Regular maintenance

According to statistics, in 2024, the Department of Transport consulted and was allocated capital for periodic repairs of 18 projects, including 9 maintenance projects on central national highways (QL) entrusted to the province for management with a total investment of 126.7 billion VND; 9 maintenance projects on provincial roads (DT) with a total investment of 155.5 billion VND.

Notably, periodic repair works are all done in damaged or severely degraded locations or to arrange drainage systems to protect and maintain existing infrastructure, both aesthetically and to ensure traffic safety.

According to Mr. Van Anh Tuan - Director of the Department of Transport, in recent years and in 2024, the Department of Transport has advised the Provincial People's Committee to promptly direct relevant units to implement solutions to curb traffic accidents.

In the field of infrastructure management and exploitation, the industry continues to review the entire road signaling system to have measures to organize traffic; adjust, supplement, and replace to ensure completion according to the National Road Signaling Standards.

At this time, the functional sector has basically completed the adjustment and addition of directional signs, danger signs, and painted lines. Review and coordinate with localities to adjust densely populated areas, limit vehicle speed at points with high risk of traffic accidents on the DT system.

To strengthen discipline in ensuring traffic safety and order, the Department of Transport has drastically implemented many solutions, especially in managing and exploiting road works; ensuring traffic safety during road construction; stepping up inspection and resolutely handling violations.

After reviewing, the Department of Transport has advised the Provincial People's Committee to implement solutions to ensure traffic safety at schools connecting to National Highway 1.

In addition, the sector also researched and advised the Provincial People's Committee on the policy of building a service road, eliminating self-opened roads across the North-South railway; a plan to repair the old Cau Lau bridge; approved additional national highway connection points; and made a budget for the planning of the national highway connection system.

In addition, the functional sector also checks and reviews "black spots" and potential risks of traffic safety on national and provincial roads managed by the Department of Transport to find solutions. In many district-level localities, the maintenance of district roads and rural roads is being paid attention to.

Some localities have combined the new rural development program to create flower roads that both protect road works and beautify the countryside.

In mountainous districts such as Dong Giang or Nam Giang, localities flexibly arrange funds for maintenance and repair of locally managed roads; plant trees and flowers to create a common landscape.

Overcoming limitations

According to statistics from the Department of Transport, Quang Nam has one expressway and 10 national highways with a total length of 968.6km; 26 urban roads with a total length of 576km.

In addition, the road system has a length of 1,923.9km (1,820.1km of solidified roads); 8,119km of rural roads (6,792km of solidified roads). Implementing Resolution No. 165 of the Provincial People's Council on management and maintenance of road infrastructure, the Department of Transport has advised the Provincial People's Committee to approve the Road System Maintenance Plan (DT, DH, and communal roads).

Accordingly, in 2021, a total of 4,291km will be implemented with a total cost of more than 60.1 billion VND; or in 2023, a total of 4,345km will be implemented with a total cost of more than 70.8 billion VND.

Deputy Director of the Department of Transport Tran Ngoc Thanh shared that although the capital source has increased over the years, due to the increase in total road length and increasing traffic activities, the budget still cannot meet the demand.

At the district level, the budget allocated for road maintenance is very low or not allocated at all, depending almost entirely on support from the provincial level. Meanwhile, the provincial budget is still difficult, with many spending tasks, so it is not capable of allocating enough funds for road maintenance needs in the area. Some localities still lack attention and underestimate the work of regular road maintenance.

In order to ensure traffic safety and meet the traffic needs of vehicles, the implementation of road system management and maintenance must continue to receive due attention, with many resources.

In addition to regular repairs, the relevant authorities will continue to advise the Vietnam Road Administration and the Provincial People's Committee to allocate resources for periodic repairs on authorized national highways and urban roads.

Recommend that the Central Government pay attention to allocating funds to upgrade and expand the horizontal national highways in accordance with the planning, the most urgent of which is the seriously degraded National Highway 14D; National Highway 40B, section Bac Tra My - Nam Tra My and National Highway 14G which is too narrow, with many curves, is a bottleneck to ensure traffic safety, promote calling for investment in socio-economic development...
