At the conference, comrade Le Van Dung, Head of the Department of Internal Affairs of the City People's Committee, announced Resolution No. 04/NQ-HDND, dated February 21, 2025 of the City People's Council "on the establishment of specialized agencies under the City People's Committee".
According to Resolution No. 04, the establishment of specialized agencies under the People's Committee of the City of TV, including: (1) Department of Home Affairs of TV on the basis of merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs of TV; (2) Department of Economy, Infrastructure and Urban Areas of the city on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade from the Department of Economy and the Department of Urban Management; (3) Department of Culture, Science and Information of TV on the basis of receiving the functions and tasks of the Department of Culture - Information and the functions and tasks of science and technology from the Department of Economy of the city; (4) Department of Agriculture and Environment of TV on the basis of receiving the functions and tasks of the Department of Natural Resources and Environment and the functions and tasks of agriculture and rural development from the Department of Economy, receiving the task of poverty reduction from the Department of Labor - Invalids and Social Affairs; (5) The City's Department of Ethnic Minorities and Religions, based on the Department of Ethnic Minorities, receives additional functions, tasks, and organization of the state management apparatus on religion from the City's Department of Internal Affairs.

The above specialized agencies will officially come into operation from March 1, 2025. The specialized agencies under the People's Committee of the City before the merger will cease operations by February 28, 2025.
The conference also announced the decisions of the Chairman of the City People's Committee on the establishment of specialized agencies and decisions on personnel work:
(1) Decision No. 315/QD-UBND, dated February 24, 2025 "on the establishment of the City's Department of Economy, Infrastructure and Urban Affairs on the basis of receiving the functions and tasks of advising on state management of construction, traffic, industry and trade from the Department of Economy and the Department of Urban Management".
Regarding the organizational structure, the Department of Economics, Infrastructure and Urban Affairs has 01 Head, 04 Deputy Heads, and 09 specialists. Comrade Nguyen Thanh Liem, Head of the Department of Urban Management, holds the position of Head of the Department of Economics, Infrastructure and Urban Affairs. Comrade Cao Van Thang, member of the City Party Committee, Head of the Department of Labor - Invalids and Social Affairs, holds the position of Head of the Department of Home Affairs. (5) Decision No. 319/QD-UBND, dated February 24, 2025 "on the establishment of the City Department of Ethnic Minorities and Religions on the basis of the Department of Ethnic Minorities receiving additional functions, tasks, and organization of the state management apparatus on religion from the Department of Internal Affairs".
Regarding the organizational structure, the Department of Ethnic Minorities and Religions has 01 Head, 01 Deputy Head, and 01 specialist. Comrade Duong Ngoc Thu, Head of the Department of Ethnic Minorities, holds the position of Head of the Department of Ethnic Minorities and Religions; Comrade Au Hoang Lam, Deputy Head of the Department of Internal Affairs, holds the position of Deputy Head of the Department of Ethnic Minorities and Religions.
After the reorganization and streamlining of the organizational structure, the City People's Committee has 11 specialized agencies. Of which, 05 agencies were newly established according to the Resolution of the City People's Council; the remaining specialized agencies (Department of Justice, Department of Education and Training, Department of Health, Inspectorate, Office of the City People's Council - People's Committee) received some functions and tasks transferred from other relevant agencies.

Speaking at the conference, comrade Nguyen Van Nhu, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee acknowledged and commended the agencies for completing their tasks well before the merger and consolidation; effectively leading and directing the implementation of political tasks, making an important contribution to the overall development of the city.
Recognize and commend the sense of responsibility, political determination, support and solidarity for the common cause of all cadres, civil servants, public employees and workers of agencies implementing mergers, consolidations or ending operations to establish new agencies according to regulations of the Central and the province.
The Chairman of the People's Committee of the city emphasized: this is just the beginning step for the arrangement and streamlining of the organizational apparatus. In the coming time, the newly established agencies still have many tasks to do. In particular, it is necessary to pay attention to doing well the political and ideological work in receiving and arranging civil servants, arranging the workplace to avoid discrimination and disunity; soon stabilize the organizational apparatus, facilities, working conditions...
Assign tasks to each field, clearly define people, work, progress, results, and responsibilities; ensure that the new apparatus is better than the old one; ensure that work continues to operate normally, without interruption, stagnation, or omission; do not affect the normal activities of society, people, and organizations; absolutely do not allow a purely mechanical merger to occur. The activities of agencies must ensure succession, while working, they must learn from experience so that the new agency can operate more effectively...
Continue to fulfill the task of building a truly "Refined - Lean - Strong - Efficient - Effective - Effective" organizational structure to fully implement the Resolution of the 12th Party Congress of the City Party Committee, firmly entering the era of rich, prosperous, civilized and happy development with the whole country.
