The role of the provincial People's Council committees in the audit activities

In recent times, the work of examining reports, submissions, resolutions... of the Provincial People's Council committees has ensured compliance with legal regulations and effectiveness; the quality of examination reports at meetings has been increasingly improved, assessing and analyzing existing problems and limitations, pointing out causes and specific proposals and recommendations, expressing opinions and being highly critical.

The Economic - Budget Committee of the Provincial People's Council presented the inspection report at the 24th Session of the 18th Provincial People's Council.

Since the beginning of the 2021-2026 term, in compliance with the provisions of the law, the Economic - Budget Committee of the Provincial People's Council has seriously performed the task of reviewing reports and draft resolutions submitted at the session. Deputy Head of the Economic - Budget Committee of the Provincial People's Council Dinh Ngoc Thuy said: The committee's review activities are carried out in accordance with the provisions of Article 111 of the Law on Organization of Local Government 2015 and gradually innovated towards in-depth focus on each content and field. The committee has combined survey, supervision, situation grasp, information collection and document research activities to serve the review work, and furthermore, helping the members of the committee have enough basis to argue and respond to the contents with many different and conflicting opinions.

During the review process, the committee raised inappropriate issues to help the Provincial People's Council make correct and feasible decisions. During the review process, the committee analyzed key issues for the People's Council delegates to focus on discussing, considering, and clarifying the possibilities and conditions for implementing the resolution in practice. From the committee's recommendations, the discussion sessions at the hall were actively participated in by delegates and had practical results, contributing to helping delegates have a basis to discuss and consider the legality and feasibility of reports, submissions, etc. at the meeting.

Realizing the importance of the verification work, immediately after agreeing on the content and agenda of the People's Council session, the Standing Committee of the Provincial People's Council assigned the Provincial People's Council committees to proactively organize and develop specific plans for verification in each field. At the same time, the drafting agencies were required to promptly complete reports, projects, submissions and draft resolutions, and send them to the Provincial People's Council committees to carry out the verification. Based on the received records and documents, the committees proactively coordinated and agreed to arrange reasonable time to avoid overlapping in time, ensuring that all attended and contributed comments to the reports, projects, submissions and draft resolutions in the assigned fields. The verification activities were carried out by the committees in accordance with the process, gradually innovating towards in-depth focus on each content and field. In particular, the committees always innovated verification methods such as based on the researched content, considering conducting direct surveys at a number of related units and localities, listening to voters' opinions; Work directly with the agency or unit in charge of advising on the content presented at the meeting to request explanations and clarification of content and issues with many different opinions.

Along with that, during the review process, the committees of the Provincial People's Council had many critical opinions on the content of the reports, submissions, and draft resolutions, which were accepted and supplemented by the Provincial People's Committee. In particular, the review reports of the committees were basically carefully prepared, of high quality, focusing on the contents that need attention, the legal bases were strictly guaranteed, highly critical and had specific, focused proposals and recommendations, in accordance with the provisions of the law, close to the reality of the locality, which was an important basis for the Provincial People's Council delegates to discuss and decide on the contents presented at the session. For example, at the 24th session of the Provincial People's Council held at the end of 2024, the resolutions were unanimously approved by delegates with a very high rate such as: Adjusting the Project on arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period of 2021-2025. Regulating the level of social assistance policy payment costs for social protection beneficiaries through payment service organizations in Thanh Hoa province. Regulating the level of support for job creation and vocational training for people whose land is recovered in Thanh Hoa province. Regulating land policies for ethnic minorities living in Thanh Hoa province...

It can be seen that good examination will contribute to improving the quality and effectiveness of the People's Council's resolutions. The resolutions of the Provincial People's Council that have been built and issued on the basis of careful examination and supervision in the past have been effectively implemented and achieved high consensus among the people, thereby promoting local socio-economic development.
