BTO - Implementing the direction of the Provincial People's Committee, the Department of Industry and Trade has just requested relevant departments, localities and units to implement the Prime Minister's telegram on proactively implementing urgent measures to reduce congestion and promote agricultural exports at the northern border gate.
This also aims to ensure the smooth export of agricultural products, especially Binh Thuan dragon fruit to the Chinese market through the northern border gates, avoiding congestion of vehicles and export goods, causing damage to businesses, cooperatives, production facilities as well as local farmers... Accordingly, it is recommended that units continue to effectively implement the solutions assigned by the Chairman of the Provincial People's Committee to remove difficulties in import and export of goods through the northern border, especially focusing on long-term solutions.
Regarding this issue, the Department of Industry and Trade of Binh Thuan will proactively contact the specialized agencies of the Ministry of Industry and Trade and the relevant departments in the northern border provinces. Thereby, it will monitor, evaluate and forecast the situation of circulation and concentration of agricultural products at the border gate in order to organize and closely coordinate with relevant agencies to promptly take measures to regulate and manage the means of transporting goods to the border gate.
The Department of Agriculture and Rural Development shall proactively guide enterprises and cooperatives to carry out procedures to be granted growing area codes and packaging facility codes for Binh Thuan's agricultural products for export. At the same time, strengthen inspection and supervision of implementation of traceability, growing area codes, packaging facilities, labeling or other relevant requirements to improve the quality of goods in accordance with the Regulations on standards for agricultural products exported to the Chinese market.
In addition, continue to guide enterprises to comply with Chinese regulations in Order 248 (on "Regulations on Management of Registration of Enterprises Producing Imported Foreign Food"), Order 249 (on "Measures for Management of Import and Export Food Safety"). Regularly contact specialized agencies of the Ministry of Agriculture and Rural Development as well as coordinate with the Department of Industry and Trade to provide information and advise people, enterprises, and agricultural cooperatives to reorganize agricultural production in line with market demand. In addition, ensure compliance with the processes, regulations, and standards of the import market from production, harvesting, preliminary processing, packaging, transportation, and traceability to promote official exports.
Meanwhile, the Department of Science and Technology is requested to preside over and coordinate the effective implementation of solutions for trademark registration for key agricultural products of Binh Thuan. Solutions for applying technology in tracing the origin of products are protected by intellectual property, supporting businesses in registering trademark protection for agricultural products domestically and in the international market.
Particularly, enterprises and cooperatives processing and exporting dragon fruit in the province need to proactively regulate goods to the border gate in a reasonable manner to avoid additional costs for warehousing. On the other hand, consider choosing and converting modes of transport other than road (such as railway) or choosing a suitable border gate to minimize the situation of long-term waiting, minimizing the risk of damaged goods for enterprises. In particular, it is important to strictly comply with the regulation work of the functional forces at the border gate to resolve congestion, declare correctly and fully the customs clearance procedures according to regulations, ensure the quality of exported goods...
