Hanoi Irrigation Development Investment One Member Co., Ltd. was assigned by the Hanoi People's Committee to manage and operate the irrigation system to provide irrigation and drainage water for agricultural production and social life in the districts of Soc Son, Me Linh, Dong Anh, Gia Lam and Long Bien district.
With the regular attention and direction of the Hanoi People's Committee, the Hanoi Department of Agriculture and Rural Development, the Hanoi Management and Maintenance Board of Agricultural and Rural Works, the consensus and support of local authorities, cooperatives and people in the area, along with the efforts and high responsibility for the work of the staff and workers, the entire Hanoi Irrigation Development Investment One Member Co., Ltd. has overcome difficulties and successfully completed the assigned tasks.
Complete the task well
In the first 6 months of 2023, the Company proactively coordinated with Water User Cooperatives and local authorities to develop plans to provide irrigation water for agricultural production areas and people's and society's livelihoods in the area.
On that basis, the Company plans to supply water and implement irrigation from the beginning of the 2023 Spring crop to ensure that crops grow in the best time frame, and that agricultural production areas are not deprived of water, affecting crop yields. As a result, the Company has completed irrigation and drainage for the entire agricultural and social land area in the area, which has been recognized, highly appreciated and accepted by the People's Committees of districts, wards, communes and Water Cooperatives in the area.
Regarding irrigation , from the beginning of the year, the Company has seriously and effectively implemented the drought prevention plan across the Company and specific plans for each Enterprise; coordinated with Irrigation Companies in other provinces to develop an irrigation water supply plan to ensure proactive irrigation for intercropping areas between provinces and cities; dredged border gates, repaired and maintained machinery and equipment, canals and dams, installed field pumping stations ready to operate when the water level on river banks is low; took advantage of water discharges from Hoa Binh Lake to effectively and timely discharge water while storing water in the system to serve irrigation for crops.
Results of the first 6 months of 2023: The Company has completed the irrigation of spring crops and the area of aquatic products, flowers, and fruit trees is 23,930.96 ha/24,113.09 ha of agricultural land, reaching 99.24% of the planned area.
Regarding flood control work , in June 2023, the total rainfall in the area under the Company's responsibility was 325.6mm, twice as high as in June 2022, causing difficulties in directing and operating production.
However, with the spirit of initiative and flexibility in all situations of the staff and workers and by all construction measures, the Company has operated pumps to ensure timely drainage for 57,230.49 hectares of agricultural land and rural and urban land (of which the drainage area for rural and urban areas, excluding inner-city areas, is 33,299.53 hectares).
Regarding the regular repair of irrigation works , in the Spring crop of 2023, the Company has organized the approval and construction of 18/19 project categories to ensure quantity and quality with a total approved acceptance value of VND 8,235/8,258 billion.
During the implementation process, the Company always complies with and implements in accordance with the State's regulations, instructions of the Hanoi Department of Agriculture and Rural Development, regulations of the Hanoi Agricultural and Rural Works Management and Maintenance Board as well as current regulations on construction investment.
In addition, the Company has directed the Enterprises to be flexible and apply many methods to perform maintenance, repair, and fix minor problems in the construction system, equipment, and machinery to ensure timely and safe operation for production.
Regarding the management and protection of irrigation works , in the Spring crop of 2023, the Company will continue to focus on strictly implementing regulations on management and protection against encroachment of irrigation works, and performing maintenance work well.
As of June 30, the total number of violations remaining in the entire Company is 993, including: Dong Anh Irrigation Enterprise 205 cases, Soc Son Irrigation Enterprise 408 cases, Gia Lam Irrigation Enterprise 336 cases; Me Linh Irrigation Enterprise 42 cases, Raw Water Supply and Construction Consulting Enterprise 02 cases.
In the first 6 months of 2023, 10 violations occurred and 23 violations were resolved. Violations of wastewater discharge into irrigation works were 303 points, of which Dong Anh Irrigation Enterprise had 99 points, Soc Son Irrigation Enterprise had 36 points, Gia Lam Irrigation Enterprise had 121 points, Me Linh Irrigation Enterprise had 47 points; the Company has completed the above violations and reported them to the Hanoi Department of Agriculture and Rural Development according to regulations.
The agreement with 67 units whose construction works pass through the scope and protection corridor of irrigation works managed by the Company is carried out in accordance with State regulations without affecting irrigation and drainage work serving agricultural production, people's lives and society in the area.
In addition to the activities of providing irrigation and drainage water for agricultural production and social life, the Company also comprehensively exploits the irrigation system to serve other activities such as supplying raw water to the Bac Thang Long clean water plant through Ap Bac pumping station, exploiting the water surface of the reservoir in Soc Son district for aquaculture, cooperating in petroleum business, thereby contributing to increasing income, creating jobs for workers as well as contributing to stabilizing the socio-economic life in the area. Revenue from non-public production and business activities in the first 6 months of the year reached 32,211 billion VND.

Eight key indicators
The last 6 months of 2023 are forecast to continue to have difficulties for the capital's agricultural sector in general and Hanoi Irrigation Development Investment One Member Co., Ltd. in particular.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, the El Nino phenomenon may appear in the second half of 2023 and last until 2024 with a probability of about 70-80% combined with the current status of the Red River bed being changed, the water level of the Red River, including during water discharges to serve the winter-spring crop, is often low, not reaching the design water level at the suction tanks of the main pumping stations.
Meanwhile, the forecast for this year's rainy and stormy season is also very unpredictable and complicated. The current state of the irrigation system is increasingly degraded and damaged. The urbanization rate is getting faster, leading to environmental pollution of water resources, directly affecting the management and operation of production.
Faced with the above difficulties, Hanoi Irrigation Development Investment One Member Co., Ltd. has set eight main targets for production and business activities in the last 6 months of the year. Specifically as follows:
Firstly, ensure adequate irrigation water supply for 21,996.43 hectares of crops for the Summer-Autumn crop and 2,421.62 hectares of aquatic products, flowers, and fruit trees throughout the year. Develop a plan to adjust orders for 2023 and a plan for irrigation service prices according to regulations.
Second, direct subordinate units to regularly inspect and review the entire project, prepare materials and human resources to be ready to deal with unusual weather conditions;
Third , strengthen the inspection and protection of irrigation works; resolutely direct the handling and prevention of encroachment and violations of irrigation works, and prevent new violations from arising;
Fourth , strictly implement the work of maintaining, maintaining, recording books and forms in accordance with the provisions of Decision No. 38/2022/QD-UBND to ensure the acceptance of orders in 2023.
Fifth , deploy construction and repair of 7 categories of works under the regular repair fund in 2023 approved by the Department of Agriculture and Rural Development according to regulations to ensure progress, quality, and timely put into production;
Sixth , ensure to maintain salary advances, prioritize full payment of insurance for employees. Resolve correctly, fully and promptly the regimes, benefits and policies for employees when retiring, transferring jobs and retiring early.
Seventh, deploy the use of the Science and Technology Development Fund in accordance with State regulations and laws to serve the Company's digital transformation work.
Eighth , closely follow the Departments and the City in using the Development Investment Fund to invest in repairing, renovating and upgrading the irrigation system at the unit.
