Regarding this information, Major General Nguyen Hong Ky, Deputy Director of Hanoi City Police, said that immediately after the incident, the police focused on investigating, prosecuting the case and arresting the owner of the mini apartment building, Mr. Nghiem Quang Minh.
At the same time, there is an investigation plan, determining the investigation requirements of the case. In which, there are groups of behaviors that have grounds to determine violations of construction order but have not been thoroughly inspected.
The Deputy Director of Hanoi City Police added that recently, the City Police have been classifying and individualizing the responsibility of individuals and groups for violations.
"We will proceed with the proceedings, currently in the investigation phase, when we have the results, we will promptly inform the press," said the Deputy Director of Hanoi City Police.
Also at the press conference, reporters asked about the results of the inspection of signs of violations with three Party organizations after the mini apartment fire in Thanh Xuan that killed 56 people.
In response to this question, Chief of Office of Hanoi People's Committee Truong Viet Dung said that the authorities are still investigating. When the results are available, the press will be informed.

Regarding the mini apartment fire at alley 29/70, Khuong Ha street, Thanh Xuan, Hanoi, according to investigation, in March 2015, Thanh Xuan District People's Committee granted a license to Mr. Nghiem Quang Minh to build a separate building at No. 37, alley 29/70, Khuong Ha street, Khuong Dinh ward.
Accordingly, Thanh Xuan district granted a construction permit for a single-family house, with 6 floors (equivalent to 20.2m in height, excluding the elevator shaft), a mezzanine floor and an elevator shaft with technical space. The construction area of the first floor (including the mezzanine floor) is 167.4m², on a plot of land of 240m².
However, in reality, building 37, alley 29/70 Khuong Ha street, although licensed for 6 floors, the investor built this project up to 9 floors, with an area of about 200m².
After being put into use, this building became a mini apartment building with 45 apartments, housing about 150 people.
Previously, as reported, at around 11:22 p.m. on September 12, 2023, a fire broke out in a 9-storey, 1-attic mini apartment building at No. 37, Lane 29/70, Khuong Ha Street, trapping many people inside. Upon receiving the news, the authorities mobilized 15 fire trucks and more than 100 police officers to the scene to help local residents put out the fire. By 0:15 a.m. on September 13, the fire was basically extinguished, and the forces had rescued more than 100 trapped people. However, the fire killed 56 people and injured 37.
The cause of the mini apartment fire was determined to be a short circuit in the electrical wiring in the battery area of the front of the scooter placed against the south wall of the first floor. The fire then spread to the electrical cable area, the electric meter boxes mounted on the wall on the first floor and spread to the surrounding area.
On September 15, 2023, Secretary of the Hanoi Party Committee Dinh Tien Dung, on behalf of the Standing Committee of the Hanoi Party Committee, issued a document directing the inspection when there were signs of violations against three Party organizations: the Standing Committee of the Thanh Xuan District Party Committee, the Thanh Xuan District Police Party Committee, and the Khuong Dinh Ward Party Committee, Thanh Xuan District, for the 2015-2020 and 2020-2025 terms.
