This is one of the goals set by Slow Vietnam Co., Ltd. at the working session with the People's Committee of Quang Tri province and related departments, branches, and localities on the implementation of building a chain linking production with consumption of coffee products in Quang Tri province this morning, September 17. At the meeting, the representative of Slow Vietnam Co., Ltd. (Slow Vietnam) said that in August 2023, the People's Committee of Quang Tri province issued a decision approving the Project "Economic coffee production and natural forest improvement in Huong Hoa district, Quang Tri province" sponsored by the World Wide Fund for Nature-Vietnam (referred to as the PFFP Project) and the decision to approve the Overall Operation Plan of the PFFP Project, in which Slow Vietnam is a commercial partner participating in the implementation of the Project "Economic coffee production and natural forest improvement in Huong Hoa district, Quang Tri province".
Within the framework of the PFFP project, the target from 2023 - 2027, as a commercial partner of the project, Slow Vietnam commits to implementing a plan to produce, process and export 1,000 tons of green coffee to the international market each year; convert 2,500 hectares of monoculture coffee to an agroforestry model with the participation of 2,000 households; increase the income of coffee farmers by 40%; 18,000 hectares of natural forests in the biodiversity corridor in nature reserves in the province are effectively protected.
Currently, the total coffee growing area of Quang Tri is 3,706.9 hectares. Of which, the commercial coffee area is 3,434 hectares, with an average output of 35,000 tons of fresh fruit, mostly concentrated in Huong Hoa district. Huong Hoa district's tea coffee products have been assessed by the Intellectual Property Office and granted a collective trademark protection certificate "Khe Sanh". Currently, many coffee production and processing enterprises and cooperatives have chosen to develop clean, high-quality coffee lines, with 250 hectares of production following the agroforestry coffee model, bringing higher economic efficiency. Quang Tri aims to have about 2,000 hectares of agroforestry coffee by 2027; 150 hectares of coffee certified to organic standards and maintain the development of 60 hectares of specialty tea coffee in Huong Phung commune, Huong Hoa district. |
Based on that goal, Slow Vietnam plans to implement it in two phases. Specifically, phase 1 will build a factory to process coffee beans into green coffee in Nam Dong Ha Industrial Park in 2024; phase 2 will build a fresh coffee processing factory in Huong Hoa district in 2025.
Regarding progress, the representative of Slow Vietnam informed that in the last 2 months of 2023, the company has cooperated with 2 cooperatives, 1 processing unit and 150 member households in Huong Hoa to purchase 106 tons of Arabica coffee. In the first 6 months of 2024 alone, the unit has established farmer groups to register for agroforestry models and supply fresh coffee beans; carry out procedures for transferring assets and applying for land lease to build a processing factory in Nam Dong Ha Industrial Park...
At the meeting, representatives of departments, branches, localities and Slow Vietnam exchanged and discussed difficulties and problems in the project implementation process.
In particular, the number of farmers registered to supply and the volume of fresh coffee berries to Slow Vietnam is very small, accounting for 20% of the target in the 2024 crop year; Slow Vietnam has not yet determined the location to build a fresh coffee berry processing factory in Huong Hoa district in 2025.
Regarding the issue of foreigners working in border areas, due to the nature of their work, the frequency of foreign staff of Slow Vietnam entering the province's border areas is quite frequent. However, licensing procedures still take a long time; investment procedures and construction of the Arabica coffee processing factory in Nam Dong Ha Industrial Park currently need many steps to complete, which somewhat affects the purchasing and processing activities in the 2024 crop year of the investor...

In his concluding remarks, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong highly appreciated and acknowledged the contributions of Slow Vietnam in the past time in the province, especially the mechanisms and policies in implementing the construction of a chain linking production and consumption of coffee products.
In the coming time, to continue accompanying enterprises in implementing projects, it is recommended that the Department of Natural Resources and Environment and the Provincial Economic Zone Management Board actively support and guide investors on procedures for land lease and investment licensing to soon put the Arabica Coffee Processing Factory in Nam Dong Ha Industrial Park into operation in 2024; the Department of Natural Resources and Environment coordinates with departments, branches and localities to support cooperatives and enterprises in Huong Hoa district to complete procedures on environmental licenses and land use planning to ensure sufficient conditions to participate in the linkage to supply coffee products to Slow Vietnam.

The Department of Agriculture and Rural Development is assigned to preside over and coordinate with localities and investors to review the needs of cooperatives, enterprises, and individual coffee-growing households to guide and complete appraisal documents and approve linkage plans to ensure compliance with regulations.
Huong Hoa district urgently reviewed the planning, found a location that met the standards to create conditions for Slow Vietnam to carry out investment procedures for a fresh coffee processing factory.
Regarding the activities of foreigners in the border area, the Provincial Police and Provincial Border Guard are assigned to coordinate with localities and Slow Vietnam to guide licensing procedures to facilitate the company's staff working in the area.
