The Civil Aviation Authority of Vietnam has just issued a directive on strengthening measures to ensure aviation safety during the peak Tet holiday of 2025.
Strictly comply with regulations and mining procedures
Accordingly, the Civil Aviation Authority of Vietnam requires aircraft operators, aircraft and aircraft equipment maintenance organizations to fully deploy and ensure that aircraft pilots, aircraft maintenance technicians and related individuals strictly comply with the directives issued by the Civil Aviation Authority in ensuring safety.
Units strictly comply with the regulations in the safety directives of the Civil Aviation Authority of Vietnam.
At the same time, thoroughly educate the team of pilots to strictly comply with policies, regulations, and standard operating procedures, especially in adverse weather conditions and complex situations.
Strictly comply with the regulations in the safety instructions of the Civil Aviation Authority, promptly contact the flight control facility when support is needed to ensure flight safety.
Thoroughly instruct technical staff to strictly comply with maintenance procedures and manuals, safety regulations when performing tasks in the airport area, especially technical inspection work before signing to put aircraft/aircraft equipment into operation.
In addition, flight planning and flight routes ensure complete avoidance of airspace areas with risks of armed conflicts, ensuring absolute safety for the flight.
At the same time, proactively monitor weather developments closely to adjust plans or change flight schedules accordingly to minimize the risk of adverse weather conditions affecting flight safety.
Aircraft operators, aircraft and aircraft equipment maintenance organizations also need to increase training content in simulated cockpits on landing situations in complex and unexpected weather conditions, especially takeoffs and landings in weather conditions with sudden wind shear, gusts, and crosswinds.
Focus on counter-wind maneuvers, keeping and landing on the runway centerline and being mentally prepared to fly again in case of adverse weather conditions.
In particular, continue to effectively implement the flight data analysis program, fully analyze, determine causes, and take corrective and preventive measures for events that pose a high risk to flight safety, and promptly report fully to the Civil Aviation Authority of Vietnam; Strengthen internal inspection and supervision to promptly detect system shortcomings and errors, thereby taking timely and effective corrective measures.
Units need to analyze and evaluate the causes of events related to unstable approaches, propose preventive measures to reduce the rate of unstable approaches to meet the goals of the Aviation Safety Index; organize commentary and training to ensure that pilots have sufficient knowledge and skills to identify, prevent and handle unstable approaches, ensuring safe flights.
Implement and effectively deploy the Safety Management Program, comply with mandatory reporting regulations, encourage voluntary reporting and self-reporting of violations, enhance safety culture and non-punitive culture, ensure incidents are investigated, causes are analyzed and effective preventive solutions are provided.
Aircraft operators and maintenance organizations are reminded to strictly comply with the regulations and instructions of the manufacturer in aircraft maintenance. Ensure the principle that flights are only allowed when the aircraft meets airworthiness standards.
For foreign aircraft operators, the Civil Aviation Authority of Vietnam requires that pilots fully prepare for flights, fully and promptly grasp NOTAM information, meteorological information, and aviation news announcements of Vietnam, carefully study airports, flight routes and flight methods in Vietnam; strictly and fully comply with air traffic controller instructions as prescribed; strictly comply with safety regulations at airports;
Ensure that the technical staff of the Aircraft Operator and maintenance service providers strictly comply with maintenance procedures and manuals, safety regulations when performing tasks with flights to/from Vietnam; Strengthen safety supervision at the airport with Service Providers, ensure that safety standards according to Vietnam's regulations and the International Civil Aviation Organization ICAO are always complied with.
Strengthen supervision and promptly detect violations of safety regulations.
Vietnam Air Traffic Management Corporation (VATM) is required to fully implement and monitor compliance with the directives of the Civil Aviation Authority of Vietnam to air traffic controllers (ATSC) and related individuals. Thoroughly instruct the ATSC team to strictly comply with regulations and standard procedures in flight operations.
VATM must continuously grasp and update meteorological information, especially on unfavorable weather conditions for flight operations in the area of responsibility, to proactively develop appropriate operation plans and promptly provide information and advice to pilots. Strengthen observation and supervision of air traffic situations, plan flight operations, promptly detect situations that pose potential risks to flight safety, advise and take effective measures to handle and assist the flight crew.
In addition, it is necessary to strengthen weather forecasting, warning and advisory for flight operators, air traffic controllers and port operations departments to closely monitor weather developments in the area of responsibility, update warning and forecast bulletins when there are changes that reach the threshold compared to the issued bulletins; strengthen advisory on the appearance or development of weather phenomena affecting flight operations; deploy and apply meteorological information advisory methods that are easy to understand, simple to operate, convenient and more focused to increase the effectiveness of assisting airlines, pilots and air traffic controllers...
In particular, strengthen inspection and monitoring of the operating status of ANS systems and equipment to promptly detect potential technical risks and dangers in order to have timely handling and response plans to ensure safety for flight operations.
The Civil Aviation Authority of Vietnam requested the Vietnam Airports Corporation and Van Don International Airport to strengthen supervision of vehicle operations in the airport area, promptly detect violations of safety regulations, and coordinate with the airport authority to strictly handle violations.
Units monitor and promptly provide information on runway conditions that may affect aircraft take-off and landing operations to relevant air traffic control units. Coordinate with airport authorities to strengthen inspection and supervision of compliance with regulations on port operation safety with construction, renovation, repair and upgrading of runways, taxiways and aprons in the airport area.
Strengthen inspection, collect foreign objects, chase away birds operating in the airport area, strictly control to prevent pets from entering the airport area.
ACV and Van Don International Airport are also responsible for reviewing, strengthening inspection and supervision to ensure that emergency coordination procedures, emergency response forces and emergency equipment are always ready to be activated at the highest level to respond to all emergency situations in the airport area.
Airport authorities shall strengthen inspection and supervision of airport safety and strictly handle violations related to airport safety. At the same time, organize commentaries and draw lessons from violations of airport safety regulations and airport safety incidents to relevant units operating in the airport according to regulations.
The port authority shall coordinate with the airport, local authorities and competent agencies to promptly detect and prevent acts of laser beaming, illegal use of flycams, drones, and kite flying around the airport area that affect flight safety. Strictly handle organizations and individuals who violate aviation safety regulations and disseminate and propagate to agencies, units and people to properly implement aviation safety regulations.
