In his opening speech, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: Ninh Binh has chosen the development path of building an Ancient Capital Heritage City, demonstrating soft power, combining heritage protection and cultural resources on the basis of promoting the values ​​of Trang An World Heritage as a fundamental advantage, resource, and main driving force. This is not only consistent with the general trend of the world but also demonstrates the responsibility of Ninh Binh as well as Vietnam in preserving heritage values; at the same time, unleashing resources from heritage resources to serve economic development, creating national attraction and competitiveness in the international arena.

UNESCO's recognition of Trang An Scenic Landscape Complex as a World Cultural and Natural Heritage means giving Ninh Binh a "passport" to connect with UNESCO-listed cities around the world, but the requirements are also very strict. Therefore, in the development process, we should avoid building "compressed cities, concrete cities". If we choose the wrong development method, develop too quickly, and overwhelm, it will easily lead to the risk of annexing a city with a history of thousands of years.

In particular, in the urban classification determined in the Red River Delta Regional Planning, it is stated that Hanoi is the central urban area of ​​a "super city", so it is necessary to organize a system of satellite cities, counterweight cities, and dual cities around it. Ninh Binh, with its advantages in geographical location, history, and culture, can completely build a dual city, supplementing and making up for the shortcomings of the "super city" based on the values ​​of landscape, ecology, and environment, in which tourism, services, and culture are the focus of economic development; heritage economy is the pillar.

The Provincial Party Secretary emphasized that to define the heritage economy, many scientists and managers have mentioned multi-dimensional approaches that include all aspects of culture and architecture, with approaches such as heritage cultural parks, heritage cultural museums, heritage regeneration, and heritage assets.

This demonstrates the value of Ninh Binh's position in the country as a whole. Although the locality has determined the basic direction and actions to build the Ancient Capital Heritage Urban Area, Ninh Binh needs to be fully supplemented in theory to more clearly define the development method of the Ancient Capital Heritage Urban Area type, from which managers and scientists can propose appropriate mechanisms, policies and laws. On this basis, Ninh Binh opens up clear and solid steps to build a model combining conservation, restoration and economic development of heritage to promote green growth.

At this topic, Dr. Truong Van Quang, Deputy Secretary General of the Vietnam Urban Development Planning Association, presented a paper "Ninh Binh: Heritage - Tourism Urban Area with UNESCO title" with contents on heritage urban awareness; heritage urban criteria; structural characteristics, functions of Ninh Binh heritage urban area, heritage economy and orientation for Ninh Binh.

According to Dr. Truong Van Quang, the concept and criteria of heritage urban areas are still quite new and are being gradually perfected. Accordingly, heritage urban areas are a unique historical entity, a product of urban civilization, organically combining material and spiritual elements, architecture and culture, in harmony with nature, which is the starting point that governs everything.

Ninh Binh is an ancient capital, a place where many typical and unique values ​​of history, culture, landscape and people converge. In particular, the outstanding values ​​of Hoa Lu Capital - the capital of Vietnam in the 10th century have created the most distinctive identity values ​​of the historical - cultural space as the main resource, strong driving force and fundamental advantage for Ninh Binh towards a civilized and modern heritage city, representing the growth pole of the southern part of the Red River Delta.

Dr. Truong Van Quang also said that heritage economic development is a special economic sector, based on heritage values ​​for economic development. This is a development trend that many countries and localities are interested in. To develop heritage economy, Ninh Binh first of all needs to quantify heritage values ​​in a systematic and scientific manner. In addition, Resolution No. 16-NQ/TU dated August 23, 2023 of the Provincial Party Committee on the arrangement of district and commune-level administrative units in Ninh Binh province for the period 2023 - 2030, in which the goal by 2025 will shape the nature of the new administrative unit after the merger of Ninh Binh city and Hoa Lu district as "Ancient Capital - Heritage Urban Area" is correct and visionary.

To develop Ninh Binh into a large center with high brand value in tourism, cultural industry, heritage economy of the whole country and the Asia - Pacific region, along with the implementation of Resolution No. 16-NQ/TU, the establishment of the Heritage - Tourism Urban project is very important, creating a strategic framework, foundation, basis, with core values ​​for Ninh Binh to gradually move forward steadily and develop sustainably.

Ms. Vuong Phan Lien Trang, Deputy General Director of enCity Consulting Company, spoke at the Workshop.

At the workshop, Ms. Vuong Phan Lien Trang, Deputy General Director of enCity Consulting Company, said that to achieve the goal of becoming a "Millennium Heritage City", Ninh Binh can learn and apply valuable experiences from other countries and localities, thereby building a unique, sustainable and distinctive heritage city model.

Based on the experience in the national heritage conservation project in Singapore and some localities in Vietnam implemented by this company, Ms. Trang also proposed 6 groups of solutions that Ninh Binh can apply such as: Preserving and promoting the value of natural heritage, Preserving and promoting the value of cultural and historical heritage, Developing sustainable tourism and green economy, Developing synchronous infrastructure and services, Raising community awareness, International cooperation.

Here, managers and scientists discussed and clarified the values, advantages and highlights of Ninh Binh; the story of conservation; issues related to heritage economy, with a global approach and competitive perspective. Opinions all affirmed that building Ninh Binh into a heritage city is a national historical mission, which requires appropriate resources, mechanisms and policies.
