Promoting effective policies
As a place with a large concentration of Khmer people in the province, in recent times, the districts of Hoa Binh, Vinh Loi, and Hong Dan have been very active in diversifying their livelihoods and supporting poor households to improve their income. Typical examples include the model of converting ineffective rice-growing land to growing crops combined with livestock, rotating shrimp-rice crops, establishing cooperatives to support each other in production as well as consuming agricultural products, encouraging people of working age to work abroad or in companies and factories inside and outside the province, which has helped many Khmer households escape poverty sustainably. Ms. Cao Thi Xo Khol (Vinh Loc hamlet, Vinh Phu Dong commune, Phuoc Long district) shared: “Thanks to the local government's attention and creation of favorable conditions for my family, from borrowing capital for livestock farming, providing technical guidance, to finding stable outlets for both crops and livestock, my family's economy has become increasingly stable, our house is neat and tidy... From there, we have the opportunity to participate and contribute to local movements and activities.”
Along with supporting people to change the structure of crops and livestock, creating effective and long-term livelihoods, localities in the province also open classes to teach traditional crafts such as weaving, forging, weaving, carpentry, etc. to help people earn extra income during their free time. Mr. Danh Ia - a prestigious person in Ngo Kim hamlet (Ninh Thanh Loi commune, Hong Dan district), excitedly said: "From supporting housing and land to supporting capital and techniques to create sustainable livelihoods, many Khmer families in the commune who previously had difficult lives have now risen up to stabilize their lives and escape poverty. It can be said that these policies have really been effective, helping to improve people's lives, contributing to building increasingly prosperous and prosperous villages". Livelihood support for Khmer people does not stop at supporting "fishing rods" with machinery and equipment, but the professional sector also shows people "how to fish", through organizing vocational training classes. The effectiveness of these models helps many people improve their income and stabilize their lives.

Improve life
In recent years, the province has paid attention to supporting livelihoods and career conversion among ethnic minorities in accordance with regulations. Since 2021, the province has been supporting career conversion for thousands of workers. From the effective use of supported capital, the economy and life of ethnic minorities have increasingly improved. In particular, people no longer have the mentality of waiting and relying on others, but have proactively worked hard, studied, worked diligently, and strived to become rich legitimately.
Policies to support economic development in ethnic minority areas have a particularly important position and role for ethnic minorities in the locality. Policies implemented in the locality contribute to the implementation of poverty reduction goals, new rural construction, ensuring social security, and narrowing the gap between rich and poor in the districts. With the joint efforts of the entire political system, the determination to escape poverty has helped the economy and life of the people to become better and better, thereby making efforts to preserve and promote the national cultural identity, and maintain good solidarity among the ethnic groups in the locality.
“The capital source to support the conversion of occupations for ethnic minorities and preferential policies have helped many Khmer households in the district have stable incomes and improved their lives. In the coming time, the district will continue to synchronously implement poverty reduction policies and projects related to the Khmer people so that they can gradually improve their living standards and become quite rich,” said Mr. Nguyen Van Thoi - Chairman of the People's Committee of Hong Dan district.
