Focus on removing obstacles to effectively implement power transmission grid projects

This afternoon, April 3, Acting Chairman of the Quang Tri Provincial People's Committee Ha Sy Dong chaired a working session with a delegation of Vietnam Electricity Group (EVN) led by Deputy General Director Pham Hong Phuong on the implementation of power transmission grid projects in the province.

Reporting on the overall scale and progress of the implementation of power transmission grid projects in the province up to now, representatives of EVN and Power Project Management Board 1 said that on December 13, 2024 and February 28, 2025, the Provincial People's Committee approved the investment policy and approved the investor for the projects: Lao Bao 500 kV transformer station (Huong Hoa) and the connecting 220 kV line; Quang Tri 2 500 kV switching station and the connecting 500 kV lines.

Currently, the geological and topographic survey work has been completed, EVN is resolutely directing consulting units to develop a feasibility study report and specialized reports and agreements. EVN representative proposed that the Provincial People's Committee direct relevant departments, branches and localities to continue to coordinate and support EVN to complete the reports to soon submit to competent authorities for appraisal and approval.

Regarding the Lao Bao 500 kV Transmission Line - Quang Tri 2 500 kV Switching Station project, on October 15, 2024, the Provincial People's Committee agreed on the location and direction of the transmission line of the project. EVN also sent a document with the project investment proposal to the Department of Planning and Investment (now the Department of Finance) to request project implementation.

On the other hand, the Department of Finance has provided guidance on ensuring the conditions for approving the project investment policy. Currently, this project is being considered by the Provincial People's Committee to issue a decision approving the investment policy and approving the investor.

However, the project is facing some difficulties and problems related to the time to adjust the Master Plan of Krong Klang town (Dakrong district) to 2035 and the Construction Plan of Dakrong district to 2040, along with some issues related to the land use zoning plan in the provincial planning.

Therefore, EVN representative proposed that the Provincial People's Committee provide direction and remove obstacles to speed up the progress of granting investment policies, ensuring synchronization with the two power transmission grid projects approved by the Provincial People's Committee.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong requested departments, branches and localities to urgently speed up the implementation of tasks related to planning, land use plans and the General Planning of Krong Klang town (Dakrong district) until 2035, the Construction Planning of Dakrong district until 2040, requiring completion before April 10, 2025 to submit to the Provincial People's Committee for consideration and comments on the approval of the investment policy, and at the same time approve the investor of the Lao Bao 500 kV Transmission Line - Quang Tri 2 500 kV Switching Station project before April 15, 2025.

The Acting Chairman of the Provincial People's Committee also requested EVN and the Power Project Management Board 1 to coordinate with the districts of Huong Hoa, Dakrong and Cam Lo to update the project into the local land use plan for 2025 to ensure compliance with regulations; coordinate with the Department of Agriculture and Environment to complete the procedures for converting forest use to other purposes to implement the projects, and at the same time complete the environmental impact assessment dossier in April 2025. During the implementation process, if any issues arise beyond the authority, it is necessary to promptly report to the Provincial People's Committee for direction to remove obstacles, ensuring the project is implemented effectively and on schedule.
