Former Army Colonel Ho Anh Son to stand trial in Viet A case

According to the newly issued decision, the Hanoi Military Court will bring 7 defendants (including 4 former military officers) to trial from December 27. The trial will consider violations related to Viet A Company, the part to be resolved by the military.

Among the defendants, two people were prosecuted for the crime of "Abusing positions and powers while performing official duties", including Trinh Thanh Hung, Deputy Director of the Department of Economic and Technical Sectors, Ministry of Science and Technology, and Ho Anh Son, former Lieutenant Colonel, former Deputy Director of the Military Medical Research Institute, Military Medical Academy.

Three former officers of the Military Medical Academy were prosecuted for "Violating bidding regulations causing serious consequences" including: Nguyen Van Hieu, former Colonel, former Head of Equipment and Supplies Department; Ngo Anh Tuan, former Major, Head of Finance Department; Le Truong Minh, former Major, former Head of Pharmaceutical Chemistry Department.

The two defendants are from Viet A Company, including Phan Quoc Viet, General Director, who was prosecuted for both of the above crimes. Defendant Vu Dinh Hiep, Deputy General Director, was only prosecuted for the act of violating bidding regulations causing serious consequences.

The trial panel of the case consists of 5 military officers, chaired by Lieutenant Colonel Vu Duc Viet. The prosecution and trial supervision are 2 officers from the Hanoi Military Procuracy. The defendants are defended by 14 lawyers.

The court also summoned the victim, the Military Medical Academy; the civil defendant, Viet A Company, and many people with related rights and obligations, such as the Finance Department of the Ministry of National Defense; Lieutenant General Nguyen Viet Luong, former Political Commissar of the Military Medical Academy; Major General Hoang Van Luong, former Deputy Director of the Military Medical Academy, etc.

Previously, the Hanoi People's Court decided to bring the defendants in the Viet A case (civil part) to trial from January 3, 2024. Among the defendants to be brought to trial are 3 former Central Committee members: Nguyen Thanh Long, former Minister of Health; Chu Ngoc Anh, former Minister of Science and Technology; and Pham Xuan Thang, former Secretary of the Hai Duong Provincial Party Committee.

At the 12th session held in March 2022, the Central Inspection Commission reviewed the inspection results when there were signs of violations against the Standing Committee of the Party Committee of the Military Medical Academy for the terms 2015 - 2020, 2020 - 2025.

The Central Inspection Commission found that the Standing Committee of the Party Committee of the Military Medical Academy violated the principle of democratic centralism and the working regulations of the Party Committee.

The Standing Committee of the Party Committee of the Military Medical Academy also lacked responsibility, slackened leadership, direction, inspection and supervision, allowing a number of cadres and leaders of the Academy to seriously violate Party regulations, State laws, regulations of the Central Military Commission, and the Ministry of National Defense in the process of proposing and organizing the implementation of national-level scientific and technological tasks to research and manufacture COVID-19 test kits to serve the work of epidemic prevention and control, and the purchase of supplies and test kits from Viet A Company.

According to the Central Inspection Commission, Lieutenant General Nguyen Viet Luong, Party Committee Secretary, Political Commissar; Lieutenant General Do Quyet, Deputy Party Committee Secretary, Director of the Academy; Major General Hoang Van Luong, Member of the Party Committee Standing Committee, Deputy Director of the Academy and Director of the Military Medical and Pharmaceutical Research Institute; Senior Lieutenant Colonel Ho Anh Son, Party Cell Secretary, Deputy Director of the Military Medical and Pharmaceutical Research Institute, Project Manager; Colonel Nguyen Van Hieu, Deputy Party Cell Secretary, Head of the Equipment and Supplies Department and leaders and officers of a number of units under the Academy are jointly responsible for the violations and shortcomings of the Party Committee Standing Committee of the Military Medical Academy; and are personally responsible for the violations and shortcomings in performing assigned duties and tasks.
