On the morning of March 16, Prime Minister Pham Minh Chinh chaired a conference to remove difficulties and promote the development of social housing. The conference was held online, connecting from the Government headquarters to 63 provinces and cities across the country.
Nationwide, 499 social housing projects have been implemented.
Representing the Ministry of Construction reporting at the Conference, Deputy Minister Nguyen Van Sinh affirmed that the Party and State have always paid attention to and identified the issue of housing for people as a key task in the country's socio-economic development, especially promoting the development of social housing to address the housing needs of low-income earners and workers in industrial parks.
Accordingly, the Government has completed the drafting of draft laws as planned and at the 6th session, the 15th National Assembly passed the Housing Law No. 27/2023/QH15 and the Real Estate Business Law No. 29/2023/QH15; at the same time, at the 5th extraordinary session, the National Assembly passed the Land Law (amended) and the Law on Credit Institutions (amended); accordingly, there have been many mechanisms and policies to remove difficulties, reduce administrative procedures, and increase incentives for investors in social housing construction projects.
In addition, the Ministry of Construction has also conducted research and drafted a National Assembly Resolution to pilot a number of policies and mechanisms for social housing development.
At the same time, coordinate with the Ministry of Planning and Investment to submit to the Government for promulgation Decree No. 35 on management of industrial parks and economic zones, which proposes that in the planning of industrial parks, land funds must be allocated for worker accommodation.
The Prime Minister chaired the Conference on social housing development.
According to the summary of reports from localities, the Deputy Minister of Construction said that nationwide, 1,316 land plots with a scale of 8,611 hectares have been planned for social housing. Thus, compared to the 2020 report (3,359 hectares), the land area for social housing development has increased by 5,252 hectares.
Some localities are interested in planning land funds for social housing development such as: Dong Nai 1,063ha, Ho Chi Minh City 608ha, Long An 577ha, Hai Phong 471ha, Hanoi 412ha.
Regarding the results of implementing social housing projects in the period from 2021 to the end of 2023, through synthesizing reports from localities nationwide, 499 social housing projects have been implemented with a scale of 411,250 units.
According to the report, 28 localities have announced a list of 68 projects eligible for loans under the VND120,000 billion credit program with a loan demand of more than VND30,000 billion.
To date, banks have committed to providing credit to 15 projects with an amount of about VND7,000 billion; of which, 8 social housing projects in 7 localities have been disbursed with capital of about VND640 billion.
“With the attention and drastic direction of the Government, the Prime Minister and the participation of ministries, branches and localities, the development of social housing in recent times has achieved important results. Many localities have been active in attracting investment and promoting the construction of social housing,” Deputy Minister Nguyen Van Sinh shared.
Ministries, branches and localities are not determined to implement the Project.
In addition to the achievements, the Deputy Minister of Construction also said that there are still some limitations. Specifically, although some key localities have a huge demand for social housing, social housing investment is still limited compared to the Project's target by 2025 or some localities have no social housing projects starting construction in the period from 2021 to present.
Through the above practice, the leaders of the Ministry of Construction frankly acknowledged that the mechanism and policies for developing social housing and housing for workers have not yet met practical needs and have not been supplemented and amended in a timely manner in the first phase of the Project.
Many localities have not paid attention to developing social housing and housing for workers and laborers in industrial zones. Housing development targets, especially social housing and housing for workers, have not been included in the 5-year and annual socio-economic development plans.
The Deputy Minister of Construction said that many localities are not determined to implement the Project.
Lack of determination and initiative in performing assigned tasks in the Project; no Project Implementation Plan has been issued to ensure completion of the set goals; some large cities with a high concentration of low-income workers and high demand for social housing, however, the number of localities registering for social housing in 2024 is low, such as: Hanoi 1,181 units, Ho Chi Minh City 3,765 units, Da Nang 1,880 units, Can Tho 1,535 units...
Some localities have many projects that have been approved for investment in the recent period, but local authorities at all levels have not paid attention to and created favorable conditions for selecting project investors to implement investment and construction.
In addition, some projects have met the conditions for preferential loans, but the provincial People's Committee has not yet reviewed them to announce the list of projects eligible for preferential loans. The capital source of 120,000 billion VND according to Resolution No. 33 of the Government has not been effectively disbursed due to the limited announcement of the list of social housing projects eligible for loans; the short preferential interest rate period has not really attracted borrowers.
Solution to have 130,000 social housing apartments in 2024
At the Conference, representatives of the Ministry of Construction proposed a number of solutions to address the above problems, including:
Firstly, for ministries and branches, it is necessary to focus on perfecting policies; the State Bank of Vietnam continues to research and consider lowering lending interest rates; for the Ministry of Public Security and the Ministry of National Defense, each ministry strives to build 5,000 social housing apartments in 2024; the Vietnam General Confederation of Labor strives to build 2,000 apartments in 2024.
Second, localities need to urgently establish, amend and supplement housing development programs and plans; regularly urge to complete projects in 2024; shorten administrative procedures to complete investment policy approval procedures.
Finally, for businesses, the Ministry of Construction recommends that investors urgently complete legal procedures; promptly start construction, ensure the progress of completing projects and after completing the project, investors need to proactively publicize information related to the project so that people know how to register to buy, lease-purchase, or rent .
