Emulation cluster No. 2 of the Party building organization industry actively and proactively in advisory work

Also attending were representatives of a number of departments under the Central Organizing Committee; leaders of 14 organizing committees of provincial and municipal Party Committees under Emulation Cluster No. 2 including: Lang Son, Quang Ninh, Hai Phong, Bac Giang, Bac Ninh, Thai Binh, Hung Yen, Hai Duong, Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh.

In the first 6 months of 2024, the Party building organization sector of the provinces and cities in the cluster has proactively and effectively advised the Party committees at all levels to lead and direct agencies, units and localities to well perform the tasks of Party building and building a clean and strong political system. Along with that, it has promptly removed difficulties and obstacles, effectively resolved complicated issues arising in local practices, contributing to promoting socio-economic development and strengthening national defense and security of the provinces and cities in the cluster.

Notably, to prepare one step ahead for the next Party Congress, implementing the direction of the Central Committee, the Organizing Committees of the provinces and cities in the cluster have advised the Standing Committees of the Provincial Party Committee and the City Party Committee to lead and direct the full implementation of the steps of the process of introducing personnel for the planning of the positions of official members and alternate members of the 14th Party Central Committee, term 2026-2031; reviewing the personnel for the planning of the 14th Party Central Committee, term 2026-2031 (official and alternate).

Based on the approved planning results, the Organizing Committees of provinces and cities have advised Party committees to deploy guidance and direct agencies, units and localities to review, supplement and adjust the planning of leaders and managers at all levels, promptly remove from the planning those who no longer meet the standards and conditions, have no development prospects or low prestige, and at the same time add to the planning new factors with development prospects, prioritizing young and female cadres.

Provinces such as Bac Ninh, Ha Nam, Hai Phong, Thanh Hoa have proactively advised the Provincial and Municipal Party Executive Committees to establish Document Subcommittees, Personnel Subcommittees and Organization Subcommittees to serve the Provincial and Municipal Party Congresses for the 2025-2030 term.

At the conference, delegates discussed and clarified the results of Emulation Cluster No. 2 in the past time; the difficulties and shortcomings, and shared experiences and practical lessons in Party building and organization work, especially the contents related to personnel preparation for the new term, party member development, grassroots party organizations in the non-state sector; job position projects, etc.

Promoting the advantages and achievements, overcoming the shortcomings and limitations that have been pointed out, in the last 6 months of 2024, the Party building organization sector of provinces and cities in Emulation Cluster No. 2 will continue to make efforts and strive to effectively carry out assigned political tasks; complete the goals of Party building work set out in the Resolution of the congresses at all levels for the 2020-2025 term. Continue to consolidate and perfect the apparatus from the province to the grassroots level in the direction of streamlining, reducing focal points associated with streamlining the payroll, in accordance with local realities, overcoming the situation of overlapping activities between agencies, units, etc.

Speaking at the conference, Comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, emphasized: The year 2024 is of special importance in implementing the 5-year Plan 2021-2025. For the Party building organization sector, the conference of Emulation Cluster No. 2 is a sprint milestone to reach the finish line in 2025.

Appreciating the results of the 14 Organizing Committees' efforts in emulation, making important contributions to the results of the Party building organization sector, comrade Nguyen Quang Duong said that integrating the sector's emulation with local emulation has brought about positive results. Notably, the 32 good models of Emulation Cluster No. 2 have made positive contributions to the Party building work and need to be evaluated, exchanged experiences and replicated in the coming time. At the same time, it is noted that emulation work needs to stick more closely to the key and consistent political tasks of localities, avoiding formalities in implementation.

On this occasion, the Deputy Head of the Central Organizing Committee also discussed and answered questions of localities in the process of implementing and carrying out Party organization tasks.
