On the afternoon of January 19th, at a press conference on the socio -economic situation organized by the Hanoi People's Committee, the press asked questions regarding the progress of the investigation into the fire at a mini-apartment building in Thanh Xuan district that killed 56 people.

Regarding this matter, Major General Nguyen Hong Ky, Deputy Director of the Hanoi City Police, stated that immediately after the incident occurred, the police focused on investigating, prosecuting the case, and arresting the owner of the mini-apartment building, Mr. Nghiem Quang Minh.

At the same time, there are plans to investigate and determine the investigative requirements of the case. This includes a group of actions for which there is evidence to suggest violations of construction regulations, but which were not thoroughly inspected.

The Deputy Director of the Hanoi City Police added that the City Police have recently been classifying and individualizing the responsibility for violations committed by individuals and groups.

"We will proceed with legal proceedings; the investigation is currently underway. Once we have the results, we will promptly inform the press," said the Deputy Director of the Hanoi City Police.

Also at the press conference, reporters asked about the results of the investigation into alleged violations by three Party organizations following the fire at a mini-apartment building in Thanh Xuan that killed 56 people.

In response to this question, the Chief of the Hanoi People's Committee Office, Truong Viet Dung, stated that the relevant authorities are still investigating. He added that the results will be communicated to the press once available.

Regarding the mini-apartment building fire at alley 29/70, Khuong Ha Street, Thanh Xuan District, Hanoi, investigations reveal that in March 2015, the Thanh Xuan District People's Committee granted a permit to Mr. Nghiem Quang Minh to construct a detached building at No. 37, alley 29/70, Khuong Ha Street, Khuong Dinh Ward.

Accordingly, Thanh Xuan district granted a construction permit for a detached house with 6 floors (equivalent to a height of 20.2m, excluding the stairwell), a mezzanine, and a stairwell with technical space. The construction area of ​​the first floor (including the mezzanine) is 167.4m², on a 240m² plot of land.

However, in reality, although building 37, alley 29/70 Khuong Ha Street was licensed for 6 floors, the investor constructed the building up to 9 floors, with an area of ​​approximately 200m².

After being put into use, this building became a mini-apartment complex with 45 units, housing approximately 150 residents.

As previously reported, at approximately 11:22 PM on September 12, 2023, a fire broke out in a 9-story apartment building with a penthouse at 37 Alley 29/70, Khuong Ha Street, trapping many people inside. Upon receiving the report, authorities mobilized 15 fire trucks and over 100 police officers to the scene, along with local residents, to extinguish the fire. By 0:15 AM on September 13, the fire was largely extinguished, and over 100 people were rescued. However, the fire resulted in 56 fatalities and 37 injuries.

The cause of the fire in the mini-apartment building was determined to be an electrical short circuit in the wiring near the battery compartment of a scooter parked against the south wall on the first floor. The fire then spread to the electrical cables, the meter boxes mounted on the wall on the first floor, and the surrounding area.

On September 15, 2023, Hanoi Party Secretary Dinh Tien Dung, on behalf of the Standing Committee of the Hanoi Party Committee, issued a directive to investigate suspected violations by three Party organizations: the Standing Committee of the Thanh Xuan District Party Committee, the Thanh Xuan District Police Party Committee, and the Khuong Dinh Ward Party Committee, Thanh Xuan District, for the terms 2015-2020 and 2020-2025.
