Song Day Irrigation Investment and Development One Member Co., Ltd. is a public utility enterprise operating under the Enterprise Law and the Organization Charter; under the direction and management of the Hanoi City People's Committee.
The irrigation system is managed and exploited by Song Day Irrigation Development Investment Company Limited to serve irrigation and drainage for agricultural production and economic life of 6 main districts: Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai, Chuong My, My Duc and part of Bac Tu Liem district, Phu Xuyen district, Thuong Tin district of Hanoi city.
The total basin area is over 60,000 hectares, of which agricultural land is over 30,000 hectares. The service system area is geographically located, bordering the Red River to the North, Ha Nam province to the South, Song Nhue Irrigation Development Investment Company Limited to the East, and Hoa Binh province to the West.
Encouraging results
Despite many difficulties in terms of weather, climate and water resources, with the attention and direction of the City People's Committee, the Hanoi Department of Agriculture and Rural Development, leaders, local authorities at all levels and departments, along with the efforts of officers and employees of the Day River Irrigation Development Investment Company Limited, the irrigation and drainage service for the 2023 Spring crop has achieved encouraging results.
For example, localities in the system are basically provided with adequate and timely water in the best time frame. Drought prevention solutions for coastal areas have been proactively and promptly implemented, bringing about clear results; water supply support between Irrigation Development Enterprises is ensured to be reasonable. In addition, the Company also sends water to some seriously polluted drainage canals for treatment, contributing to solving flow congestion and cleaning the environment.
Machinery and equipment operate continuously for a long time, but thanks to careful preparation in inspection, maintenance and repair, they operate normally and safely, meeting production requirements. The attention and direction of the operation of pumping stations such as DC Ba Giang, Dan Hoai and Dao Nguyen to supply water to the Day River to support drought prevention for the coastal area of the Day River, which is served by the Chuong My and La Khe Irrigation Development and Investment Enterprise, has brought high efficiency.
Regular inspection and supervision by all levels, sectors and the Company have contributed to speeding up the planting progress of localities, and drought prevention and control work has achieved better results.
Nearly 4 months of dry season, although there was significant rain, but only reduced the level of dryness, thanks to the Day River irrigation system providing irrigation water, surface water as well as groundwater were supplemented, contributing to improving the living conditions of people in the region.
In addition, pumping stations with average irrigation power reduced compared to the 2022 Spring crop include: Thu Y (Hoai Duc district); Phuong Nhi, DC Dan Tham, DC Uoc Le I (Thanh Oai district); Bien Giang (Ha Dong district), Ha Duc irrigation, Song Dao, Thuong Phuc (Chuong My district); Tao Khe irrigation, Hoa Lac irrigation, DC An My, DC Doc Tin (My Duc district). Irrigation pumping stations with high nighttime off-peak power ratio (≥ 30%) include: Tien Tan, Doai Khe (Dan Phuong district), Dong Quan Huu (Hoai Duc district); Hoi Xa, DC Dong So, DC Hung Tien (My Duc district).
The company also regularly monitors weather developments to provide appropriate irrigation water and quickly drain water when necessary. Prepare well the necessary work in the Flood Prevention and Control Plan 2023; Disaster Response Plan and Emergency Response Plan for Reservoirs 2023. When a situation occurs, everyone must strictly follow the instructions of the City's Disaster Prevention and Control and Search and Rescue Command Committee and related levels.
At the same time, request the subordinate Irrigation Development Enterprises to always be proactive and flexible in dealing with situations that arise, closely coordinate with the functional departments of the districts to promptly handle incidents from the first hour, minimizing damage. Actively direct the maintenance of works to ensure good service for production.

Towards modern agriculture
In the coming time, Song Day Irrigation Development Investment Company Limited hopes that localities will continue to pay attention to flood and storm prevention and control in the management area; arrange sufficient forces to regularly patrol key locations to promptly detect and handle construction incidents. People's Committees of districts and towns require construction units with projects related to the irrigation system to have solutions to ensure irrigation and drainage for agricultural production and natural disaster prevention in the area; pay attention to directing agricultural cooperatives to actively manage, maintain and operate the system of irrigation works decentralized to local management and intra-field irrigation works to serve the agricultural production of the people well. In addition, it is extremely necessary and necessary for People's Committees of districts and towns to coordinate in directing the handling and resolution of violations within the protection area of irrigation works.
In the trend of global economic integration, agriculture is the pillar of the economy. Song Day Irrigation Development Investment Company Limited has determined that agricultural production must aim at modern, high-quality agriculture with the goal of developing not only to serve consumption but also to create products for the commodity economy. Therefore, the legal policy system in the irrigation sector needs to be amended and adjusted to suit reality and be feasible. Typically, the regulations related to the irrigation service price mechanism ( Irrigation Law 2017, Decree No. 96/2018/ND-CP 2018 and Decree No. 32/2019/ND-CP dated April 10, 2019 ) currently still have many shortcomings and problems that have not been resolved since 2018, causing irrigation enterprises to face many difficulties in operating costs, especially the cost of paying salaries to employees.
The Hanoi City Irrigation Development Plan approved in Decision No. 4673/QD-UBND on October 18, 2012, after 11 years, also needs to be reviewed, adjusted and supplemented ( according to the Law on Irrigation, the irrigation planning must be reviewed periodically every 5 years ) as a basis for investment in construction, management, exploitation and protection of irrigation works, in accordance with the strategy, planning and general socio-economic development plan of the capital region.
According to the orientation of Song Day Irrigation Investment and Development Company Limited, in the coming time, the Company will propose to the City People's Committee and other departments to expand the provision of other irrigation products and services and add other production and business lines, especially urban drainage services to maximize the potential and value of the irrigation works managed by the Company. In addition, the Company proposes to build Cam Dinh pump station to create flow for the Day River to help improve the environment, create a water source to fight drought in the Spring crop for the cultivated area near the Day River in Chuong My and Thanh Oai districts.
Based on that requirement, in the future, the Company will overcome and resolve the existing problems and limitations of drought and flooding, and increase the area of agricultural production that is actively irrigated (according to the crop structure and agricultural development strategy) to the highest possible level.
