Provincial Police announced decisions on organizational structure and personnel work.

On the afternoon of February 27, Ha Nam Provincial Police held a ceremony to announce the decisions of the Minister of Public Security and the Director of the Provincial Police on the organization and personnel work. Attending and directing were comrade Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; Major General Pham Cong Nguyen, Director of the Department of Legislation and Administrative and Judicial Reform, Ministry of Public Security; leaders of departments, branches, and localities. Colonel To Anh Dung, member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Provincial Police presided over the ceremony. Also attending were comrades who were leaders of the Provincial Police; former leaders of the Provincial Police; leaders and commanders of police units and localities in the province.

At the ceremony, the Provincial Police announced the decisions of the Minister of Public Security and the Director of the Provincial Police on the organization of the Provincial Police and its units; announced the Decision on early retirement of department-level leaders; announced the Decision on personnel transfer for department-level leaders and equivalents.

Implementing the direction of the Central Executive Committee, the Central Public Security Party Committee, and the leadership of the Ministry of Public Security on streamlining the apparatus, eliminating intermediate levels, not organizing district-level police, and accepting 4 new tasks from departments and branches. The Standing Committee of the Provincial Public Security Party Committee determined that this organizational arrangement is a particularly important political task, an order, a "revolution" to organize the People's Public Security force to be truly streamlined, compact, strong, operating effectively, efficiently, and effectively in accordance with the Party's policy. With the spirit of "running while lining up", high political determination, the Standing Committee of the Provincial Public Security Party Committee and the leadership of the Provincial Public Security have carefully and comprehensively commented and evaluated the team of leaders, commanders, and cadres to have a suitable plan for arranging cadres, ensuring that after the organization and arrangement of cadres, the operations of the units in the Provincial Public Security will be stronger and more effective.

Awarding appointment decisions to department leaders receiving new assignments.

Accordingly, Ha Nam Provincial Police have completed the organization and apparatus arrangement in accordance with the direction of the Ministry of Public Security; as a result, 1,305 comrades have been mobilized and arranged; of which, 692 competent and experienced officers have been strengthened to work in professional departments and 613 officers have been assigned to the Commune-level Police (currently, the assigned staff for the Commune-level Police is an average of 12.79 staff/commune; the average staff assigned to the Commune-level Police is 12.02 staff/commune, achieving the target assigned by the Ministry of Public Security).

Speaking at the Conference, Chairman of the Provincial People's Committee Truong Quoc Huy acknowledged and commended the positive and urgent spirit of the entire Provincial Police force in the work of reorganizing the apparatus, contributing to the timely implementation of the policies and directions of the Central Government. Regarding the key tasks in the coming time, the Chairman of the Provincial People's Committee requested the Provincial Police to quickly stabilize the organization; urgently direct the implementation of all aspects of work, and successfully complete the tasks of ensuring security and order. Urgently amend and supplement the working regulations of agencies and units to ensure the full implementation of new functions and tasks. For comrades who are transferred and appointed to new jobs, it is necessary to continue to practice moral qualities, improve professional capacity; maintain and promote the spirit of solidarity and exemplary behavior to excellently complete the assigned tasks. Prepare well the contents and tasks to serve the transfer of 4 tasks to the Provincial Police to ensure consistency, accuracy and compliance with regulations. Continue to build a clean and strong People's Public Security force; associated with the emulation movement "For National Security" to create a vibrant competitive atmosphere, making achievements to celebrate the 80th anniversary of the Traditional Day of the Vietnam People's Public Security Force, 20 years of the National Day for National Security Protection.

Concluding the Conference, Colonel To Anh Dung, Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Provincial Police Department acknowledged, commended and respectfully thanked the efforts, struggles and important contributions of the comrades who retired before the age limit. The Director of the Provincial Police Department hopes that after retiring, the comrades will continue to maintain regular contact, participate in contributing their valuable opinions and experiences to continue to successfully complete assigned tasks with the police forces at all levels, contributing to ensuring security and order in the area. Regarding the key task of implementing the new organizational model, the Director of the Provincial Police Department requested: On the basis of the established and allocated staff, the units will arrange and assign staff in accordance with their capacity and strengths, meeting the requirements of the work. Strengthen training and fostering for the staff of professional departments and commune-level police after receiving new tasks. The police of units and localities continue to do a good job of political and ideological education so that officers and soldiers can work with peace of mind; strictly manage officers and soldiers to prevent violations. Focus on the fight against crime, state management of social order, ensure the progress of implementing administrative procedures and online public services, online all the way, do not interrupt tasks, maintain the best service for people and businesses.
