Ambassador Olivier Brochet said that in 2024, Vietnam and France upgraded their relationship to a comprehensive strategic partnership during the official visit to France by General Secretary andPresident To Lam from October 6-7, 2024.
This makes France the first country in the EU to have a comprehensive strategic partnership with Vietnam. Notably, transportation is an important field that Vietnam and France have promoted together for many years, including aviation cooperation.
Transport is an important field that Vietnam and France jointly promote.
Ambassador Olivier Brochet also affirmed that France is ready to share experience and information with Vietnam to increase financial and human resources to ensure flight safety.
Speaking at the ceremony, Deputy Minister of Construction Le Anh Tuan emphasized that the positive cooperation results between the two sides are not only in the aviation sector between the Civil Aviation Authority of Vietnam and the French General Directorate of Civil Aviation, but also reflected in ministerial-level cooperation, demonstrated through the working trip of the Minister of Transport (now the Ministry of Construction) to France in April 2024 as well as the working visit of the French Minister of Transport Philippe Tabarot to Vietnam in March 2025.
Regarding air transport, currently, there are 2 airlines regularly operating the market between Vietnam and France: Vietnam Airlines and Air France.
Airbus is currently the largest aircraft supplier to Vietnamese airlines. The two sides are working together to evaluate the fleet modernization plan until 2030, with a vision to 2035.
Regarding airport development, recently, French company ADPi won the bid to consult on the review of detailed planning for Da Nang, Cam Ranh, Phu Quoc International Airports and Con Dao Airport for the period 2021-2030, with a vision to 2050. ADPi is also the unit that prepared the detailed planning for Noi Bai International Airport for the period 2021-2030, with a vision to 2050, funded by the French Government, with a total value of nearly 570 thousand Euros.
On this occasion, Deputy Minister Le Anh Tuan requested the French General Department of Civil Aviation to continue coordinating with the Civil Aviation Authority of Vietnam to effectively implement the Technical Cooperation Agreement between the two sides.
In particular, supporting the Civil Aviation Authority of Vietnam in training to improve the capacity of airport safety supervisors; Providing technical support for assessing the index of runway classification; Coordinating the organization of the workshop on the process of coordinating decision making at airports; Workshop on air traffic flow management; Workshop on information notification services; Workshop on aeronautical information management. Along with that is the organization of training courses on flight method design; Inspection/evaluation of flight operation assurance equipment and flight methods; Inspection techniques; Creating favorable conditions for airlines of the two countries in the exploitation process.
The technical cooperation agreement was signed between the Civil Aviation Authority of Vietnam and the Directorate General of Civil Aviation of France (DGAC) on May 24, 2018, in Paris, France.
To implement the Agreement, from 2019 to present, the two sides have signed 5 Annexes and organized annual and rotating Executive Committee meetings in France and Vietnam to identify necessary support activities.
According to the contents of the signed Appendices, the French General Directorate of Civil Aviation has assisted the Civil Aviation Authority of Vietnam in improving its capacity to monitor aviation safety and its capacity in the field of flight operations management.
Appendix VI signed on April 9, 2025 includes the following contents:
Strategic plan: The French side will help the Civil Aviation Authority of Vietnam develop a strategic plan to respond to the growth of the aviation industry in the coming years.
Monitoring system: The French side will support the Civil Aviation Authority of Vietnam to strengthen monitoring activities related to airlines and maintenance organizations and help the Civil Aviation Authority of Vietnam to internally train aviation safety supervisors and support the Civil Aviation Authority of Vietnam in the transition to risk-based monitoring.
National Aviation Safety Program: France will help the Civil Aviation Authority of Vietnam establish an effective program to address risks in the Vietnamese air transport system.
Technical training: France will provide technical training according to the project's needs to develop the capacity of safety supervisors of the flight safety standards department.
