At the conference, Ms. Dinh Thi Thuy Ngan, Director of the Department of Planning and Investment, announced the Decision of the Provincial People's Committee on approving the results of the assessment of competitiveness at the department, branch and local level (DDCI) in 2023.
As a result, for departments, branches and sectors, there are 5 units classified as very good, which are the State Bank Branch, the Provincial Police, the Department of Planning and Investment, the Department of Labor, War Invalids and Social Affairs, and the Provincial Inspectorate; 7 units classified as good, 11 units classified as fair and average. For districts and cities, there is 1 locality classified as very good, which is Kim Son district; 4 units classified as good, 1 unit classified as fair and 2 units classified as average.
After 3 years of implementation, the DDCI Index has been applied flexibly, gradually becoming standardized, suitable for the province's business environment, creating consensus in the business community to support and actively participate in the survey. 2023 is also the first year of online survey implementation, helping businesses save time filling out forms and receiving investigators.
The collected information is a reliable guide for the province to develop practical, accurate, and appropriate action plans for the local situation. The survey results and opinions are the basis for departments, branches, sectors and localities in the province to receive comments from businesses, thereby continuing to promote what has been done, seriously overcoming shortcomings and limitations to improve the quality of management and administration of authorities at all levels; continue to improve the investment and business environment, and enhance the province's competitiveness in the following years.
The representative of the consulting unit, the Bac Ninh Provincial Institute for Socio-Economic Development, also discussed the expert's perspective on the results and importance of the publication of the DDCI. At the same time, he shared experiences and solutions in the coming time to improve the quality of management and operation, and improve the investment and business environment for enterprises and investors.
Speaking at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: After 3 years of implementation, the assessment of competitiveness at the department, branch and local level (DDCI) has had a great impact on the awareness of each agency and unit, especially the leaders in self-reviewing and reviewing the quality of performing administrative tasks related to enterprises. This is the channel for enterprises to perceive and feel about the management of departments, branches and localities, so if we know how to filter and perceive the true nature, it will help improve the leadership capacity, effectiveness and efficiency in the management and operation of agencies and units.

The Chairman of the Provincial People's Committee also highly appreciated the proactiveness and positivity of departments, branches, and localities. After announcing the DDCI ranking results in 2022, they focused on reviewing, analyzing, evaluating, and developing action plans and programs to improve each component index and basic indicator in the DDCI Index of Ninh Binh province in 2023. Therefore, the average assessment score of departments, branches, and sectors this year increased by 5.64 points compared to last year.
This shows that the province's direction and management in building a dynamic apparatus that adapts to development tasks in the new economic context has been somewhat effective, contributing significantly to the significant improvement of Ninh Binh's Provincial Competitiveness Index in 2022, up 14 places compared to 2021. In particular, the organization of surveys and collecting opinions and information has received great attention and response from the business community with a response rate of over 50%, higher than last year.
With sincere thanks for the responsible participation of the Provincial Business Association and the Business Associations of districts, cities, the Provincial Young Entrepreneurs Association... in the information and propaganda work so that businesses understand the role, significance and actively participate in the survey and answer the questionnaire, the Chairman of the Provincial People's Committee also requested that based on the scores of the component indicators, basic indicators, ranking positions and rankings that have been assessed in the DDCI Index this year, departments, branches, and localities focus on reviewing, analyzing, evaluating, developing and implementing action plans and programs to improve each component indicator and basic indicator.
For high-ranking units, continue to promote the achieved results and maintain the ranking; for low-ranking units, find out the causes and propose solutions to enhance competitiveness and improve the ranking in the coming year.
There are only 2 years left until the end of the 2020 - 2025 term, in the context of many difficulties in the country and the world, affecting the development of the socio-economy in general and the development of the business community in particular. Therefore, the Chairman of the Provincial People's Committee requested that in 2024, departments, branches, and localities need to continue to promote the spirit of sharing, accompanying, and supporting so that businesses can feel secure and excited about production and business, creating new values, contributing to ensuring the growth rate according to the set goals.
At the same time, strengthen coordination, review criteria, proactively overcome existing problems and limitations, especially reform administrative procedures, create the most favorable conditions for enterprises in the process of investment, production and business in Ninh Binh, thereby actively contributing to improving the province's competitiveness index.
In addition, it is necessary to actively coordinate with the Provincial Business Association and the Business Associations of districts and cities to research and find appropriate solutions to disseminate and support legal knowledge for individual business households, small and micro enterprises in the area.
Emphasizing the vision and strategic orientation of the province is to build Hoa Lu-Ninh Binh city into a "Millennium Heritage City", within the common goal of bringing Ninh Binh province to basically meet the criteria by 2030 and to become a centrally-run city by 2035, the Chairman of the Provincial People's Committee requested heads and directors of departments, branches, sectors, Secretaries and Chairmen of People's Committees of districts and cities to thoroughly grasp this spirit to create unity and high consensus among cadres, party members, people of all walks of life and the business community, together determined and striving to successfully complete this great aspirational goal.
