Unfinished school in mountainous Quang Tri

TP – Invested in construction to improve the quality of teaching and learning, however, currently in the remote district of Huong Hoa, many school projects and items are still unfinished, messy, and even stopped.

The project of the subject and functional classrooms of Ba Tang Boarding Primary and Secondary School for Ethnic Minorities has been invested in for a long time, but to date (September 2024) it has not been completed and is currently suspended. Currently, the project has only completed the rough construction of the first floor and part of the second floor. Some of the second floor pillars have not been poured with concrete, so the exposed steel shows signs of rust.

The construction of the rooms on the first floor shows signs of moss and mold, and trees are growing wildly. Because the construction has stopped, people are using it as a place to keep livestock, causing unsanitary conditions and filth. Principal Hoang Vu Bang Giao said that the school currently has 2 levels with 608 students.

The school's subject classrooms are seriously lacking, so the school is forced to arrange students to study in the equipment room or use computer experiments to temporarily illustrate during teaching. Therefore, the greatest wish of the staff and teachers is that the subject and functional classrooms will be completed soon and put into use to arrange practical teaching, improving the quality of education of the school.

Construction has been temporarily suspended, the subject and functional building of Ba Tang Boarding Primary and Secondary School is currently being used as a place to keep livestock.

According to Le Dinh Tan, Deputy Director in charge of the Project Management Board for Construction Investment and Land Fund Development of Huong Hoa District, the project of subject and functional classrooms at Ba Tang Boarding Primary and Secondary School for Ethnic Minorities has a total investment of 6 billion VND and will be implemented from 2023 to 2025. Of which, the capital structure of the Provincial People's Committee is 5 billion VND and the capital of the District People's Committee is 1 billion VND.

Up to now, the project has only been allocated 50% of the capital from the provincial People's Committee's budget in 2023 and 2024, which is 2 billion VND and 1 billion VND from the district People's Committee's budget. In 2024, from the 1 billion VND capital allocated by the province, the unit has directed the contractor to implement the construction. Because this capital has been fully disbursed, the project is temporarily suspended.

The practical school building project of A Tuc High School in Lia Commune started construction in December 2022 and was scheduled to be completed and handed over in December 2023. However, the project has been suspended for many months while still unfinished.

Mr. Nguyen Tuu, Principal of A Tuc High School, shared that the slow progress of the project has greatly affected the teaching and learning activities of the school due to the lack of technical infrastructure. In addition, to serve the construction of the practical classroom, the school's outdoor learning area had to be given up to gather construction materials. Now that the construction has stopped, the contractor still leaves the area in disarray, making it difficult to organize physical education and national defense education subjects.

Regarding the reason for stopping the construction of the practical school building at A Tuc High School, Mr. Truong Huu Hieu, Deputy Director of the Quang Tri Construction Investment Project Management Board, informed that from the beginning of 2024, the provincial budget has allocated 14 billion VND to carry out the works of the project, including the work at A Tuc High School.

After this capital source was fully disbursed, at the end of July 2024, the Provincial People's Committee added an additional 14 billion VND and has now basically completed the disbursement. The provincial budget source is limited, so the capital allocation for the items is not guaranteed, leading to a number of projects being forced to temporarily stop construction to avoid construction debt.
