On July 25, Mr. Le Tri Thanh, Chairman of the People's Committee of Quang Nam province, directed the two districts of Thang Binh and Duy Xuyen to coordinate with the investor, Nam Hoi An Development Company Limited as the investor, to complete the site clearance for the Nam Hoi An Resort project.
According to Mr. Thanh, Nam Hoi An Development Company Limited determined not to invest in housing business in the Nam Hoi An Resort project. Therefore, it is recommended that the People's Committees of Duy Xuyen and Thang Binh districts urgently review and complete the Duy Hai - Duy Nghia Urban Master Plan, Thang Binh District Regional Master Plan, Binh Duong Commune New Rural Development Master Plan and other related planning documents in the direction of not allocating residential land within the Nam Hoi An Resort project for approval according to authority or submitting to competent authorities for appraisal and approval as a basis for continuing to implement the project.

The People's Committees of Thang Binh and Duy Xuyen districts directed relevant authorities and localities to actively coordinate with Nam Hoi An Development Company Limited to continue implementing the completion of compensation, site clearance, and resettlement of the Nam Hoi An Resort project, and soon stabilize the lives of people in the project area.
Nam Hoi An Development Company Limited is responsible for coordinating with the People's Committees of Thang Binh and Duy Xuyen districts and related Departments, units and localities in the process of implementing compensation, site clearance, resettlement and promptly arranging funding sources to pay affected households, organizations and individuals.
At the same time, coordinate and work with relevant Departments and branches to receive guidance, carry out additional documents and procedures, and adjust investment legal documents to serve as a basis for continuing to implement and complete the project to ensure progress.

The Departments of Construction, Planning and Investment, Natural Resources and Environment, and related Departments and branches, according to their assigned functions and tasks, are responsible for monitoring and guiding the People's Committees of Thang Binh and Duy Xuyen districts and Nam Hoi An Development Company Limited to urgently implement, promptly handle documents and procedures within their authority and advise the Provincial People's Committee to handle related issues in accordance with the provisions of law.
Regarding the Nam Hoi An Resort Project, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company is the unit that carries out the project's site clearance. In addition, this unit also represents Nam Hoi An Development Company Limited to carry out the task of investing in the construction of 5 resettlement areas and a cemetery in the East of Duy Xuyen and Thang Binh districts to create a resettlement land fund to serve the project's site clearance.

After many years, resettlement projects serving the land clearance of Nam Hoi An Resort are still stuck in land issues. Recently, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company has sent a document requesting to stop 3 projects: Son Vien Resettlement Area, Duy Hai Resettlement Area (Phase 2) and Duy Hai Resettlement Area (Phase 3) in Duy Xuyen District.
In early July, Mr. Nguyen Hong Quang, Vice Chairman of Quang Nam Provincial People's Committee, agreed to stop implementing these projects to finalize the accounts and hand them over to Duy Xuyen District People's Committee to continue implementing them. Duy Xuyen District People's Committee was assigned the responsibility of receiving documents, procedures and project sites to continue organizing construction and implementing related procedures to promptly arrange resettlement for households affected by the Nam Hoi An Resort project and other projects in the area.
Houses of residents in the project area are damaged due to site clearance but cannot be repaired or rebuilt.
Nam Hoi An Resort Project has been granted Investment Registration Certificate No. 1070702574, first certified on December 10, 2010, 3rd change certified on September 28, 2020 issued by the Department of Planning and Investment of Quang Nam Province; Business Registration Certificate of a one-member limited liability company of Nam Hoi An Development Company Limited, first registered on December 10, 2010, 17th change registered on February 2 issued by the Department of Planning and Investment of Quang Nam Province.
To date, the Project has completed Phase 1 with the following items: (1) Main boulevard - Package 1; (2) Commercial, entertainment, casino and resort hotel area - Package 2; (3) Commercial and tourist apartment area - Package 3; (4) Golf course area Phase 1 - Package 6; (5) Staff housing and resort hotel area - Package 7; (6) Technical infrastructure area - Package 8.
Total investment realized since being granted the Investment Certificate to date is nearly 30,000 billion VND.
