The press conference took place right after the regular Government meeting held on the same day.
Speaking at the press conference, Minister Tran Van Son said that the country's socio-economic situation in May continued to be stable, with positive changes, with many areas improving compared to April.
Notably, inflation has been on a downward trend over the months; production and business have improved, the Industrial Production Index (IIP) increased by 2.2% compared to April and increased by 0.1% over the same period; agricultural production is stable, exporting 1 million tons of rice, worth 0.53 billion USD, up 41.1% in volume and 53.1% in value over the same period.
In addition, total retail sales of goods and consumer service revenue increased by 1.5% compared to April and increased by 11.5% compared to the same period; the number of enterprises withdrawing from the market decreased by 22% compared to April...
The Head of the Government Office informed that in the first 5 months, the socio-economic situation of the whole country had many bright spots. For example: Inflation was controlled. The average CPI in the first 5 months increased by 3.55% compared to the same period last year. Revenue was enough to cover expenditure, the state budget revenue was estimated at 769.6 trillion VND, equal to 47.5% of the estimate. Exports were enough to cover imports, with a trade surplus of 9.8 billion USD.
Food and energy security are guaranteed. Labor supply basically meets demand.
The monetary market is basically stable, the operating interest rate has been reduced three times in a row, the lending interest rate has been adjusted downward; the exchange rate is stable, consistent with market developments; the monetary policy has been proactively managed in an appropriate, certain, flexible, proactive and timely manner.
Production and business activities have many changes. In particular, agricultural, forestry and fishery production is stable and growing. Trade and services continue to increase, total retail sales of goods and consumer service revenue in 5 months increased by 12.6% compared to the same period last year.
At the same time, tourism recovered quickly, with nearly 4.6 million international visitors, 12.6 times higher than the same period, equal to 57.5% of the yearly plan.
Investment was promoted, disbursement of public investment capital by May 31 reached over 157 trillion VND, equal to 22.22% of the plan, an increase of 41 trillion VND, an increase of 35% over the same period, thereby pushing a large amount of capital into the economy, supporting output for many industries and fields, and creating jobs.
Social security is ensured. Medical examination and treatment are actively implemented; Education and training are directed with attention. Labor supply-demand connection activities are enhanced; timely support is provided to people and workers who have lost their jobs or have reduced working hours; people's lives continue to improve.
National defense, security, and territorial sovereignty were maintained. Foreign affairs and international integration continued to be implemented comprehensively, proactively, positively, and effectively, especially economic diplomacy.
Media information is enhanced; actively providing quick, accurate, and relatively complete information on the country's socio-economic situation and preventing, removing, and refuting much fake, bad, toxic, offensive, and anti-Party and anti-State information.
Besides the achieved results, according to Minister Tran Van Son, Government members also frankly assessed that our country still has many shortcomings, difficulties and challenges to face and need to be handled.
Specifically: Macroeconomic stability, major balances have many potential risks; inflation tends to decrease but is still under a lot of pressure; businesses, especially small and medium enterprises, continue to face difficulties, especially in terms of access to capital, orders decrease; lending interest rates have decreased but are still high; prices of input materials in agriculture are high, especially animal feed.
In addition, the implementation of some policies of the three national target programs and the Socio-Economic Recovery and Development Program is still slow; the labor and employment situation faces many challenges; risks of epidemics, storms, floods, heat waves, droughts, climate change, etc. continue to need attention; the lives of a part of the people are still difficult, especially in remote areas, ethnic minority areas, etc.
To improve the above difficulties and challenges, Minister Tran Van Son said that Prime Minister Pham Minh Chinh directed that in the coming time, all levels, authorities and localities need to prioritize more effective implementation of growth targets; focus on promoting 3 growth drivers; continue to implement a firm, proactive, flexible, timely and effective monetary policy; and perform well the work of establishing, appraising and approving plans, ensuring progress and quality.
In addition, it is necessary to accelerate large-scale industrial projects, encourage enterprises to participate more deeply in the global production chain; ensure the balance of food and foodstuffs; focus on promoting administrative procedure reform, improving the investment and business environment; fully, promptly and effectively implement policies to ensure social security and social welfare; grasp the situation, avoid being passive and surprised, firmly protect sovereignty, independence, unity and territorial integrity; promote propaganda about the tasks and results of implementing the socio-economic development plan.
