TikTok is one of the most downloaded mobile applications on both Android and iOS, with more than 2 billion downloads on the app store. After a boom in recent years, TikTok has been continuously embroiled in controversies with a series of offensive, toxic content, false information or spreading superstition. VTC News reporters had a conversation with some National Assembly Deputies about TikTok's violations.

Sharing about TikTok, delegate Le Thi Thanh Lam, Deputy Head of the Delegation in charge of the National Assembly Delegation of Hau Giang province, assessed: "In addition to a few positive aspects, TikTok also reveals many negative aspects. This application creates conditions for some people to create offensive trends, or spread harmful information, affecting the ideology of the young generation. Some others also take advantage of the TikTok network to make arguments, distort, and oppose the Party and State's policies."

Meanwhile, Mr. Nguyen Mai Bo - former Standing Member of the National Defense and Security Committee of the National Assembly, former Deputy Chief Justice of the Central Military Court, and Deputy of the 14th National Assembly, commented: "It is clear that in recent times, there has been a phenomenon of people using social networks, including TikTok, to commit offensive, deviant acts, defaming the truth, and insulting the honor and dignity of others. This has created informational confusion, causing confusion among a segment of the public, and creating huge consequences in society."

Delegates all appreciated the Ministry of Information and Communications' recent announcement of TikTok's violations and its plan to comprehensively inspect this social network.

Mr. Nguyen Mai Bo said: “The Ministry of Information and Communications comprehensively inspecting TikTok in Vietnam in the coming time is very necessary. In the field of state management, we still have to conduct inspections and supervision. However, we must comprehensively assess the violations or manifestations of violations in the recent past. Where did they come from? If they come from the service providers themselves, we will prevent and not allow those networks to operate in Vietnam because they do not comply with Vietnamese law.

It is important to remember that national sovereignty includes national sovereignty in cyberspace. Service providers in Vietnam's sovereign space who do not comply with Vietnamese laws must be dealt with."

TikTok's violations have led many people to suggest that TikTok should be banned from operating in Vietnam. In response to this opinion, Mr. Nguyen Mai Bo shared: " Currently, many countries in the world have banned their people from using the social network TikTok. Therefore, I also support the State's ban on the use of this social network.

However, whether it can be banned or not is another matter. Meanwhile, we have not done a good job of managing network operators. For example, the Law on Cyber ​​Security also requires network operators operating in Vietnam to have representative offices… but up to now, we have not been able to do that.

Delegate Le Thi Thanh Lam commented: "In my opinion, social networks in general and TikTok in particular have both good and bad sides and are sometimes important information channels in social management, so we should not ban them. We must have good management methods to take advantage of the strengths of social networks, to propagate information and policies of the Party and State to the people quickly and accurately.

Supporting the management of social networks, including TikTok, delegate Le Thi Thanh Lam also admitted that this is a very difficult task. “The Cybersecurity Law passed by the National Assembly has generally been put into practice. The law clearly states prohibited acts in cyberspace, but currently, with the level of punishment for violations in the cyber environment, I find it too light, therefore, not enough of a deterrent.”

Delegate Nguyen Mai Bo raised further difficulties in managing social platforms, including TikTok: "The provisions in Articles 26, 27 and 53 of the Law on Cyber ​​Security overlap with the Law on Cyber ​​Security. There are contents of the Law on Cyber ​​Security that fall under the authority of the Ministry of Information and Communications to manage the state information sector. However, the Law on Cyber ​​Security assigns all management of this issue to the Ministry of Public Security. Therefore, in terms of law, if comparing these two laws, they overlap in terms of functions and tasks. This causes difficulties for law enforcement agencies."

Delegates hope that in the coming time, the authorities will take timely measures to handle the violations of TikTok in particular and social platforms in general. They need to enhance supervision and be determined to eliminate bad and toxic content on social networks, avoiding the practice of "riding a horse to see flowers".

Vietnam ranks 6th out of 10 countries with the most TikTok users in the world (about 50 million users). According to DataReportal, by February 2023, Vietnam had about 77.93 million Internet users. Thus, up to 64% of Internet users in Vietnam are using TikTok.
