Diversified policies to support ethnic minorities

In recent times, the implementation of ethnic programs, projects and policies, especially investment projects for the development of ethnic minority groups and ethnic groups with many difficulties in Yen Lap district, has contributed to raising awareness, arousing the will and aspirations of ethnic minorities, promoting local socio-economic development, and making people's lives increasingly prosperous and happy.

Diversified policies to support ethnic minorities

Thanks to support policies for ethnic minority areas, the material and spiritual life of people in Yen Lap district is increasingly improved.

Yen Lap mountainous district is home to more than 80% of ethnic minorities, of which the Muong ethnic group accounts for over 74% and the Dao ethnic group accounts for over 5.1%. Identifying the core and consistent task of developing ethnic minority areas associated with economic restructuring and production organization; thoroughly implementing the directives of the Central, the Provincial and the District Party Committee, the District People's Committee has issued many directives, concretizing directives and resolutions into projects, plans and action programs, suitable to the actual conditions of each locality and each target group.

To create motivation to improve the lives of ethnic minorities, the district has actively implemented programs, projects and policies specifically for them. In the period of 2019-2024, the district has implemented a project to invest in technical works to create stable housing for 94 households in 2 resettlement areas: Cay Dua, Son Tinh area, Luong Son commune, with an investment value of 1.1 billion VND and Xuan Thang resettlement area, My Lung commune, with an investment value of 2.1 billion VND. The district has also reviewed and approved financial support for housing construction for 70 poor ethnic minority households and poor households living in extremely difficult areas under the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas. To date, 14 houses have been completed, 28 houses have started construction, and 28 houses are expected to start construction and be completed in 2024.

In addition, the district invested in the construction, maintenance and repair of 117 essential infrastructure works such as electricity, roads, schools, stations, cultural houses, irrigation works... and repaired and upgraded 2 markets in 2 extremely disadvantaged communes; invested in supporting the preservation and promotion of cultural and historical identities associated with tourism development in 3 communes of My Lung, Minh Hoa, Xuan An; established and approved the implementation of the project to link production in an organic direction, associated with the consumption of Ga Gay sticky rice according to the value chain in My Lung commune... In 2024 and 2025, the district continued to invest in the construction of 2 infrastructure works to stabilize the population in Luong Son and My Luong communes for over 50 households in areas at risk of natural disasters.

At the same time, the district has promoted the implementation of preferential credit policies to support people in housing, support job conversion, create land funds for production, service provision or other jobs, helping to increase income and improve people's lives. The district has assigned communes and towns to coordinate with the district's Social Policy Bank to review and establish projects, creating conditions for eligible households to access capital sources and 175 households have been supported with loans with outstanding loans of more than 6.7 billion VND.

Some other social security policies in the area have also been actively implemented, such as the education policy. The district has seriously and publicly implemented tuition fee exemptions, support for study costs, lunch support for ethnic minority students, students from poor households, boarding students and some policies for students with disabilities... In 5 years, more than 93 billion VND has been supported for over 50,000 students. Regarding health, the district has increased investment in facilities and medical equipment in ethnic minority areas; increased medical examination and treatment, and arranged medical staff to communes, villages and hamlets to improve the quality of health care for people. Over 6,100 health insurance cards have been issued to the poor and near-poor in ethnic minority households and in extremely difficult areas. Cultural institutions have received investment and construction attention, associated with new rural criteria, traditional cultural values ​​have been focused on preserving and promoting...

The work of building a contingent of ethnic minority cadres has always been of interest to Party committees and authorities from the district to the grassroots level; regularly supplementing and including in the planning ethnic minority cadres with high moral qualities, professional capacity, and prestige in agencies, units, and localities. The planning is carried out synchronously and in connection between the district and commune, between agencies and units... both supplementing and creating a reasonable source of cadres. Currently, at the district level, 88/164 leaders are ethnic minorities, accounting for 53.66%; at the commune level, 277/342 leaders are ethnic minorities, accounting for 81%.

Vice Chairman of the District People's Committee Dinh Hai Nam affirmed: The major policies and guidelines for ethnic minorities have added motivation and multiplied the people's trust in the Party and the State. Ethnic minorities in the district have known how to rise up, overcome the mentality of waiting and relying on others, strive to overcome difficulties, develop the economy, narrow the income gap, gradually reduce the areas of special difficulty; eliminate backward customs, along with preserving and promoting the national cultural identity. From there, contributing to maintaining political security, social order and safety, strengthening the great solidarity of the people, joining hands to build Yen Lap homeland increasingly prosperous and beautiful.
