., Ltd., which are suppliers of inspection equipment, regarding the application of data security measures for the software provided by the companies. The document clearly states that it is strictly forbidden to create or provide software that is against regulations to interfere with the company's equipment control software and the Inspection Management software of the Vietnam Register in order to distort the inspection results of the equipment during the process of performing motor vehicle inspections. Proactively review and take responsibility for applying security measures to the company's equipment control software to prevent interference from other software or directly from users at the inspection unit. In addition, when detecting any violations, it is necessary to immediately notify the Vietnam Register for handling in accordance with the provisions of law.
For motor vehicle inspection centers, the Vietnam Register requires proactively reviewing the management and use of equipment and equipment control software provided by equipment manufacturers at inspection units to ensure compliance with the Department's instructions and directions and relevant legal regulations. It is strictly forbidden to install and use software that is against regulations to affect the inspection results of inspection equipment stored in the data of the equipment control software of the manufacturer and the Inspection Management software of the Vietnam Register.
