Motorbikes and electric bicycles must move out of mini apartments

On the afternoon of September 21, the Standing Committee of the Hanoi Party Committee - People's Council - People's Committee chaired an online meeting for the third quarter of 2023 with leaders of districts, towns and cities on a number of important issues related to socio-economic issues and people's lives.

Speaking at the conference, Chairman of Thanh Xuan District People's Committee Vo Dang Dung said that the district has established 18 inspection teams to conduct general inspections and review mini apartments and houses that rent out multiple apartments.

Through preliminary screening, the district has about 1,900 mini apartments and rental houses; of which, there are nearly 90 mini apartments... Up to now, the district has inspected 180 mini apartments and rental houses at the level of mini apartments.

Notably, the inspection teams requested to move all motorbikes and electric bicycles on the first floor out of mini apartments and rented houses.

At the same time, set a target that if all vehicles cannot be moved, 70-80% of motorbikes and electric bicycles must be moved, so that if an incident occurs, the level of impact will be reduced. Because according to statistics, about 90% of fires start on the first floor.

Making a recommendation to the city, Chairman of Thanh Xuan District People's Committee Vo Dang Dung suggested studying and finding a comprehensive solution for boarding houses and rental houses that are violating fire prevention and fighting regulations to thoroughly handle fire prevention and fighting issues.

A representative of the People's Committee of Dich Vong Hau Ward (Cau Giay District) said that in addition to apartments and rental houses, the risk of fire in markets is also very high, notably in the district there is Nha Xanh market, specializing in selling clothes, fabrics, and household plastic products.

Representatives of Dich Vong Hau ward proposed that the city have a plan to relocate Nha Xanh market and expand Phan Van Truong street to ensure fire safety and environmental sanitation in the area.

At the conference, representatives of the Department of Construction proposed to build a separate parking area from the residential area; regularly check motorbikes and electric vehicles, especially the charging system, according to the manufacturer's recommendations; and fully equip rescue plans and means to meet fire prevention and fighting requirements and handle incidents.

Concluding the conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen emphasized that the situation of fires, explosions, incidents and accidents related to fires and explosions is still complicated, with many potential dangers, especially the fire that occurred in many apartments in Khuong Dinh ward, Thanh Xuan district, causing serious consequences and damage to people and property, affecting security, order and people's lives.

According to the Standing Deputy Secretary of the City Party Committee, there are many reasons leading to limitations and weaknesses, but the main reason is the rapid urbanization and population growth, but the infrastructure and equipment for fire prevention and fighting have not met actual requirements.

Notably, the leadership and direction of Party committees and state management of local authorities in some places regarding fire prevention and fighting and search and rescue are sometimes lax, lacking in strictness and synchronization; the management of construction order is not good in some places, violations of construction order without permits and without permits still occur...

The Standing Deputy Secretary of the City Party Committee proposed that, along with strictly implementing Directive No. 25 of the Standing Committee of the City Party Committee; Plan No. 234 of the City People's Committee on general inspection of law compliance for multi-apartment housing (mini-apartments), rental service businesses throughout the city.

Party committees and authorities at all levels need to consider fire prevention and fighting and search and rescue work as an important issue; seriously consider it right from the implementation stage, avoiding the "elephant head, mouse tail" form. At the same time, inspection, examination and handling of violations must be strictly implemented for prevention.
