Da Do Irrigation Works Exploitation Company Limited was assigned by Hai Phong City to manage and operate the Da Do irrigation system spanning 5 administrative units: An Lao and Kien Thuy districts and Kien An, Duong Kinh and Do Son districts with over 1,200 large and small irrigation works serving the socio-economic development of the people in the system basin.

To effectively manage and exploit internal irrigation works, water supply for irrigation and drainage in the condition that most of the irrigation canals after the pumping station and the internal connecting canals are shallow and degraded; the funding for maintenance and repair is not enough to meet the requirements, this has also been a concern of the leadership of Da Do Irrigation Works Exploitation Company Limited for a long time.

Digital transformation is inevitable

Identifying digital transformation as an inevitable process for survival and development, the Company has used all resources to gradually apply scientific and technological advances and digital transformation in all fields.

Implementing the theme of Hai Phong city "Promoting urban beautification and modernization - Building model new rural areas - Implementing digital transformation", the company participated in conferences and programs on digital transformation for businesses in the city organized by the Department of Science and Technology of Hai Phong, the Department of Planning and Investment of Hai Phong, initially grasping basic information about digital transformation in businesses.

Specifically: effectively applying information technology software in production management and professional activities. From July 1, 2022, the company will assign tasks via the document management-management-task assignment software hpnet.vn for all employees of the Company's office block, heads of units, applying electronic signatures to documents on the qlvb.hpnet system.

By the end of 2022, basic units will be proficient in using qlvn.hpnet software.

The company also continues to apply human resource management software and specialized software.

The company's Science and Technology Council has completed editing and digitizing maps of the irrigation system according to each topic: maps of works, maps of surface water exploitation units, discharge maps, labor review maps, abandoned field zoning maps, applied to project management and labor management.

Regarding specific tasks, in the period of 2022-2023, Da Do Irrigation Works Exploitation LLC will carry out three main issues in digital transformation.

First , the application builds an online map of the Da Do irrigation system using Google Maps.

In 2022, the "Application for building online maps of Da Do irrigation system using Google Maps" was updated, upgraded with a map for managing workers, a map of repair history of Da Do irrigation system works...

The online map system is much more flexible than traditional maps, and can easily perform tasks such as: The amount of information integrated into the online map is relatively large, including text and images (instead of having to use many traditional maps combined with many types of construction records); Overlay or separate information layers as desired; Easy to edit and use; Archived data can be updated easily; Data quality is well managed, processed and calibrated; Easy to access and analyze data from many different sources and types; Synthesize many different types of data at once for analysis and quickly create a new layer of aggregated data; Flexible, simple to use, convenient on both computers and phones; Use many built-in features: directions, save locations, routes, GPS positioning, etc.

Co Tieu 2 sluice has 6 gates x 3.0m and 1 gate x 8.0m; Co Tieu 3 sluice has 4 gates x 7.5m operated by a 10-ton electric winch (TĐ10), using grid electricity (low voltage AC). When Co Tieu 2 and 3 sluices are operating to drain water, the Da Do bank sluices are closed to prevent wastewater from polluted canals from entering the Da Do river.

The current state of the equipment cabinets of the culverts under the dike has degraded, even failing to ensure electrical safety. Therefore, it is necessary to repair and replace them to become suitable workstations for applying data transmission control circuits and automatic operational warnings. The culverts already have upstream and downstream water level monitoring equipment, no need for additional installation.

Partial application of research results (excluding energy, motor, speed control box) for 3 sluices under the dike includes: equipment cabinets, control circuits, data transmission devices for automatic operation monitoring and warning. Coordinate with permanent workers to improve management and operation efficiency because these are important key works at the upstream and downstream.

In Hai Phong city, there are currently 5 irrigation systems with similar characteristics. All 5 LLCs exploiting irrigation works do not have equipment that can remotely control large-scale culverts under the dike and use grid power. The innovative solution "Improving the control system, remote operation of Trung Trang irrigation culvert" helps reduce operating costs and operating labor, apply digital transformation to remote control and operation easily, and store data, monitor operations quickly and promptly to meet practical requirements.

Third , research on the application of anti-phase loss devices to protect motors and monitor the operation of electric pumping stations.

Currently, electric motors are widely used in economic sectors: Industry, agriculture, transportation, daily life... with capacity from several tens of watts (W) to thousands of kilowatts (KW). During operation, the motor is very susceptible to phase loss due to a number of reasons or due to the operator's mistake when connecting the power supply to the motor, causing the phase sequence of the source to change.

In both cases, the engine will not work properly, causing serious problems in production. In this situation, the Company has introduced a number of protective solutions to partially limit unwanted risks during operation.

Ensure adequate water supply

In the context of climate change and economic restructuring, the requirement for irrigation work is fundamental and sustainable innovation to maximize the potential and advantages of the irrigation system to meet the requirements of ensuring national water security, protecting agricultural production activities, serving people's lives. In 2023, Da Do Irrigation Works Exploitation Company Limited will continue to focus on directing and operating well the management and exploitation of irrigation works, ensuring adequate, timely and quality water supply to serve agricultural production, aquaculture, and people's economic lives in the basin.

In addition, the company proactively prevents salinity and natural disasters, storms and floods on the system: arranging tasks, allocating funds for repairs, clearing embankments, protecting works on the system, ensuring safety during the rainy and stormy season.

At the same time, focus on investing in urgent key projects, carry out regular maintenance work, and ensure safe operation of the projects. Continue to implement projects to protect water quality and sub-regional irrigation projects.

Strengthen inspection and supervision of facilities and workers performing their duties; strengthen inspection and detection to take preventive measures and promptly recommend handling of violations such as encroachment on construction works and illegal discharge causing water pollution.

In addition, the company will continue to innovate management work, carry out staff rotation and planning, review and timely supplement planning resources; improve the leadership capacity of the management team. Review and arrange labor reasonably to ensure the right person, the right job, ensure work efficiency, and minimize seasonal contract labor.

Continue to report and coordinate with local authorities and relevant agencies to continue handling construction violations. Strengthen propaganda and mobilize people in the basin to join hands to protect irrigation works.
