On March 26, 2025, at the General Debate on the human rights situation in Palestine and the occupied Arab territories within the framework of the 58th regular session of the Human Rights Council (HRC), Vietnam's representative, Ambassador Mai Phan Dung - Head of the Permanent Mission of Vietnam to the United Nations in Geneva (Switzerland) gave a speech calling for an end to the conflict, protection of civilians and promotion of a two-state solution to the Palestine-Israel issue.

In his speech, Ambassador Mai Phan Dung expressed deep concern over the prolonged violence, which has caused serious loss of life, devastated civilian infrastructure, and left millions of Gazans in misery. The Ambassador stressed that while the parties concerned are seeking a long-term solution, it is urgent to provide humanitarian aid, including food, medicine, shelter and other urgent needs to protect the lives and dignity of the Palestinian people. Vietnam calls on all parties to strictly abide by international humanitarian law, especially the obligation to protect civilians and civilian targets, through the application of the principles of distinction, proportionality and precaution in all military activities. Emphasizing Vietnam's consistent stance, the Ambassador stated that sustainable peace, justice and security can only be achieved through direct and constructive dialogue, on the basis of respect for the United Nations Charter, international law and relevant United Nations resolutions.
The discussion received special attention from many countries, in the context of the conflict between Israel and Palestine continuing to develop complicatedly, especially after airstrikes and clashes between Israeli forces and the Hamas movement broke out fiercely, causing great casualties, including many women and children. Civilian infrastructure such as hospitals, schools and power stations were all severely damaged, causing the humanitarian situation in Gaza to fall into crisis.
The Vietnamese delegation's speech demonstrated its independent, self-reliant, peaceful foreign policy and its role as a member of the United Nations Human Rights Council for the 2023-2025 term, while also demonstrating Vietnam's goodwill and contributions to the international community in resolving security, political, and humanitarian issues as well as promoting peace, stability, and sustainable development in the Middle East and around the world.
According to the plan, the 58th session of the United Nations Human Rights Council will continue to work until April 4, 2025. In the coming time, the session will discuss the situation of protecting and promoting rights in the world, and evaluate the implementation of major Declarations and Action Plans on human rights such as the Vienna Declaration and Action Plan, the Durban Declaration and the Action Plan against Racism, Ethnic Discrimination, Xenophobia and Intolerance. At the end of the session, the Human Rights Council will discuss and adopt about 32 draft resolutions on the human rights situation in countries and specialized resolutions. |
