Hung Yen voters propose to completely resolve environmental pollution

At the meeting, the representative of the Provincial National Assembly Delegation informed voters of the expected time and program of the 6th Session of the 15th National Assembly and responded to voters' opinions and recommendations at the previous Session.

With a democratic and frank spirit, voters of Van Lam district made recommendations on issues related to the fields of natural resources and environment, site clearance work... Voters said that currently, Dinh Du, Kien Thanh, Bac Hung Hai rivers are seriously polluted in terms of water sources and give off foul odors, requesting competent authorities to promptly take measures to prevent and handle the situation promptly and thoroughly. Voters requested that competent authorities take measures to completely resolve the amount of plastic waste that has accumulated for many years in Minh Khai craft village, Nhu Quynh town; completely handle the environmental pollution situation at Unenco Factory and some enterprises in Dong Mai craft village industrial cluster, Chi Dao commune...

In addition, voters also recommended that the Ministry of Public Security continue to pay attention to and invest in equipment and means for work, especially modern equipment to meet the requirements of building a truly clean, strong, disciplined, elite, and modern People's Public Security force, meeting the requirements of tasks in the new situation. Voters requested that competent authorities pay attention to and consider a number of cases in Nghia Lo village, Chi Dao commune that have not yet enjoyed the policies for frontline laborers participating in the resistance war...

Responding to voters' petitions, Minister To Lam said that environmental pollution is a complicated issue in localities with developed economies. In Hung Yen, at most meetings with voters, people reported on environmental pollution, especially pollution of the Bac Hung Hai river system, waste in craft villages and the problem of untreated waste discharge in industrial parks. However, to solve this problem at its root, it is necessary to have the participation of Party committees, authorities at all levels and all people, not just the responsibility of specialized forces in charge of preventing and combating environmental pollution.

Regarding the issue of land clearance and resettlement, Minister To Lam said that not only in Hung Yen but also nationwide, it is very "hot", the main reason is related to the issue of land use rights (according to statistics, over 85% of prolonged lawsuits are related to land). The difficulty is that the land compensation and land clearance prices according to the law are often many times lower than the actual land price, so it is difficult to harmonize with the interests of the people. Therefore, the authorities of Hung Yen province and Van Lam district should base on the provisions of the law and proactively seek other funding sources to soon complete the projects according to the wishes of voters.

Affirming that the arrangement and consolidation of the organizational apparatus in the direction of "Ministry is refined, province is strong, district is comprehensive, commune is close to the grassroots" is extremely correct, contributing to limiting crimes and law violations right from the grassroots, Minister To Lam said that currently, in addition to the regimes and policies prescribed for officers and non-commissioned officers in the People's Public Security, the police force of communes and towns also enjoys a number of other regimes and policies such as enjoying the highest rank regime such as Ward Police Chief, Deputy Ward Police Chief; being exempted from education level to consider promotion to rank if working in an area with a regional allowance coefficient of 0.5 or higher...

In addition, the Ministry of Public Security has reported to the Government and the Prime Minister to consider raising the special allowance level for Commune Police (in communes not located in mountainous, border, or island areas); at the same time, it has proposed that the Ministry of Labor, War Invalids and Social Affairs add the work of Commune Police to the list of arduous, toxic, dangerous or especially arduous, toxic, dangerous occupations and jobs...

Minister To Lam requested the Office of the National Assembly Delegation and the People's Council of Hung Yen province to synthesize and advise the National Assembly Delegation of the province to report and promptly transfer to the functional agencies of the National Assembly, the National Assembly Standing Committee, the Government, ministries, central branches, provincial People's Committees, departments and branches of Hung Yen province in general, and Van Lam district People's Committee in particular to consider, respond, resolve and promptly notify the results to voters in accordance with the procedures and processes prescribed by law.

For petitions under the authority of the government, departments, branches and localities, Minister To Lam requested that heads of competent agencies and units proactively respond in writing and promptly send them to voters with petitions, as well as to National Assembly deputies of Hung Yen province and competent agencies performing supervisory functions.

On this occasion, Minister To Lam donated 50 computers to schools and visited and presented gifts to policy families in Van Lam district.
