One of the new points of the High School Graduation Exam Regulations applied from 2025 is that foreign language certificates can still be used to exempt exams in graduation recognition, but cannot be converted into 10 points when considering graduation recognition as before.
Not only parents but also teachers expressed their agreement with the new regulation. Dr. Pham Kim Thu - Principal of Mai Hac De High School (Hoang Mai District, Hanoi) said that it is reasonable that foreign language certificates are still used to exempt foreign language exams in the high school graduation exam but are no longer converted into 10 points in graduation recognition. This not only continues to encourage students to study foreign languages, but also aims for greater fairness in high school graduation recognition. Previously, converting foreign language certificates into 10 points caused some controversy, when students with IELTS 4.0 certificates were also converted into 10 points, equivalent to students with IELTS 8.5.
According to analysis by education experts, after many years of implementation, the conversion of foreign language certificates into 10 points in the high school graduation exam has gradually revealed some limitations, not fully meeting the requirements of fairness between candidates with the same foreign language certificate but different levels. In fact, for candidates in remote areas, the conditions for participating in international certification exams are still limited compared to students in the city. Therefore, the new regulation helps to eliminate the above limitations, ensuring that graduation recognition is more equal for all students, regardless of circumstances or living area.
According to teachers, in the center of Hanoi or other big cities, there are many foreign language centers, students have easier access. However, in rural areas, students possessing foreign language certificates such as English, Chinese, or Japanese is quite rare. Currently, schools are focusing on improving the quality of teaching, especially in English, with many extracurricular activities for students. Therefore, instead of running after foreign language centers to take exams to get certificates, leading to pressure and expense, students only need to focus on studying foreign languages at school to be able to achieve high scores in English in the high school graduation exam - if they choose English as one of the two remaining subjects.
There are still concerns that when foreign language certificates are only used for exam exemption but are not converted into 10 points in high school graduation recognition as before, it may cause students to lose motivation to learn foreign languages. Ms. Ai Nhat - Head of English Department, Phu Bai High School (Hue City) analyzed that the new regulation aims for more fairness in graduation consideration but still continues to encourage foreign language teaching. Specifically, still using foreign language certificates to exempt from graduation exams will encourage students to recognize the role of foreign languages in the integration trend. From there, they can have a plan to practice, develop skills, and prepare for work or higher education in the future.

Therefore, whether or not to remove foreign language certificates in the entrance exam is up to the schools. However, the general trend is that no university will remove foreign language certificates, especially English. According to Ms. Phuong, according to current regulations, to graduate from university, students are required to have foreign language output standards. Having foreign language proficiency will expand job opportunities and increase income. Statistics show that students who are proficient in foreign languages after graduation have higher salaries than students with poor foreign language proficiency. Therefore, the trend of university admission using foreign language certificates will continue to be used.
According to Dr. Le Viet Khuyen - former Deputy Director of the Department of Higher Education (Ministry of Education and Training), the university admission method using foreign language certificates creates more opportunities for candidates to be admitted and is suitable for the output standards of universities.
